  • Modernization of science and technology from perspective of Chinese path: Implications of the era, characteristics, and reflections

    Abstract: The modernization of science and technology is the key to Chinese path to modernization and plays a fundamental and strategic supporting role in building a powerful socialist modernization country. This study reviews various stages of development including sprouting and exploration, recovery and acceleration, catching up and leading, summarizes the characteristics and experience, and discusses the improvement in terms of level, concept, culture, topic selection, organization, system, governance, team, and guarantee, and then, proposes the concept of “Chinese Path to S&T Modernization”.

  • 颠覆性技术驱动的未来产业培育模式与路径研究――美国布局下一代集成电路产业的启示

    Abstract: Disruptive technologies have key impact on the path, direction, and international competition pattern of future industrial development, so the forward-looking layout of future industries driven by disruptive technologies is an inevitable choice for China to seize the commanding heights of science and technology and accelerate the construction of a new development pattern. Based on the in-depth analysis of the whole process and whole chain of the United States’ Electronics Resurgence Initiative layout of disruptive technologies and the technology identification mechanism, organization management mechanism, evaluation mechanism, and demonstration application mechanism of cultivating future industries, this study extracts the scientific connotation and key elements of disruptive technologies and future industries, and constructs the research framework of “disruptive technology-driven future industry cultivation model” from the links of “disruptive technology supply-technology industry transformation-technology industry application”. Relevant research findings have key reference significance for China’s cultivation of future industries driven by disruptive technologies. This study proposes that China should establish a long-term and dynamic disruptive technology identification and support mechanism for future industries, further strengthen the marketoriented and multi participation management model and policy design, establish a dynamic comparison and competitive exit mechanism of disruptive technologies with multiple technical routes in parallel, tolerate failures caused by objective factors such as technology research and development and technical routes, form an assessment and evaluation mechanism differentiated from the key core technology research, improve the demonstration and application of disruptive technologies for future industrial application scenarios, and promote pilot demonstrations and application scenarios such as future industry pilot demonstration zones.

  • Analysis on Bottleneck and Prospect of Integrated Circuit Talent Training Oriented to Sci-tech Self-reliance and Self-strengthening at Higher Levels

    Abstract: The most essential feature of building a new development paradigm is to achieve sci-tech self-reliance and self-strengthening at higher levels. The integrated circuit industry, as an important pillar to achieve this essential feature, is facing a severe external situation. China’s chip shortage pain begins with a shortage of talents. The structural problem of uneven development at the overall level of the industry makes it more difficult to effectively gather and distribute talents. To achieve sci-tech self-reliance and self-strengthening at higher levels, we need to be both demand-oriented and problem-oriented, which means not only to pay attention to the core technology innovation of integrated circuits, but also to develop the talent supply system. This study systematically analyzes the pain points of the talent training and development system of China’s integrated circuit industry from the perspectives of talent training stage, circulation stage and structural problems, and proposes a theoretical model of forming a new integrated circuit talent training system that is hierarchical, multi echelon and horizontally and vertically coordinating “demand, supply and circulation” links. It aims to provide decision-making reference for building a hierarchical, multi echelon, practical and compound training system of integrated circuit talents in order to achieve sci-tech self-reliance and self-strengthening at higher levels.

  • How National Research Institutes Pilot System for Core Technology Breakthrough: International Experience and Implications

    Abstract: National/Public Research Institutes as the national strategic scientific and technological force, play an extremely important role in solving major problems concerning the overall situation and long-term development of the country. Recently, China faces various challenges along with its ambition to achieve a significant breakthrough in core and key technologies. To better exert the important role of national research institutes such as Chinese Academy of Sciences, to address these challenges, in this study, the worldrenowned European public research institution, the Interuniversity Microelectronics Centre (IMEC), was chosen to further investigate and summarize its successful experience and implications in strategic positioning, top-level design and institutional arrangements in the core technologies breakthrough. This study further elaborates how national research institutes contribute to and promote the efficiency of the breakthrough of core technologies by pushing on the institutional design and organizational mechanism innovation, by distinctly clarifying the strategic positioning as the core platform and the strategic tasks in the key general technologies’ breakthrough. Meanwhile, it is also vital for national research institutes to construct modern and scientific management mechanism of relevant intellectual property achievements and promote the development of collaborative innovation based on deep trust.

  • Forging Pillars of Scientific and Technological Power: Mechanism Exploration and System Construction for Breakthrough of Core and Key Technologies

    Abstract: Core and key technologies are of great strategic importance to China’s economic and social development and the national security. Breaking through and mastering those technologies which are in the “cut-throat competition” position is of symbolic significance for achieving the goal of becoming a global scientific and technological power. It entails a holistic framework of the frontier layout with strategic plans according to the national strategic demands. According to identified characteristics of core and key technologies, this study systematically reflects on the challenges and bottlenecks faced by the core and key technological breakthroughs. This study also considers how to build innovation system with dynamic and effective mechanisms and paths based on perspectives of organizational models, personnel training mechanism, new evaluation, and incentive mechanism.

  • Research on Legal Governance System of American Basic Research

    Abstract: The study of the legal governance system of American basic research focuses on two dimensions, (1) The composition of American basic research system and the related legal basis. The American basic research system is a highly complex and dynamic system, including the US Science Foundation, which is dedicated to the free exploration of basic research, and the “mission-oriented basic research” agencies such as the National Institutes of Health, the US Energy Agency, and the National Aeronautics and Space Administration, which focuses on national security and social development needs. (2) The legal and regulatory framework for the implementation of different types of basic research differs. There are different legal rules governing the source of funding, the form of funding agreements, the composition of funding, and the administration of free exploratory basic research and task-oriented basic research projects.

  • Focus on Key Technology Breakthroughs, and Strengthen National Scientific and Technological Innovation Systematization Capability

    Abstract: Facing the dynamic international situation and challenges in public emergency, many strategic high-tech fields in China are in desperate need of filling shortcomings, strengthening the weaknesses, and blocking the loopholes. Realizing the complexity of the key scientific issues in the long-term “cut-throat competition” situation, a deeper understanding of the strategic inevitability of improving the systemization of scientific and technological innovation is in a tremendous need. Systematization of scientific and technological innovations presents requirements for outstanding integrity, structure, and organic relevance, which requires continuous advancement and interaction of technology systemization and organization systemization. When focusing on key technologies weaknesses, the technological institutionalization capability should be improved by constructing a systematic and scientific strategy which combines the method of building up longboards and overcoming the shortcomings. Furthermore, the organizational systematic ability should also be strengthened by reinforcing the comprehensive connection between knowledge breakthroughs and business concern. Meanwhile, a complete set of supporting and service system will significantly enhance the efficiency, vitality and resilience of the scientific and technological innovation system. Building a new national system of scientific and technological innovation systems of key technologies with Chinese characteristics will fundamentally strengthen the systematic strategic planning, implement the advantages of the high-tech system, and effectively fill the shortcomings, and strengthen the weaknesses.

  • Major Original Innovation Based on Interdisciplinary Research: International Insights from Breakthrough of New Generation of Lithography System

    Abstract: Major original innovation needs to rely on interdisciplinary and deep pioneering research to expand the boundaries of human knowledge. National Research Institutes, as an important national strategic scientific and technological force, bear responsibility and national mission in accelerating the creation of original innovation source, accelerating the breakthrough of key core technologies, and striving to seize the commanding heights of science and technology.In this study, through in-depth analysis of the forwardlooking strategic positioning, clear top-level design, and efficient research mechanism and organization mode in the New Generation Lithography system breakthrough project, which was organized by the National Laboratory of the United States in the 1990s, we further provide insights for the national strategic scientific and technological force to efficiently promote the major original innovation in China, and to facilitate the major original innovation integration breakthrough of new scientific discovery, new technological trajectory and new industrial direction at the strategic frontier.

  • 丝胶蛋白通过自噬通路调控人胃癌MKN45细胞的增殖

    Abstract: Objective To investigate the effect of sericin on the proliferation of human gastric cancer MKN45 cells and explore the underlying molecular mechanism. Methods MKN45 cells were transfected by LC3 double fluorescent autophagic virus, and the positive cells screened by puromycin were divided into blank group, sericin group and sericin + 3-MA group. After incubation with sericin for 48 h, the cells were examined for proliferation, apoptosis and cell cycle using CCK-8 assay and flow cytometry. Cell autophagy was detected by transmission electron microscopy (TEM) and fluorescent inverted microscope, and the autophagy-related markers including LC3, p62 and Beclin proteins were detected with Western blotting. Nude mice bearing gastric cancer xenograft were treated with normal saline or sericin injections (n=5) and the changes in the tumor volume and weight were measured. Results Compared with the blank group, MKN45 cells with sericin treatment showed significantly inhibited proliferation both in vitro and in nude mice. Autophagosomes were observed in sericin-treated cells under TEM and fluorescent inverted microscope. Sericin treatment of the cells significantly increased the cell apoptosis (P<0.01), caused obvious cell cycle arrest in G2/M phase (P<0.01), up-regulated the expressions of both LC3-2 and Beclin, and down-regulated the expression of p62. The autophagy inhibitor 3-MA obviously antagonized the effects of sericin on cell apoptosis, cell cycle and autophagic protein expressions. Conclusion Sericin can inhibit the proliferation of human gastric cancer MKN45 cells by regulating cell autophagy to serve as potential anti-tumor agent.
