Abstract： Purpose/Significance The data storytelling method of integrating interpretability results provides a new strategy to solve the problems of difficult data cognition, difficult to understand prediction results and low reliability of model decision-making. Method/Process This paper summarizes the interpretation form of model-agnostic local interpretability technology, the narrative structure of data stories and the methods used in the current research on data storytelling. Based on the interpretability theory and the realization mode of data storytelling, a data storytelling model of extraction-reorganization-narrative is constructed, and the data story mapping process is given by using the defined element tuple. The key techniques of story model design are introduced briefly. Result/Conclusion Under the theoretical guidance of data storytelling model design, this paper proposes a fan-shaped storytelling implementation path for interpretation results and an interactive framework that integrates the elements of interpretation results and storytelling model, and reflects the practical value of data storytelling method in result interpretation through case studies. A framework of data storytelling methods based on interpretable results is constructed, which provides new ideas for expanding storytelling paths with data perception and cognition and assisting intelligent decision-making.

Abstract： Purpose/Significance The research of documentation requirements in cultural heritage protection policies aims to clarify general situation of their structure and content. Method/Process The study adopts network literature survey and policy content analysis methods to refine, summarize and analyze the documentation requirements in a total of 147 policies. Result/Conclusion It is found that, with development of these policies in China, the framework of cultural heritage documentation policies has been shown including the prominent needs of documentation, the synergistic participation of multiple stakeholders, expanding and detailed documentation objects, access-oriented cultural heritage archiving activities, and sustained and complete safeguard measures. In all, Documentation has been becoming an indispensable and fundamental part of cultural heritage protection. In the future, there is a need to further strengthen the systematization and relevance, the professionalism and digital transformation-oriented design of policies.

Abstract： Abstract: [Objective] Museums, as an important component of public cultural service institutions, play a crucial role in facilitating convenient and equitable public cultural services through the popularization of their cultural content resources. The overall layout of Digital China and the National Digital Culture Strategy have put forward higher requirements for digital resources services provided by museums in China. A scientific evaluation of the availability of online digital resource services offered by museums in China will become a critical means of achieving the aforementioned requirements. [Methods] Based on the affordance theory and the characteristics of museums’ digital resources, this paper constructs an evaluation index system consisting of three primary indices, nine secondary indices and twenty-five tertiary indices. The analytic hierarchy process and entropy weight method were introduced to calculate the weight of each index. Based on this, this paper selects 175 first-level national museums for evaluation. [Conclusions] (1) Museums with a higher level of online digital resource service affordance have fully explored and extended their capabilities in the dimensions of cognitive affordance, functional affordance, and affective affordance based on their own resource characteristics; (2) The development of online digital resource service affordance in Chinese museums is uneven, showing an overall pattern of "high in the east, low in the west, and moderate in the central regions"; (3) The level of affordance in online digital resource services provided by museums in different provinces and cities in China is generally consistent with the pattern of development in urban cultural technology integration and innovation.

Abstract：目的/意义 立足政务部门视角，厘清其在跨部门政务数据共享中面临的参与困境及其形成机理，有助推动政务数据跨界流动。 方法/过程 本文在阐析跨部门政务数据共享理论内涵的基础上，结合案例调研结果，构建了一个以解释参与困境成因为目的的理论框架。 结果/结论 跨部门政务数据共享的本质是各政务部门在不破坏行政边界前提下，共同配置政务数据权属并共创数据资产价值的过程。不支持共享的部门间协作制度和共享数据特征，是参与困境形成的主要动因，破解困境应从部门间统筹管理、共享过程协调和数据权属界定等多方聚力。

Abstract： In the digital transformation society, library is a transformative force for advancing cultural confidence and self-improvement, and the overall layout of digital China and the national cultural digitization strategy provide policy guidelines for the library to create a new situation of high-quality development. This article uses the method of literature research, practical research, and content analysis to sort out the current situation and requirements for high-quality development of library in the era of digital transformation, analyze the international policy orientation of the library digital strategy, and propose a development path for China. The study found that the high-quality development of library in the era of digital transformation needs to meet the requirements of “people-centered” transformation and form an ecosystem that is open, intelligent, inclusive, and sharing; data empowerment, demand-driven, digital intelligence integration, value-led and innovation-driven are the important strategic directions of foreign libraries’ digital strategies, which play a normative and guiding role in reshaping and integrating the core elements of high-quality development of library. To serve the vision of building a strong cultural nation, and to meet the requirements and expectations of the country, the people, the society, and the era, we should promote the library to transform and renew itself in terms of system, concept, business format, and capacity under the overall layout of digital China.

Abstract： [Purpose/significance] Historical archives are solidified information withoriginal records formed by human beings in the process of historical development. They are an important carrier for the continuation of national civilization and social and cultural development.Doing a good job in the development and utilizationof historical archive resources is the key to the comprehensive revival of China. [Method/process]From the perspective of digital humanities research, the data of Emperor Kangxi's greetings in the two historical archives of Kangxi Qi Ju ZhuandKangxi Shi Lu are manually marked, and the specific practice of Emperor Kangxi's filial piety in governing the country is analyzed from the marked data results. [Result/Conclusion] Using the method of digital humanities to excavate and analyzethe content of the two historical archives of Kangxi Qi Ju Zhu and Kangxi Shi Lucanprovide reference for the application of digital humanities in the development of historical archives. The application of digital humanities will provide a newresearchperspective for the research and practice of the development and utilizationof historical archive resources in the future.

Abstract： [Purpose/significance] This paper explores the role of records and archives (R&A) departments in data management and the approaches for R&A departments to engage with data management in order to provide a solid theoretical foundation for R&A departments to improve their performance and make a meaningful contribution to the data society. [Method/process] Using systematic review methodology, this paper selected and analyzed 104 literature on R&A departments engaging with data management. [Result/conclusion] The results of the analysis revealed that R&A departments have three distinct roles in data management: they serve as receiver, guide and integrator. As a receiver, the R&A department connects the data lifecycle with the records lifecycle through data filing. As a guide, the R&A department uses archival theories and methods such as provenance principle, appraisal, continuity management, long-term preservation, and archival control tools such as classification schemes and catalogues, to provide advice on scientific data management, open government data, and big data applications. As a integrator, the R&A department collaborates with data departments, considering factors such as policies, organizations, operations, resources, services, and systems. Further research requires more in-depth theoretical exploration and empirical studies on the identification of filing objects and the upgrad of filing solutions for structured data, the implementation mechanisms and effectiveness evaluation of R&A departments' guidance on data management, the business integration between R&A departments and data departments including the motivations and willingness for integration management.

Abstract：
[Purpose/significance]To investigate the effect of descriptive and injunctive social norms on promoting people's willingness to adopt health information, introducing social belonging needs and perceived risk to explain the mechanism of this process, and to discuss the moderating role of social distance in it. Thus, we provide health science practitioners with strategies to optimize the effectiveness of message persuasion, while expanding localized research on social norm theory. [Methods/process] Based on the social norm theory to derive the research model, the experimental method and questionnaire were used to collect experimental data, and the Bootstrap method was used to test the mediating and moderating roles. [Result/conclusion] It was found that descriptive social norms were more persuasive than injunctive social norms in Eastern cultures, that the need for social belonging and perceived risk each played a partially mediating role in this process, and that social distance moderated the predictive effect of social norm information on willingness to adopt health information

Abstract：
Purpose/Significance This paper takes we-media content production as the research scenario to explore the influence of college students' we-media content production experience on their social capital, as well as the factors that affect the more effective conversion of content production into personal social capital. Method/Process This study observed the accounts of 16 college students who have experience in the production of we-media content for one month, and conducted in-depth interviews. Result/Conclusion the core findings are as follows :(1) college students' we-media content production experience can improve the universality, heterogeneity and reciprocity of interpersonal communication, so as to effectively improve the quality of their personal social capital; (2) With the motivation of digital obligation, the professional, timeliness and usefulness of the production content are easier to enhance the high quality of interpersonal communication; (3) Content quality will affect social trust in interpersonal communication.

Abstract： Purpose/Significance Analyzing the orientation and characteristics of international research data policy can provide an important basis for improving research data policy guarantee system and optimizing research data management and sharing work in China. Method/Process This article summarized the two orientations of international research data policy which named as "Integrated DLC-SH" and "Machine Actionable" by using the methods of case analysis and literature research, and analyzed and verified the similarities and differences between the two orientations by using the method of model sample. Result/Conclusion It is found that the orientation of "Integrated DLC-SH" adheres to the overall view of research data management and sharing, follows the basic framework of "organization management - business process", and aims to build a global collaborative data governance general plan. The orientation of "Machine Actionable" provides some guiding principles of sequential progression, and attaches importance to the auxiliary role of the data infrastructure, which is in order to realize the global layout of "Internet of Data". The two orientations are different in theoretical basis, core components and service objects, but there are basically the same in basic environment, implementation approaches and final goals, and the integration of the two orientations has become the mainstream trend at this stage. The useful enlightenment to China is drawn up, including: strengthening the guiding function of policy and integrating into the international working system, reshaping the working mechanism and process and improving the data governance pattern, and "combining humanities with technology" to build a "man-machine cooperation" ecology.
