Abstract： The scientific connotation, strategic considerations and practical ways of new quality productive forces have received wide attention from the political, academic and industrial circles. Cultivating and developing new quality productive forces means fundamentally changing the mode of production. It is necessary to grasp the practical direction of new quality productive forces from their scientific connotation and internal logic, and explore the scientific way of cultivating and developing the new quality productive forces from China’s national conditions. As an important engine of economic development in the new era, its connotation characteristics, development path, opportunities and challenges are worthy of further discussion. For this reason, seven experts were invited to share their perspectives. 1) The deep logic and realization path of the construction of new quality productive forces and high-quality data resources. This paper discusses in depth the background and connotation characteristics of the high-quality data resources, and analyzes the internal logic of the mutual promotion between high-quality data resources and the development of new quality productivity. It is proposed that the construction of high-quality data resources must implement the concepts of innovation, coordination, openness, credibility and sustainability, and follow the construction strategies of concept innovation, model innovation, structural innovation and technological innovation. 2) The theoretical logic and practical path of data elements empowering new quality productive forces. In the new era of green and intelligent development, there is a profound dialectical relationship between data elements and new quality productive forces, and a new situation of economic and social development is accelerated in the spiral ascent of complementarity. We should comprehensively build a data space governance model with clear data ownership, smooth data path, guaranteed data quality and orderly and standardized algorithm computing power, expand new quality production capacity and production factors with the goal of human-machine cooperation and promote sustainable economic and social development. 3) Accelerating the promotion of data rights. Data can act on new quality productive forces from the technical, factor and industrial dimensions, and accelerate the formation of new quality productive forces. The multiplier effect of data elements on new quality productive forces will involve many dimensions, levels and stages, the most important and fundamental of which is how to determine the ownership of data. The measures for speeding up the promotion of new quality productive forces are discussed, such as constructing the theory of property rights in accordance with the characteristics of data and the law of development of new quality productive forces, speeding up the clarification of the types and scope of data confirmation, and improving the supporting system of data confirmation. 4) Promoting China’s modernization path with Chinese-style digitization. Accelerating the promotion of Chinese-style digitization is not only the only way to realize Chinese-style modernization, but also the core to fully release new quality productive forces and build China’s asymmetric competitive advantage under the new situation. It is suggested that in the process of digitalization and informatization in China, the information resource management industry plays a vital role and bears the important responsibility of digital transformation. 5) Interpreting the mission of public libraries from the perspective of new quality productive forces. Since its establishment, public libraries have been based on the concept of enlightenment. Faced with the profound digital transformation of society, today’s public libraries need to further develop the potential of empowering the people in the field of digital economy and make them play an active role in the development of new quality productive forces. Public libraries need to further develop their potential to empower people in the field of digital economy, so that they can play an active role in the development of new quality productive forces. They should actively participate in data commercialization, promote the effective use of data elements and the efficiency of resource allocation, and enable more people to obtain and use data elements equally through open access and digital services. 6) The intelligent transformation of university libraries from the perspective of new quality productive forces. In the process of developing new quality productive forces, we should fully understand the profound meaning of new productive forces, based on the core tasks of providing a strong guarantee for the development of new quality productive forces in higher education, grasp the development opportunities, and realize the high-quality development of the industry. This paper explains the understanding of university libraries on the three key words of new quality productive forces, and proposes that the re-understanding and realization of library intelligence is an important starting point for the development of new productive forces. 7) To support information resource management discipline to accelerate the development of new quality productive forces. From the perspective of information resource management discipline, this paper analyzes several aspects of doing something under the rise of new quality productivity concept, including theoretical system, information resource guarantee, information analysis and consultation, scenario building, knowledge popularization and civic literacy cultivation. The content of academic evaluation, information policy, intellectual property rights, digital consumption behavior and other directions related to new quality productivity are also important directions that the discipline needs to pay attention to.

Abstract： Purpose/Significance With the continuous progress of science and technology, library construction must cope with the future changes in information management and knowledge dissemination. As a genre of revelation and contemplation of the future, the library imagery of science fiction is an important reference for the future development of libraries in reality. The thesis aims to explore the revelation of library writing in recent years' science fiction for future library construction. Method/Processes Relying on science fiction databases such as "CSFDB"(Chinese Science Fiction Database) and "Jiu Long Project", we have searched for science fiction with related themes or plots, and analyze the library settings in them to find potential strategies for future library construction by analyzing the new technologies, social services, public space environment, and civilization or cultural values. By analyzing the library settings, we can find out the potential strategies applicable to the construction of libraries in the future. Result/Conclusion The study concluded that the library writing in recent years' science fiction mainly focused on technological revolution and media innovation, public space and social service, information integration and knowledge dissemination, cultural heritage and civilization preservation, etc. The future library construction should creatively transform those experiences and focus on the related fields, so as to let the future libraries play a more active role in the modern society, and to make them the temples of knowledge and the cradles of innovation.

Abstract： [Purpose/significance] In view of the gap between resource demand and resource acquisition in library service, a flat structure of resource construction model is constructed to help users eliminate the obstacles encountered in the process of using library resources and improve the efficiency of library resource construction.[Method/process] Drawing lessons from B2C business model, this paper probes into the flat design idea of library resource construction. Taking the library resource construction of Chongqing University as an example, it formulates the system of resource construction model and carries out the practical operation of B2C resource construction model.[Result/conclusion] The use of B2C resource construction mode in libraries has significantly improved the collection quality, the efficiency of resource procurement and the satisfaction of resource procurement. There is no intermediate link between library resource demand and user acquisition under B2C resource construction mode. Resource "selection" and "acquisition" are separated. The greatest advantages of both the demander and the purchasing executor are brought into play in resource construction. The paper resources and digital resources purchased by the library are the real needs of users and the resources purchased are purchased. With pertinence, the structure and content of resource construction can be guaranteed optimally.

Abstract： [Purpose/significance] University library is one of the important strength for knowledge discovery and scientific and technological innovation and an important base of cultivating high-quality innovative talents. The development of embedded information literacy education in university library is the basic need of personnel training and also the basic requirement of national development strategy.[Method/process] By analyzing the current situation of embedded information literacy education in university libraries, taking the practice case of the CQU Library as the starting point, it studies education subjects, education platform and education objects of information literacy, trying to establish a multi-level, multi-angle, multi-channel and three-dimensional embedded information literacy education model.[Result/conclusion] The university library should construct professional education team, student service team and school-society coordinated education team, and establish embedded teaching platform that combines both online and offline collaborative promotion and teaching, learning and research. At the same time, according to different teaching object, establishing the long term embedded academic career education mechanism and advanced embedded information literacy education mechanism, construct embedded information literacy education "three-all" mode covering the all staff, all around and all process, and continuously promote the level, ability and quality of the embedded information literacy education in Chinese university libraries.

Abstract： [Purpose/significance] Through the research on the current development status of digital reading promotion and readers' reading needs, it proposes to take the advantages of the library and the e-commerce platform in the profession to establish a cooperative relationship to promote the promotion of digital reading.[Method/process] It uses the literature research method and the example analysis to probe into the predicament of library in the promotion of digital reading and the advantages of the e-commerce platform. The cooperation model, results, suggestions and significance of the Chongqing University library and the Jingdong Reading cooperation are studied.[Result/conclusion] The cooperation between university library and e-commerce platform not only enriches the collection resources, but also greatly improves the readers' reading experience, providing a new mode and important reference for the library to carry out digital reading promotion.

Abstract： [Purpose/significance] This paper aims to enhance the reading promotion of traditional Chinese classics, proposes to offer specific guidance with respect to the different classifications of traditional Chinese classics, and presents targeted promotion strategies based on the aforementioned classifications. [Method/process] By studying and analyzing the existing promotion models of traditional Chinese classics as well adopting the method of case study, this paper defines the scope of traditional Chinese classics appropriate for reading promotion and establishes a bibliographic classification system on the basis of reading promotion. [Result/conclusion] The result of this paper shall be a well-established autonomous classification system based on the reading promotion of traditional Chinese classics. Furthermore, promotion models with distinctive features are targeted at different reading groups. Overall, this paper contributes to the efficient and sustainable development of the reading promotion of traditional Chinese classics.

Abstract： [Purpose/significance] The extensive management mode of digital resources has been unable to match the refined information service needs of university libraries. It proposes to set up a new management system for digital resources under the metadata warehouse, and improve the metadata based digital resources procurement agreement and supervision process. Based on this, a multi-dimensional literature guarantee evaluation system is established to provide an important reference for the improvement of university library's information service quality.[Method/process] Using literature research method and case analysis, this paper probes into the development strategy of university library in digital resource management and document guarantee evaluation.[Result/conclusion] The new form of fine grained digital resource management provides the basis for multi-dimensional literature guarantee evaluation of university libraries. Only with systematic and standardized management and evaluation system of digital resources, can university libraries adapt to the development trend of digital information era and use big data analysis to promote the development of teaching and scientific research.

Abstract： [Purpose/significance] Due to the rapid development of digitalization, bibliography, the core theory of library science, with paper documents as its core, is now under challenge of the increasing digital resources. Changes should be made on the document's management and organization.[Method/process] The development process of the library catalogue integrating paper and digital documents is a process of "break-recombination", which will break down the barriers between digital resources, rebuild and integrate paper and digital document resources, so as to form a bulk storage of metadata, which will be served in various targeted objects or specific scenes.[Result/conclusion] Based on the integration, libraries can manage both paper and digital resources precisely. Moreover, the integrated resources can be applied in the fields of document organization and document information analysis, realizing the shift from "participating" to "leading" academic researches.

Abstract： [Purpose/significance] Multimedia resources are an important part of the construction of library literature resources, but lacking of effective management methods. In order to solve the current problems of collecting, sorting and serving multimedia resources, and further excavate the potential value of multimedia resources, it is urgent to improve the library's information management capabilities of multimedia resources, and build a multimedia service platform that can meet the demand of readers and readers' participation. [Method/process] This paper applied documents research and empirical study to analyze the current shortages of multimedia resource construction in domestic and foreign libraries. Based on the needs of the libraries and readers, it is proposed that the libraries must build a multimedia resource management system MRMS, and put forward the system architecture and functions by practice. [Result/conclusion] This paper adopt the "+ collection" system of Chongqing University Library as an example, It Verified that the MRMS system should not only support libraries to integrate multimedia resources and digital special collection resources, fully realize the digital management and utilization of multimedia resources, It also provide readers with multiple access methods based on online PC, APP and small program, and advocate readers to upload multimedia resources by themselves. At the same time, the online service platform is combined with the offline sound library, with diversified service ways and novel service methods to improve the utilization of multimedia resources.

Abstract： [Purpose/significance] The current reading promotion in university libraries is mainly aimed at increasing the popularity of reading, which does not match the real needs of college students. Abstract： [Purpose/significance] The epidemic is a significant threat to the library industry, and the epidemic of pneumonia caused by the novel coronavirus pneumonia (COVID-19) in early 2020 has severely affected all aspects of social services. As a public area with dense personnel, large circulation, and complicated carriers, a library needs corresponding emergency plans in the face of various emergencies, and more importantly, it is necessary to promote the emergency management ability to the epidemic and establish a scientific prevention and control system.[Method/process] This paper used network research methods to investigate some measures took by 27 representativepublic libraries in China and 42 libraries of "Double First-Class" universities, such as emergency management, temporary measures, material preparation, troubleshooting, network services and others, analyzed and summarized the experiences in emergency managementof public health infectious emergencies.[Result/conclusion] The investigation considers these libraries reflect the professionalism and professional ethics of the library industry in the face of the epidemic. The library should have a relatively complete mechanism of prevention, treatment, resource guarantee and innovative document service system for the emergency management of epidemic diseases as the basis for the emergency management and prevention of public infectious health emergencies in the library.

Abstract： [Purpose/significance] ERMS system should not only reflect the "storage" and "management" of digital resources, but also reflect the construction of purchase process and information storage. This paper aims to study and formulate standardized purchase process, explore scientific and effective purchase order of digital resources, and carry out the construction of digital resource storage in the purchase process, so as to help the library master the demand of upstream and downstream of digital resource supply chain, improve the purchase quality of digital resources in the library, and realize purchase on demand and precise purchase.[Method/process] Through research and discussion, the contents of meta data, purchase information, supply information and account book information were determined as the contents of purchase information warehouse construction. According to the storage contents, the data harvesting node was studied, the standardized process of digital resource purchase was formulated, and the ERMS system matching with information warehouse construction and standardized process was developed.[Result/conclusion] ERMS system reflects the monitoring of the whole life cycle of electronic resources, the integration of storage data, the mufti-dimensional disclosure of digital resources, and the fine management of digital resources in the library.

Abstract： [Purpose/significance] Paper literature acquisitioning is still one of the most important basic tasks of the current library. Faced with the uncertain needs of readers and the evaluation of book value, the urgent task of interviewing is to improve the efficiency of interviews under the premise of ensuring quality. The decision-driven book intelligent interview system aims to integrate the scientific resource interview mechanism with an efficient and intelligent way of thinking to improve the efficiency of interview work and the quality of collection resources, and to realize the intelligentization of library interview work. [Method/process] Based on the research and practice status of the intelligent interviews, and according to the school discipline construction needs, the publisher model, the reader behavior analysis, the reader recommendation and the book price, the business rules and the weight of decision-making were set, which allowing the system to intelligently screen paper documents. This paper used the intelligent interview system of Chongqing University Library as an example to analyze 3 models of book evaluation, publishing house and subject quality, author and subject quality, and optimized interview work. Process, and implement different strategies for new book subscription, book addition, reader recommendation and other business scenarios to optimize the interview workflow. [Result/conclusion] This paper argues that the book intelligent interview system is driven by readers' requirement and "key disciplines" construction decision-making. Under the support of artificial intelligence technology, the construction of paper literature resources will effectively improve efficiency and quality, and will definitely become the current interview. Abstract： [Purpose/significance] The demand for readers to access library information services through the mobile has become increasingly prominent, but the development of mobile library service models has fallen into problems such as single development form, lack of humanistic features, and poor service results. Through case study and analysis, this paper seeks for the construction and development strategy of mobile library service mode in colleges and universities, and provides important reference for the construction of mobile library service.[Method/process] Taking 42 "double first-rate" universities' mobile libraries as the research object, and using the method of network, literature research and case analysis. Studying the current status and development strategies of APP service, mobile webpage and WeChat platform.[Result/conclusion] The research found that both APP and mobile webpage use the fixed templates generally. The content and function homogenization phenomenon is serious, which lead to poor user experience. The management of WeChat Official Accounts is unevenness of quality, and the penetration rate of Mini Program is not high. Focus on some part of mobile library, instead of providing all services. Develop WeChat library and perfect service promotion. These will become the important measures to improve the mobile library services.

Abstract： [Purpose/significance] Book circulation is one of the basic work of the library. With the development of digital reading, the amount of paper books is decreasing year by year. At the same time, limited by the site and funds, the number of copies of books is decreasing, which leads to the decrease of readers' experience in the process of book circulation. This study aims to simplify some links in the process of book circulation, shorten the waiting time of readers, and improve the book circulation rate.[Method/process] Based on the investigation of relevant research and practice at home and abroad, this paper put forward the book circulation service outside the library from the perspective of C2C, through which readers could borrow books outside the library without using the library circulation system and staff. This paper took the specific practice as an example and combined with the questionnaire survey, to understand the existing problems in the service and put forward the corresponding solutions.[Result/conclusion] The practice shows that, from the perspective of C2C, the book circulation service outside the library reduces the process of "one return and one borrowing" in the process of traditional book circulation, especially in the case of limited copies of collection resources, which can save readers' time to the maximum extent, improve readers' reading willingness and satisfaction, revitalize collection resources and increase the circulation rate of books.To a certain extent, it promotes the innovation of book circulation service and changes the mode of book circulation service.

Abstract： [Purpose/significance] In order to improve the effect of intellectual property information service of university libraries, and effectively promote the development of China's intellectual property power plan. Starting from the connotation of iterative thinking and the research status in the field of library, this paper explored the feasibility of intellectual property information based on iterative thinking, and designed the service mode. Taking the Chongqing University library as an example, this paper verified the positive effects of the intellectual property information service based on iterative thinking in the construction of regional patent navigation platform, intellectual property literacy education, and intellectual product development.[Result/conclusion] This paper supplied the development suggestions of the intellectual property information service with iterative thinking. In order to promote the vigorous development of innovative intellectual property information service in university libraries,we should explore the potential service demand to increase the iterative samples, flatten the management to meet the rapid response of iteration, improve the feedback design to strengthen the iterative process control, and form interlibrary case sharing to promote sustainable development.

Abstract： [Purpose/significance] At present, the management and service innovation of the library industry are mainly based on digitalization and intelligence, but while these businesses are developing rapidly, the development of basic library services must not be ignored. [Method/process] On the basis of extensive research, the paper combs the basic services of current public libraries and academic libraries in combination with the development trend of information technology, and believes that the current basic services of libraries have inconsistent methods of downloading digital resources, separate services for paper and electricity, and basic services lack the necessary performance evaluation mechanism, and the relative "weak intelligence" of smart devices. [Result/conclusion] Put forward suggestions on the innovation and development of library basic services during the 14 five-year plan period, which provides ideas for the formulation of the 14 five-year plan of libraries, and promotes the progress of library cause in the next five years.
