  • Research and enlightenment on EU project funding pattern throughout innovation value chain of scientific instruments

    Abstract: Scientific instruments are indispensable tools and means for scientific research, and they are important support and cornerstone of independent innovation. The development and construction of major research infrastructure has given rise to many scientific instruments and related technologies with industrial application prospects, but the transfer and transformation still have a long way to go. Based on the concept of “open science, open innovation, and open to the world”, the EU has established the ATTRACT project to try to accelerate the commercialization of the detection and imaging related technologies of major science and technology infrastructure as well as to construct a sustainable open joint innovation ecosystem of scientific instruments innovation value chain, in order to develop breakthrough technologies for science and society. The study briefly analyzes the current situation of the organization of scientific instrumentation projects in China, and investigates the organization and management mode of ATTRACT project deeply, in order to provide support and reference for accelerating the transformation of advanced technologies in major research infrastructure, optimizing the allocation of scientific instrument innovation resources, and breaking through the bottleneck of high-end scientific instrument research, development and transformation in China.

  • Analysis and enlightenment on China’s use of major research infrastructure of U.S. Department of Energy

    Abstract: Major research infrastructures (referred to as “major infrastructures”) are the key to innovation in the era of big science, and is an important symbol of a country’s scientific and technological innovation capability and comprehensive national power. In order to seize the commanding point of scientific and technological innovation, the major developed countries have been actively developing and optimizing the layout of major infrastructures, while vigorously promoting the opening and sharing of major infrastructures to achieve the efficient allocation and utilization of scientific and technological resources, transforming their advantages in scientific and technological infrastructures into advantages in innovation and development. The U.S. Department of Energy (DOE) currently manages 28 major infrastructures that are open to global research users. This study analyzes the current open sharing situation of major infrastructures of the U. S. Department of Energy (DOE), and analyzes in-depth the demand, effectiveness, and difficulties of China’s use of major infrastructures of DOE from 2015 to 2022, to provide reference for the open sharing and layout construction of major infrastructure in China.

  • Analysis and enlightenment of international policy trends in basic research

    Abstract: As the intensity of international competition in science and technology continues to escalate, basic research has taken center stage in the strategic planning of countries worldwide. To address the challenges of the new era, major countries have evaluated the essence of basic research, as well as its positioning within national innovation systems, and are continuously explored innovative funding models. Based on monitoring and analysis of the latest policy developments in foreign basic research in 2022, and on the basis of analysis and data mining, this study comprehensively evaluates the policy trends and future directions of basic research in major countries. The aim of this study is to provide valuable reference and insights for relevant departments and institutions in formulating technology policies.

  • Experience and thinking of promoting open source of achievement of state-funded scientific research projects

    Abstract: In the era of digital economy, open source innovation has become the stimulator of innovation vitality, and is becoming an important source of high-quality supply of digital public goods. This study focuses on the importance of promoting the open source of state-funded scientific research projects, and summarizes the practical experience and policy measures of major countries and regions in the world on the open source of state-funded scientific research projects. It is also emphasized that the challenges of promoting the open source of state-funded scientific research projects in China. Suggestions for promoting the establishment of an open source mechanism of scientific research achievements are presented in this paper.

  • Quantitative assessment of typical characteristics of strategic scientists: Exploration and empirical research

    Abstract: Cultivating more strategic scientists is an important proposition for achieving a high level of self-reliance in science and technology in China. In response to the the central government’s requirements, and to support the “selection, cultivation, and retention” of strategic scientists, this study comprehensively adopts various research methods of the competency model. Based on 155 typical cases of benchmark figures at home and abroad, a quantitative analysis index system of typical characteristics of strategic scientists is constructed, and 720 leading talents from 297 State Key Laboratories are selected as representatives of the reserve force of strategic scientists for empirical analysis of the index system. The study found that compared with the benchmark figures, there are significant gaps in strategic vision and practical ability, a weak force of enterprise strategic scientists, and a mismatch between the disciplinary distribution and the strategic development needs of China among the representatives of China’s reserve force of strategic scientists. Based on this, relevant countermeasures and suggestions are proposed.

  • Trends of Topics and Methods in Data Fusion Research

    Abstract: [Purpose/significance]Data fusion is an important way to realize multi-source data value.Comprehensive analysis of the overall topics of global data fusion research has an important scientific and technological information value for the current data fusion research. [Method/process]The hot topics and research methods of 16053 literatures from Web of Science core collections were analyzed by word-frequency and co-word analysis. [Result/conclusion]The data fusion research has shown a significant growth trend, and after more than 30 years development, core research hotspots and methods of data fusion have been formed. In the research, the data fusion of sensors (including wireless sensors) is the core research direction in this field. Fault diagnosis, remote sensing, security and smart grid are the hotspots of the data fusion scenario. Kalman Filter, Neural Network, Dempster-Shafer Evidence Theory and Machine Learning(including Deep Learning, Support Vector Machine, etc.) are the main methods in data fusion, and the synergy network of methods have been formed in data fusion.

  • Research Progress in Computer and Information Science in Recent 20 Years: Thematic Analysis of Information Processing and Management

    Abstract: [Purpose/significance] This paper analyzes the themes of papers published in Information Processing and Management from 2000 to 2020, in order to know the thematic focus and evolution trends of IPM, and provide references for the development and related research of computer and information science. [Method/process] Firstly, based on 1852 research papers in the full-text database of ScienceDirect, this paper counted and visualized the titles, abstracts and keywords of the papers to classify the thematic categories. Then, this paper analyzed the research themes of each category systematically. At last, it compared the thematic focus in different periods and analyzed thematic evolution trends. [Result/conclusion] IPM mainly focuses on three themes of information retrieval, text analysis and user research, and presented evolution characteristics in general: information retrieval as the core theme, transform from text and information analysis to multimedia and knowledge analysis, and in-depth analysis and mining of user sentiments.

  • Application of Topic Models in the Analysis of Public Policy: A Review of the Research Status in Domestic and Foreign

    Abstract: [Purpose/significance] This paper comprehensively summarizes the application of topic models in public policy texts, which helps researchers learn from existing research results and provides theoretical and practical support for future development. [Method/process] This paper used bibliometric analysis to study from the perspectives of time trend, organization distribution, periodical distribution, etc., and summarized the application status in detail. Secondly, the LDA topic model was used to identify the main international and domestic research directions and conducted a comparative analysis. Finally, this paper summarized the problems in the application and proposed future prospects. [Result/conclusion] The application of topic models in the analysis of public policy texts is on the rise overall and has broad prospects. The starting time of domestic and foreign research is equivalent, but domestic research needs to be improved in terms of research scope, research depth, cooperation methods, and research methods. In addition, in the future development, there are problems with the applicability of the topic model’s own methods and the granularity of research content. It is necessary to further combine the characteristics of public policy texts to improve the topic model and refine research efforts.

  • Knowledge Management: From 1 to N to N Square

    Abstract: [Purpose/significance] Guided by the integration of theory and practice, it provided guidance for the realization of scene revolution, knowledge empowerment and practical path of enterprise knowledge management, and helped enterprise knowledge management to realize from 1 to N to N square. [Method/ process] Through the scene revolution of the four dimensions of business field, knowledge field, interpersonal field and technology field, and applied the “1+4” model to make knowledge from “Management” to “Use”, and finally interpreted the practice path of knowledge management in stages. [Result/conclusion] Clarify the four dimensions of scene revolution and implement various scenarios; according to the “1+4” model, provide knowledge empowerment for knowledge assets, individuals, teams, organizations and businesses; comparing the path of practice, companies find their own development pain points, tailor-made knowledge management program, and provide better empowerment for enterprises and employees.

  • Comparative Study on Intelligent Interactive Exhibition in Chinese and Foreign Science and Technology Museum

    Abstract: [Purpose/significance] The purpose of this paper is to promote the science museum to play its role of social education and publicity through the sustainable development research of intelligent interactive exhibition, and to provide important reference for the library to enhance its comprehensive service function. [Method/process] This paper combed the function definition and effects of intelligent interactive exhibition, compared it with other education forms and summarized the ways of interaction. Then, we expounded the current development situation of Chinese and foreign intelligent interactive exhibition, and made a comparative analysis of the development process, theoretical research, functional effect and innovative concept of intelligent interactive exhibition in Chinese and foreign science and technology museums, and found out the existing problems in the development of intelligent interactive exhibition in China. [Results/conclusions] After exploring the deep-seated reasons behind the low popularity of intelligent interactive exhibitions in Science Museums, it is recommended that the manager of science and technology museum should consider the complete scene that audiences visit science and technology museum; informal education of science and technology museum must be closely integrate with the formal education, to realize linkage resource sharing; By optimizing the current mode of intelligent interactive exhibition, the enthusiasm of UGC will be encouraged to the greatest extent, and the originality and universality of high-quality intelligent interactive exhibition will be gradually enhanced, so as to promote the popularization of scientific knowledge and the improvement of public scientific literacy.

  • Construction and Practice of Subject Information Service Mode of Professional Library Based on the SECI Model——Taking the National Science Library as an Example

    Abstract: [Purpose/significance] This paper studies the application and innovative practice of SECI model in professional library subject information service, aims to improve knowledge management and service level in subject information service, consolidates and enhances the competitiveness of subject information service. It hopes to provide a reference for the effective application of SECI model in subject information service. [Method/process] The professional library subject information service model based on the SECI model was constructed. Based on this, an empirical analysis was carried out by summarizing the innovative service practices of the National Science Library, Chinese Academy of Sciences based on this model. [Result/conclusion] The transformation of tacit knowledge and explicit knowledge is embedded in multiple links of subject information services. Introducing the SECI model into the professional library subject information service can solve some shortcomings of knowledge management in the subject information service, provide guidance and methods for the professional library to carry out innovation practices of subject information service, and effectively promote the core competitiveness and the overall level of the subject information service.

  • Research on the Rationalization of Talents in the New Era Based on the Analysis of the Characteristics of Chinese Academicians

[Method/ process] By the CV analysis method, this paper comprehensively collected information on academicians, and carried out the quantitative research on the temporal and spatial characteristics, academic structure characteristics of the academician group. [Result/conclusion] This paper explores the basic characteristics and the factors affecting the achievement of academician group. Then, it puts forward the rationalization suggestions for talent training in the new era.

  • Research on the Contribution of the Number of Patent Families to the Value of Patents ——Taking Solar Energy as an Example

    Abstract: [Purpose/significance] Research on the contribution of the number of patent families to the value of patents can provide an important reference for patents strategy layout optimization and patent value evaluation. [Methods/process] Taking the new clean solar energy field as an example, we identified high-value and low-value patent data sets, and designed experiments on patent family size differences between high-value patents and low-value patents. Finally, then SPSS 22 was used to verify the model. [Results/conclusion] Empirical research have shown that the contribution of the number of patent families to the value of patents is not invariable. With the continuous expansion of the patent families, the proportion of patent families is no longer significant difference between high-value patents and low-value patents. At this time, the increase in the number of patent families has significantly reduced the contribution to patent value.

  • Review on the Evaluation of Technological Innovation Capabilities of Patent-Intensive Industries

    Abstract: [Purpose/significance] Sorting out the research on the evaluation of technological innovation capabilities in patent-intensive industries will help establish and improve its evaluation system for technological innovation capabilities. [Method/process] By using the methods of literature review and online survey, the research firstly analyzed the definition and characteristics of patent-intensive industries, and then focused on the status quo of researches on the evaluation of technological innovation capabilities of patent-intensive industries from perspectives of evaluation indicators, evaluation models and empirical studies. [Result/conclusion] Combined with the research results of the existing industrial technological innovation capabilities, it is found that existing evaluation indicators’ pertinence and applicability are poor; Also, the evaluation method is too simple, only DEA method is used to measure the innovation efficiency of patent-intensive industries; Besides, most empirical data is secondary data and national economic data, also the research perspective is a little bit broad. It is suggested that future research should fully consider the characteristics of patent-intensive industries, adding more indicators that can reflect the industries’ patent strength and it’s economic contribution into the evaluation index system; actively exploring scientific, effective and comprehensive evaluation methods; utilizing and integrating the multi-source data for evaluating patent-intensive industry’s technological innovation capabilities and other patent data reflecting the quality and level of patent protection of the patent intensive industries, and based on regional and sub-industries perspectives to conduct empirical research.

  • Research and Thinking on the Open Access Publication of Library and Information Science Journals in China

    Abstract: [Purpose/significance] Suggestions for the further deepening and development of the future open access publication of library and information science journals in China. [Method/process] By the methods of literature research and network research, this article investigated the status of open access publication of 24 kinds of journals of Library and Information Science in CSSCI, analyzes its deficiencies and problems in operation model, OA publication policy statement, OA publication content, and the construction of additional functions of journals. [Result/conclusion] Suggestions are made on the future development of open access publishing in Chinese Library and Information Science journals: try to change the mode of running journals, strive for the right to speak in cooperation with foreign publishers, supply the OA publishing policy statement and standardize the OA publication content, make full use of new media and new technologies to expand OA journal service capabilities.

  • Review on research methods of technological topic evolution

    Abstract: [Purpose/significance] The analysis of technological topic evolution is of great significance for understanding the technological development process and forecasting technology trends in the future. Exploring the roadmap of research methods of technological topic evolution analysis helps is helpful to understand its research status and lay the foundation for further research. [Method/process] This paper divided the existing research methods of technological topic evolution analysis into three major categories: qualitative methods, quantitative methods and hybrid methods combining qualitative and quantitative analysis, and then describes representative methods for each category. [Results/conclusion] Based on the systematic analysis of current research methods of technological topic evolution, the author discusses the shortage of existing research methods and prospects for future research.

  • Search Strategy of Scientific and Technical Novelty Search Based on Technological Characteristics

    Abstract: [Purpose/significance] Search Strategy plays a decisive role in the practice of scientific and technical novelty search, it is the key content of novelty searching practice and related research. There are close relations and commonalities between patent examination and scientific and technical novelty search. This article tries to integrate the concept of technological characteristics and the closest existing technology in patent prosecution with search strategy in scientific and technical novelty search. [Method/process] The technological characteristics are divided into the following four dimensions, technology field, technology problem, technology solution and technology outcome. This could provide us more retrieval clues, and help to develop a more comprehensive and accurate search strategy. [Results/conclusions] This article presented a technological characteristics-based, four-level formulation of search strategy in scientific and technical novelty search. On the one hand, it could provide guidelines for relevant practitioners; on the other hand, it also helps to normalize the scientific and technical novelty search process.

  • Research on the Theoretical Framework of Web Archiving Data Quality Assurance Strategies

    Abstract: [Purpose/significance] Quality assurance is one of the most important procedures in web archiving, it runs throughout the whole web archiving work and affects the success odds of web archiving work. [Method/process] In this article, we made an analysis and comparative study for the quality assurance strategies of domestic and foreign web archiving organizations, and proposed a strategic theoretical framework for data quality assurance. [Result/conclusion] The framework in this article is a data-centered design, it includes a series of criteria and operating specifications, carries out data quality inspection throughout the collecting procedure by using semi-automatic auxiliary tools. Meanwhile, to ensure access to high quality archive data, the framework also takes team building, running environment maintenance and authorized backup to the websites as supplementary means.

  • Analysis of the Technology New Media Operation Mode and Its Enlightenment to Library Mobile Knowledge Service Platforms

    Abstract: [Purpose/significance] Technology new media are the products of the combination of the technological information and new media communication tools. The innovation of contents, models and carriers are worth all kinds of knowledge service platforms’ reference. [Method/process] This paper selected the top ten new media of “Chinese Technology New Media Ranking in 2016” and combed the contents, communication channels, online and offline activities and profit models of the top ten media to analyze the characteristics of technology new media and the existing problems. [Result/conclusion] Library mobile knowledge service platforms should learn from these technology new media. In the future, library mobile knowledge service platforms should attract more users to take part in contributing knowledge on the basis of ensuring the content quality and form a model of information dissemination, online services and offline activities to make their own market competitiveness.

  • An Analysis of Modern Japanese Think Tank Prototype ——SMR Investigation Organization and Its Operation Mechanism

    Abstract: [Purpose/significance] Through an analysis of SMR investigatory apparatus business and its operation mechanism, this paper discusses the development model of the investigation organ, the South Manchuria Railway think tank, and reveals the militarism influence on the early Japanese think tank development. [Method/process] This paper combed the SMR’s important survey agencies development pattern by the case study and literature survey and also discussed the key mechanism of operation system and organization characteristics. The evaluation of reports directed by the SMR provided references. [Result/ conclusion] The SMR, as a colonial and aggressive policy tool, its surveys were done for the government and military authorities. With independent sources of information, the use of network intelligence structure and the combination of resident literature collection with field investigation, the collection of professional analysis personnel, the SMR investigation organization completes the decision-making through the scientific method and has reference value.
