Abstract: [Purpose/significance] Taking the whole life cycle of scientific research project as the main line, this paper explores the RDM system and provides reference for the implementation of RDM in China. [Method/process] Based on the life cycle of scientific research projects and guided by the participants of scientific research projects, the organization system and implementation system of RDM were constructed. The responsibilities of the participants of scientific research projects, the state, R&D funding institutions, R&D institutions and researchers, and the RDM tasks of each participant in each stage of the life cycle of scientific research projects were defined. [Result/conclusion] RDM should be based on the whole process of scientific research projects, and establish a management mode based on the whole life cycle of scientific research projects, which is led by RDM funding institutions.

Abstract: [Purpose/significance] The evidence-based acquisition mode is user-oriented and based on the data and the professional analysis of the library, so as to realize the optimal choice of resources, and can better promote the development of library collections. Therefore, it is of great reference and guiding significance to understand and study the practice experience of evidence-based acquisition mode.[Method/process] This paper introduces the use of evidence-based acquisition model by two library alliances in the United States to purchase electronic books and video resources on the group level, including operational methods, process and results, and also analyzes the common problems of the project.[Result/conclusion] Library evidence-based acquisition program need to make data ready for work, have the appropriate propaganda promotion, choose a suitable resource supplier, come up with accurate usage statistics requirements, and combine multiple evidences to make decisions. It also puts forward the development idea of EBA model in Chinese library.

Abstract: [Purpose/significance] By systematically analyzing the contents, characteristics and application of Transfer Code of Practice, this study intends to provide the foundation for the management of periodical publications in China, and give guidance to the creation of the Chinese version of standards and regulations for digital publishing.[Method/process] This study gives a detailed accounts of Transfer Code of Practice in terms of three aspects, namely main contents and goals, transfer examples, and characteristics and functions.[Result/conclusion] This study recommends related institutions and agencies to form a working group to conduct a collaborative research on the development of digital periodicals in China. Particular attention should be paid to preventing unequal treatment of any relevant parties. Issues associated with periodical subscribers and users should be solved during the transfer process.

Abstract: [Purpose/significance] This paper observes and summarizes the innovative practice of editorial peer review as applied abroad, in order to create a guide for domestic academic publishing. [Method/process] Specifically, we reviewed the foreign innovative practices of editorial peer review, analyzed their advantages and challenges, and summarized the overall trends. [Result/conclusion] Preprint archive and post-publication peer review indicates the need for a faster peer review process, while nonselective peer review processes and registered reports suggests that peer review objectivity needs to be improved. Furthermore, open and collaborative peer review reflects the expectation of greater fairness in the peer review process. Therefore, we have concluded that, although these innovative practices have advantages and challenges, there is a clear tendency to accelerate academic communication, broaden the publication scope, reduce the evaluation of articles based on periodicals, promote the democratization of science, and verify the contributions of referees.
