Abstract: The open sharing of large-scale scientific facilities plays a pivotal role in the ecosystem of open science. This is of great significance for promoting the development of science and technology, enhancing innovation cooperation, and boosting the overall competitive strength of nations. Starting from two dimensions of resource scarcity and sustainability, this study systematically sorts out four open sharing modes of large-scale scientific facilities: the public and inclusive sharing mode, the market response sharing mode, the intensive guarantee sharing mode, and the Strategic Cooperation Sharing Mode. Through the comparison analysis of four foreign large-scale scientific facilities, the study further elaborates the basic characteristics and applicable conditions of different open sharing modes. Finally, based on the in-depth analysis of the above modes, the implications for promoting the open sharing of large-scale scientific facilities in China are discussed.

Abstract: Using the competitive advantages of major scientific plans and strategic innovation platforms to attract, recruit and motivate a large number of high-level scientific and technological talents is the basic experience of the world talent center and innovation highland construction. The research takes the national scientific research institutions of the United States, Germany, France, and Japan as examples, and focuses on analyzing their role in the accumulation, circulation, and motivation of global talents. The research suggests that China’s national scientific research institutions should increase the ability to attract and gather international talents, optimize the talent structure that balances stability and mobility, and improve the salary structure of science and technology innovation (STI) talents.

Abstract: At present, the revitalization of Northeast China needs to shift from factor-driven to innovation-driven, yet a large number of scientific and technological achievements have not been transformed locally. Taking the Chinese Academy of Sciences as an example, this paper analyzes the factors affecting the transformation of scientific and technological achievements in Northeast China on the basis of summarizing the transformation system and effectiveness. It is found that although factors such as lack of innovation resources, weak intermediaries, and weak knowledge absorptive capacity of enterprises have affected the transformation of scientific and technological achievements in the short term, the long wave of global economic development has also created new space. Based on the above analysis, this paper puts forward relevant suggestions.

Abstract: Under the new situation, it is an important task and strategic measure to promote the global governance of intellectual property in China. In recent years, the trend of global intellectual property governance structure has undergone profound changes, especially the tremendous adjustment and innovation of international intellectual property rules and systems. On the other hand, the United States takes intellectual property issues as an excuse to create Sino-US trade frictions and undermine the international economic and trade order and governance system. All these things pose a severe challenge to the global governance environment of intellectual property rights in China. At present, China is at a disadvantage situation in the game of global intellectual property rights rules, the role of intellectual property rights in emerging fields to support global competition is limited, and the international environment of intellectual property rights faced by enterprises is becoming increasingly severe. What’s more, the government’s overseas intellectual property service capacity still needs to be improved. In order to raise the level of global intellectual property governance in China, it is necessary to lead the establishment of regional intellectual property cooperation organizations, strengthen intellectual property protection and cooperation in emerging fields, actively integrate into the global intellectual property governance system, and enhance the public service capacity of government overseas intellectual property rights.

Abstract: Although public research institutes are very important for the national innovation development, the theoretical and empirical research on the institutions has been neglected for a long time. Today, under the background that the United States, Germany, and other countries rethinking the development orientation and mode of their national laboratories while the Chinese starting the construction of national laboratories, it is particularly urgent to carry out relevant theoretical research. Based on the understanding of the evolution of national scientific research institutions’ mission, it is worth of trying to construct the classification model of national scientific research institutions by using institutional logic theory, providing decision-making reference for advancing classified management of national research institutions.

Abstract: Institutionalizing evidence-based policy making on ominous events is a significant part of the China’s modernization of state governance system and capacity. Yet the relationship between science and policy in China is now facing more serious challenges in the context of social transformation confronting contemporary complexity and uncertainty. Coronavirus pandemic signs a series of difficulties on evidence-based policy through the hot discussion on the interaction of science and policy in China, which was also revealed by the “herd immunity” policy in the UK. Based on the historical frameworks of decisionist, technocratic and reversed (or the two-stages) models, which are applied to analyze the role of science in public policy, this study suggests that a new integrated and coordinated model should be built while reconsidering the role of science and avoiding the difficulties of science into policy. The basic components and the challenges of the new model to lead to a state governance system are also illustrated and analyzed.
