Abstract： [Purpose/significance] This paper summarizes and analyzes the meaning, type, responsibility and ability quality requirements of foreign personal data protection officers in theory, and provides academic analysis and suggestions for the application of China's practical field. [Method/process] The origin and meaning of personal data protection officers are examined through literature backtracking. Based on the KSAO model and the ability model of Yang and Chapman, this paper sums up the responsibility system and ability quality requirements of foreign personal data protection officers from the perspective of risk management, referring to the recruitment bulletins of the personal data protection officer in the Linkedin and the related professional specifications of US O*NET system. [Result/conclusion] At present, there are various types of personal data protection officers abroad, including business type and consultant type. From the perspective of risk management, the personal data protection officer takes on the important responsibilities of the privacy legal risk management and control. In order to complete these responsibilities, the personal data protection officer needs relevant privacy legal knowledge, information analysis knowledge and so on, needs the abilities of being sensitivity to problem, solving problem and good communication, and needs to be able to pay attention to details and adapt to the complex and rapid working.

Abstract： Purpose/significance Constructing the evaluation index system of digital scholarship service capability maturity in university libraries can provide a judgment basis for university libraries to evaluate their digital scholarship service capabilities, and then promote the improvement and perfection of digital scholarship service capabilities. Method/process Referring to the basic principle of capability maturity model, this paper establishes the digital scholarship service capability maturity model in university libraries;By sorting out and analyzing the existing policies, literatures and cases, the evaluation index system is preliminarily drawn up;Use Delphi method and analytic hierarchy process to determine the importance and weight of indicators. Result/conclusion Finally, this paper constructs the “evaluation index system of digital scholarship service capability maturity in university libraries”, which includes 7 first-level indicators and 19 second-level indicators, and provides a reliable evaluation tool for the targeted development and improvement of digital scholarship service capability in university libraries.

Abstract： [Purpose/significance] This paper analyzes the existing research on privacy literacy at home and abroad, summarizes the theoretical suggestions given by the academic community, analyzes the gaps and deficiencies in the research, and provides reference for the follow-up research on privacy literacy.[Method/process] This paper summed up the main topics that are concerned by the academic community and have certain research results at present:the meaning of privacy literacy, the measurement of privacy literacy, the influencing factors of privacy literacy, the current situation of people's privacy literacy and the responses. This paper analyzed the research status at home and abroad from these 4 aspects.[Result/conclusion] At present, the research on privacy literacy has made some progress at home and abroad, but it is just in its start-up step. Many different views and suggestions need scholars to reach a consensus, and the research scenarios and contents need to be continuously expanded, and the study of privacy literacy education should be further strengthened.

Abstract： [Purpose/significance] This article summarizes the theoretical research and innovative practice of Mr. Meng Liansheng in the field of digital libraries in order to promote the current construction and development of digital libraries in China. [Method/process] Using research methods such as internet survey, literature collection and characters interview, this article analyzed Mr. Meng Liansheng’s positive contributions to the theoretical research of digital libraries, construction and application of digital resources, digital library technologies, digital reference service, and long-term preservation of digital resources. Its innovations in projects such as National Science and Technology Library (NSTL), Chinese Science Digital Library (CSDL), the construction of digital library standards, and Scientific & Technological Knowledge Organization Systems (STKOS) for foreign scientific and technological literature information practice, had also been explored. [Result/conclusion] To re-analyze and study the research results of Mr. Meng Liansheng about digital libraries in the context of today’s smart technology and open science environment will help us clarify the original intention, development context and direction of digital library construction, capture the upcoming changes, and better promote the development of digital libraries.
