Information Resources Construction: A Summary of the 13th Five-Year Plan and Development Trends to the 14th Five-Year Plan postprint

Abstract: [Purpose/significance] Analyzing the practical and representative theoretical research achievements of information resources development during the 13th Five-Year Plan period in order to understand the practical and theoretical research progress in the field and providing reference for the 14th Five-Year Plan period. [Method/process] With the help of website, domestic network literature sources of documents, laws and practical project achievements of different levels on information resources development during the 13th Five-Year Plan period are crawled and sorted. To summarize theoretical achievements, this paper investigated "information resources development" in CNKI, Wanfang and Weipu, making statistics on the theoretical research hotspots about this field, reading core papers and summarizing the innovative ideas and research problems. [Result/conclusion] It points out that in the 14th Five-Year Plan, the trend of user-centered and pursuing service efficiency will be strengthened in the practical and theoretical research, paying attention to the research on the new subject in the social digital transformation, information resources co-construction and sharing platform research will be further deepened, and the risk assessment and avoidance of new technology application will be further discussed.
