Abstract： Purposes Based on combing the science of science theories related to scientific journals, this paper constructs a five-force model of the influence of scientific journals and proposes paths and strategies to enhance the influence of scientific journals. Methods Using methods such as literature research, in-depth interviews, and conceptual analysis, the journal influence five-force model is constructed from the aspects of scientific knowledge production, flow, and dissemination, and then countermeasures and suggestions are put forward. Findings It is proposed that the influence of scientific journals includes five aspects: knowledge power, persuasion power, management power, expression power, and dissemination power. These five aspects are used to construct the five-force model of the influence of scientific journals. Conclusions The formation and enhancement of the influence of scientific journals is a systematic project. It can be approached by applying the theory of knowledge activities to enhance the knowledge power of scientific journals; promoting academic exchanges to improve the persuasion power of scientific journals; paying attention to the construction of the talent team to enhance the management power of scientific journals; leveraging the advantages of structural holes to demonstrate the expressive power of scientific journals; fully recognizing the functions of journals to strengthen the dissemination power of scientific journals.

promote the development of the discipline and adapt to the changes of the times. The article firstly adopts the method
of lit erature research to sort out the current development of the discourse system o f the discipline of information
resources management, deconstructs the discourse of the discipline and explains the change process of the core concepts
and the context of the discipline, and then takes the journal articles in the two major databases of Chinese core journal
criterion of PKU and CSSCI during the period of 11 years from 2012-2022 to analyze the impact of the change on
the discourse system of the discipline. In addition, we use the journal articles of Peking University Core and CSSCI
databases during the 11 years from 2012 to 2022 as the corpus to explore the status and development of academic
discourse in the discipline of library intelligence and archive management in the recent decad e by constructing the
semantic network and other methods, and then we explore the basic structure and construction path of the discourse
system of the discipline of information resources management.

Abstract： Purpose In order to improve the quality of academic exchange and knowledge dissemination, it is necessary to actively carry out research on the collaborative development of academic journals and preprints. This paper explores the mechanism of the journal preprint policy, grasps the policy path of the collaborative development of journals and preprints, promotes the organic linkage between academic journals and preprints, and provides a basis for the formulation of relevant guidelines and normative policies for journals. Methods Based on grounded theory, this study summarized the categories and built models of the preprint policies of 120 journals, sorted out the mechanism of their action on the academic exchange behavior of authors in preprint, and analyzed the interaction mechanism of each module. Findings 1 story line , 3 scenarios (main categories), 9 categories and 25 concepts of the action mechanism of periodical preprint policy on authors’ communication behavior were summarized, and a policy-scenario-behavior integrated model of the action mechanism of periodical preprint policy was constructed. Conclusions It is suggested that periodicals should pay attention to: improving the policy environment and increasing the willingness of authors to contribute to preprint; Promote collaborative service and cultivate preprint behavior literacy of authors; We should advocate credible communication and clearly stipulate the responsibility of preprint communication.

Abstract： The publication ethics is the foundation and prerequisite for the development of scientific journals． Against the backdrop of vigorously promoting the construction of world-class scientific journals in China，the standardization construction of publication ethics is particularly urgent．As an important component of scientific research integrity，the standardization construction of publication ethics in scientific journals should comply with national policy requirements． This article comprehensively collected relevant policies on publication ethics in China，and through quantitative analysis of policy literature and grounded theoretical analysis，clarified the evolution of scientific journals publication ethics policies，the theoretical model for the standardization of publication ethics，and the changes in the content of publication ethics policies． Through the analysis of research results， it can be concluded that China is attaching increasing importance to the integrity and ethical governance of scientific journals; the basic framework for the standardization construction of publication ethics in scientific journals includes the overall requirements，the content of publication ethics， and the measures to ensure the implementation of publication ethics，of which the latter two are the key elements．

Abstract： Purposes To explore the collaborative development path of scientific journal and preprint platform, and put forward the collaborative development strategy of scientific journal and preprint platform, so as to provide reference for building a new academic exchange model in the open science era. Methods International representative cases of cooperation between scientific journal and preprint platform were selected, and descriptive case study was used to summarize and sort out the characteristics of existing typical cooperation models, from which the collaborative development path of scientific journal and preprint platform was extracted. Findings The research found that there are three collaborative paths in the cooperation between scientific journal and preprint platform, which are resource collaboration driven by platform development, process collaboration driven by user demand, and goal collaboration driven by open science. Conclusions It is suggested that scientific journal and stakeholders of preprint should fully understand the benefits of collaborative development, continuously strengthen the awareness of collaborative development, formulate collaborative development policies as soon as possible, and jointly build a collaborative development ecology.

Abstract： Abstract: Objective This paper reviews the relevant progress of semantic novelty research at home and abroad, and summarizes the relevant technologies to provide reference for the subsequent research. Coverage Using retrieval methods such as Novelty of the literature , semantic novelty , literature novelty , semantic novelty and literature evaluation , after reading and sorting, this paper traced the source of representative relevant theoretical researches, and finally selected 70 literatures for review. Methods This paper summarizes the relevant researches on semantic novelty at home and abroad, and analyzes the development status and future trend of semantic novelty evaluation in scientific and technological literature by focusing on the definition of novelty, evaluation indexes of novelty and different evaluation methods. Results Semantic novelty evaluation has gradually attracted widespread attention from the academic community. There have been related studies on semantic content mining and evaluation, but no unified measurement index has yet been formed. Limitations The existing literature novelty is mostly evaluated from external features, while the number of literatures directly focusing on semantic novelty is small, which has limitations in supporting the review. Conclusions The evaluation of semantic novelty of scientific and technological literature is based on the novelty of content. Quantitative research has become the mainstream research method, but the calculation method of evaluation index needs to be clarified, and the development direction of novelty evaluation should be combined with qualitative and quantitative methods to achieve a scientific and reasonable comprehensive evaluation.

Abstract： Purposes This article conducts a survey on the overall development level of research institutions engaged in the field of academic journal publishing in China, reflecting the industry’s practice and understanding of academic journal publishing think tanks, revealing the development trend of academic journal publishing think tanks in China, with the aim of promoting research on academic journal publishing think tanks and consulting services for academic journal publishing think tanks, and providing reference for relevant policy formulation in the field of academic journal publishing. Methods We conducted a survey on institutions conducting research in the field of journal publishing,including academic journal editorial departments, academic journal associations, relevant departments of universities, research institutes related to academic journals and enterprises related to academic journals.We used statistical analysis and case analysis methods to analyze and explore the current development status and existing problems of academic journal publishing think tanks, and put forward strategies to enhance the influence of academic journal publishing think tanks. Findings Overall, the output of think tank research results in the field of journal publishing is low, and they are rarely adopted by decision-makers. The scale and size of practitioners are small, and the funding source for think tank research is single. The function of journal publishing think tanks has not been effectively utilized. However, there is still significant room for development in the construction of academic journal publishing think tanks in China. Conclusions It is suggested that relevant management departments strengthen guidance on the development of the journal think tank industry. Research institutions in the field of journal publishing should strengthen the transformation of achievements and expand funding sources, clarify the strategic positioning of think tank research, establish benchmark institutions, strengthen the cultivation of think tank research literacy among journal practitioners, use intelligent journal data platform tools to carry out think tank research, and strengthen communication and cooperation between different publishing think tanks.

Abstract： Objective This paper aims to improve the accuracy of automatic extraction of key technical words and corresponding function words from patent. Methods ChatGPT was used as the Teacher-model, and ChatGLM3 was used as the Student-model. Through knowledge distillation method, the training data generated by ChatGPT was used to fine-tune ChatGLM3, and multiple technical word extraction models and a function word extraction model were obtained. The technical words are extracted from the abstract, the first claim and the technical function paragraph, respectively, by using multiple technical word extraction models, and the function words are extracted from the technical function paragraph by using the function words extraction model. Results Compared with ChatGPT, the fine-tuned multiple technical word extraction models and function word extraction model show higher accuracy and lower recall rate, when extracting technical words and function words. The ChatGLM3 fine-tuning model of the first claim has the highest accuracy and F1 values of 0.734 and 0.724 respectively. Moreover, The accuracy of the function words extracted by the function word extraction model is 0.649, which is higher than the accuracy of the function words labeled by the commercial tool, which is is 0.53. Limitations The technical field and patent language of this research are single, the amount of patent verification data is small, and the data cleaning rules expect to be further optimized. Conclusions This research scheme improves the efficiency accuracy of automatic extraction of large language model through knowledge distillation operation. At the same time, this study can support the mining of cutting-edge innovative and hot technologies from patent texts, and support higher quality intelligent patent analysis.

Abstract： Abstract： Purposes This paper aims to discuss the strategy for the construction of video abstracts of domestic academic journals by investigating the target audience's recognition of video abstracts and their evaluation of the quality and dissemination effects of video abstracts. Methods Combining with the practice of "Chinese Polymer" video abstracts, a questionnaire survey on the media format, dissemination advantages, production intention, content elements and video evaluation, was conducted with researchers in the field of polymer as the research target, and the results were analyzed. Findings The target audiences have a high expectation on the communication effect of the video abstracts, but the advantages of the video abstracts of " Chinese Polymer" have not been maximized, and there is still a lot of room for improvement in terms of content and presentation. Conclusions It is suggested that journals should be strengthened from three aspects: producing video abstracts from audience needs, extending the content appropriately to increase academic content, and enriching the presentation of video abstracts to improve interest; increasing the frequency of promotion, broadening the breadth of publicity, and customizing the production of video abstracts for different platforms; making good use of artificial intelligence to improve the efficiency of video abstracts dissemination.

Abstract： The data-driven model of scientific research innovation promotes new demand for information services, leading to the need for technological information policies for development guidance. This article systematically reviews the key issues of eight science and technology information policies: copyright law and contracts, copyright and trade agreements, copyright exceptions and restrictions, orphan works, technical protection measures, replication rights organizations, public borrowing rights, database rights, knowledge sharing, and open access. The conclusion is that the above eight issues have extended more details of the implementation of new technology information policies. Abstract： This paper argues that open science practice should be carried out with the idea of Chinese path to modernization. The core connotation of Chinese path to modernization includes following the general law of modernization, conforming to the reality of the country, having its own characteristics, and the only correct path is the construction of a strong country and national rejuvenation. Open science is defined as an inclusive architecture aimed at enabling everyone to openly use, access, and reuse scientific knowledge in multiple languages, enhancing scientific cooperation and information sharing, and opening up the process of creating, evaluating, and disseminating scientific knowledge to social actors outside the traditional scientific community. Abstract： This study explores the production and management of public data resource catalogs, as well as the importance of data publication and dissemination.
