  • Research on the Development Status and Influence Enhancement Strategies of Academic Journal Publishing Think Tanks in China

    Abstract:   Purposes This article conducts a survey on the overall development level of research institutions engaged in the field of academic journal publishing in China, reflecting the industry’s practice and understanding of academic journal publishing think tanks, revealing the development trend of academic journal publishing think tanks in China, with the aim of promoting research on academic journal publishing think tanks and consulting services for academic journal publishing think tanks, and providing reference for relevant policy formulation in the field of academic journal publishing. Methods We conducted a survey on institutions conducting research in the field of journal publishing,including academic journal editorial departments, academic journal associations, relevant departments of universities, research institutes related to academic journals and enterprises related to academic journals.We used statistical analysis and case analysis methods to analyze and explore the current development status and existing problems of academic journal publishing think tanks, and put forward strategies to enhance the influence of academic journal publishing think tanks. Findings Overall, the output of think tank research results in the field of journal publishing is low, and they are rarely adopted by decision-makers. The scale and size of practitioners are small, and the funding source for think tank research is single. The function of journal publishing think tanks has not been effectively utilized. However, there is still significant room for development in the construction of academic journal publishing think tanks in China. Conclusions It is suggested that relevant management departments strengthen guidance on the development of the journal think tank industry. Research institutions in the field of journal publishing should strengthen the transformation of achievements and expand funding sources, clarify the strategic positioning of think tank research, establish benchmark institutions, strengthen the cultivation of think tank research literacy among journal practitioners, use intelligent journal data platform tools to carry out think tank research, and strengthen communication and cooperation between different publishing think tanks.
     

  • Comparative Study on ChatGPT Generation and Scholars Writing of Literature Abstracts: Taking the Field of Information Resource Management as an Example

    Abstract: Purpose/Significance Explore the similarities and differences between ChatGPT generation and Chinese paper abstracts written by scholars, and analyze the differences in content characteristics between the two, providing reference for AI generated academic paper detection and related research.  Method/Process Firstly, taking the field of information resource management as an example, we extracted 500 highly cited papers from library science, information science, and archival science in the past three years. Based on the obtained paper titles, we used the Prompt method to apply the ChatGPT tool to generate corresponding abstract texts and construct a dataset; Secondly, 9 machine learning and deep learning algorithms were used to classify and detect abstract texts generated by ChatGPT and written by scholars; Finally, analyze the similarities and differences between the two from multiple perspectives, including text features, topic models, and ROUGE evaluation, in order to reveal the similarities and differences between the two. Result/Conclusion Mainstream machine learning and deep learning algorithms trained on datasets can effectively distinguish whether abstracts are generated by AI or written by scholars, with BERT and ERNIE performing the best, while RF and Xgboost perform the best among machine learning algorithms. The number of abstract characters and sentences generated by ChatGPT is higher than that written by scholars, and the keywords are mostly template based transitional words; The themes of the two texts are mostly the same, but there are differences in themes such as "disciplinary system" and "digital humanities"; The quantitative analysis of ROUGE and cosine similarity indicates that the abstracts generated by ChatGPT have a significant "resemblance" rather than a "resemblance" to the abstract texts written by scholars.
     

  • Research on Subject Scientific Data Management Services of Special Libraries Based on Supply and Demand Matching

    Abstract: [Purpose/Significance] This paper researched the subject scientific data management services of special libraries, analyzed the demand side and supply side of scientific data management services, and explored the subject service system and service model of special libraries for scientific data management. [Method/Process] This paper researched the demand environment and demand subjects of scientific data management services, as well as the trend and service contents of subject scientific data management services in special libraries. Then, based on the scientific data lifecycle, this paper constructed a supply and demand matching "butterfly" system for scientific data management services, and finally proposed a "target-centric" subject scientific data management service model of special libraries. [Result/Conclusion] The paper constructed a subject scientific data management service system from the perspective of supply and demand matching, and introducted the " target-centric " theory to explore the scientific data management service model, aiming to strengthen the collaboration between the demand sides and supply sides of scientific data management, and enhance the service capacity and effectiveness of subject scientific data management services in special libraries.

  • Enlightenment from Studies on Carbon Neutral Strategies of UK

    Abstract: The UK is a proponent and pioneer of carbon neutral strategic actions. In-depth analysis and comparison of the characteristics of the carbon neutral policy system between China and the UK will be of reference value for China to promote the deployment of carbon neutral actions. Based on content analysis and grounded theory method, the “3MS” analysis framework of macro-strategy, medium skeleton and micro#2;structure are designed and put forward, and the overall text and logical characteristics of its policy are summarized. Research shows that at the overall level, the UK has basically formed the policy system of “1+1+N+X” for carbon neutrality strategy, and established a strategic promotion system of “consultation, decision making, implementation and evaluation”, with an organizational structure of central coordination, institutional promotion, think tank support and private collaboration. In addition, it has well-coordinated policy networks such as legislative constraints, overall deployment, clear mission, detailed response, mutual support, and technological guidance. In contrast, China’s legislative guarantee, promotion system and think tank support are insufficient. It is suggested that the five dimensions of legal guarantee, system and mechanism, implementation path, scientific and technological innovation, and think tank support should be taken into consideration. The improvement of China's carbon peak and carbon neutral strategic policy system should be undertaken from the perspectives of different emission reduction departments, different industrial technologies, as well as government, industry, enterprise, society and other levels.

  • Analysis of Global Energy Technology Development and Its Strategic Implication

    Abstract: Currently, the global energy system is shifting from the absolute dominance of fossil energy to the transition of lowcarbon and multi-energy. The global energy production and consumption revolution is constantly deepening, and emerging industries and new formats continue to grow and develop. In the process of energy transformation, major developed countries take science and technology innovation as the forerunner and take system reform as the starting point. They are committed to solving major strategic problems, such as green energy and low carbon transition, multi-energy complementary coupling utilization, deep electrification, and smart energy network construction. Based on these, they can build a clean, low-carbon, safe and efficient modern energy system, and strive for the competitive strengths of energy science and technology revolution and industrial transformation. At the same time, energy technology innovation is in a highly active period, and emerging energy technologies are accelerating at an unprecedented rate, with a number of disruptive technologies spawning. This study systematically sorts out the major strategic plannings for energy science and technology developed by major developed countries and regions, as well as analyzes the progresses and important achievements of energy technology, which can help to accurately grasp the evolving technology directions. Finally, it proposes several constructive recommendations for the development of energy science and technology in China.

  • Analysis on Transformation and Characteristics of American Hydrogen Energy Strategy under Carbon Neutralization Goal

    Abstract: As an important means to achieve the goal of carbon neutralization, hydrogen energy has attracted global attention. As the United States has more than 30 years of practical experience in hydrogen energy R&D and application, this study conducts a detailed investigation on the hydrogen energy development plan and strategy formulated by the U.S. government, analyzes the U.S. hydrogen energy strategy and development objectives, direction and achievements since 1990, and focuses on the latest U.S. hydrogen energy development strategy in 2020 and the hydrogen energy breakthrough plan in 2021. It is concluded that the current US government has moved from initially establishing hydrogen energy technology reserves and promoting the application of hydrogen fuel cells in the transportation industry to accelerating the R&D and commercialization of the low-cost whole chain of hydrogen energy, especially green hydrogen technology under the goal of carbon neutralization, with diversified goals such as realizing the goal of carbon neutralization, establishing and developing hydrogen economy, and occupying a leading position in the global hydrogen energy technology and market. At the same time, the United States has relatively mature R&D and demonstration experience in electrolytic water technology. In the future, it will develop in the direction of megawatt scale and clean hydrogen production from renewable energy such as solar energy and nuclear energy.     Abstract: The new coronavirus pandemic not only brings a great test to the global health security system, but also brings new challenges to the global governance structure and pattern. At the same time, it also exposes the deficiencies in the strengthening of public health emergency system and biosafety system in China. Biosafety is an important part of national security and has become the new frontier of national security. Among them, high-level biological laboratories are the core platform to carry out scientific research on biosafety and reflect national security capability. Therefore, China needs to further implement the construction system planning of high-level biosafety laboratories, form a national system of high-level biosafety laboratories with reasonable layout, clear positioning, full functions, division and cooperation and network operation, and build a national biosafety cooperation center integrating clinical, production and scientific research activities, and finally improve the national security capacity.

  • Research on Big Data Ecosystem and System Construction of Industrial Think Tank

    Abstract: Purpose/significance Big data has brought opportunities for the development of industrial think tank. This study combines ecological theory to further deepen and enrich the theoretical system of big data construction of industrial think tank, providing new ideas for improving the innovation and forward-looking of industrial think tank research. Method/process On the basis of clarifying the concept of the big data ecosystem of the industrial think tank, the big data ecosystem of the industrial think tank is constructed from the five aspects of data subject, information resource, expert wisdom, tool methods and knowledge services. The big data system construction of industrial think tank combines the data life cycle management system and system service function design. Finally, according to the case analysis of CCG, the development path of big data construction of industrial think tank in China is proposed. Results/conclusion The construction of the big data ecosystem of industrial think tank is a key link in the construction of industrial think tank, which must adapt to the development environment of big data and artificial intelligence, integrate multi-source data resources and cross-field expert wisdom, innovate methodologies and technology tools that match the modern development requirements, carry out data life cycle management and data mining analysis, and provide basic and shared decision-making consulting services for China’s industrial development. 

  • Investigation and enlightenment on academic quality control methods of international preprint platforms with the participation of volunteers -- taking arXiv and RePEc platforms as examples

    Abstract: [Purposes] To explore the role and function of volunteers in the academic quality control of preprint platforms, and to provide a reference for the construction of preprint platforms in China. [Methods] Using a web-based survey and case study method, we investigated and summarized the current situation of volunteer mechanism development in more than ten internationally renowned preprint platforms. Based on the research results, the most representative arXiv and RePEc were selected as research objects, and the impact of the infrastructure and organizational functions of the volunteer mechanism on the academic quality control of preprint platforms was analyzed in depth. [Findings] The maturity of the volunteer mechanism of the international preprint platform varies greatly; The current volunteer mechanism of arXiv and RePEc has the structure of volunteer work mechanism with clear rights and responsibilities, and the diversified academic quality control function of volunteers' deep participation, but the types of roles played by volunteers on the two platforms are different. [Conclusions] Volunteers are an important part of the quality control system of preprint platforms. China's preprint platform should widely recruit volunteers, gradually establish and improve the volunteer mechanism; optimize the volunteer mechanism structure and clarify the volunteer work functions; draw on international experience to enrich the academic quality control functions under the participation of volunteers.

  • Analysis on Hot Spots and Evolution Trend of Scientific Data Policy Research

    Abstract:

    At present, scientific data management is being highly concerned and closely studied by scientific research institutions all over the world. Comparing and analyzing the similarities and differences between international and domestic scientific data policy research is conducive to the development of this field. This paper selects the papers related to scientific data policy as the research object, uses the methods of literature metrology and content analysis to analyze the development characteristics and evolution trend of international and domestic research in this field, and reveals the research hot spots. The results show that both international and domestic scientific data policy research are in the stage of exploration and development, and the amount of research literature fluctuates and increases. The research direction is dominated by information science and library science, and some research belongs to interdisciplinary achievements. International research pays more attention to scientific research data sharing, while domestic research focuses on scientific data policy, data management and the research relationship between scientific research data.

  • Analysis of patents on wearable blood pressure measurement

    Abstract: Objective Wearable blood pressure measurement technology is of significant vale in preventing and diagnosing of hypertension. Patent analysis on this area is of significant vale for patent layout. Methods Global patents on wearable blood pressure measurement are analyzed with patent analysis tools, such as Thomson data analyzer (TDA).Methods such as statistics approach, clustering method, citation analysis, similarity matrix are used to reveal the overall development of wearable blood pressure measurement technology in the world. Result Cuffless blood pressure measurement is found to be an important technical branch of wearable blood pressure measurement through statistical analysis and similarity matrix. The core patent in this area is owned by American companies such as Sotera. The research and technology transformation in China is inadequate in this area. Some advices were proposed on research and development in this areas.

  • Analysis on Preprint Policy of International Academic Publishers

    Abstract: The preprint policy of international academic publishers has an important influence on the preprint development. This paper classifies the preprint policy of academic publishers as submission policy and self-archive policy, and summarizes five models of pre-printed policy .With the web of science as the data source, a typical analysis of the journals/publishersthat has the most papers from China is made.It is found that most of the international academic publishers have adopted positive pre-printing policies, and present certain characteristics.Finally, according to the analysis results of preprint policy, corresponding suggestions are put forward from the perspectives of scientific research authors, periodicals and Chinaxiv.
