  • Research on spatial collaborative allocation of innovation chain and industrial chain and regional economic layout in China

    Abstract: The driving force of China’s economic development in the new era is gradually shifting from traditional production factor inputs and export-led growth to scientific and technological innovation-driven development, and technological innovation is increasingly becoming the main engine of China’s economic development. China needs to urgently address difficult issues such as the disconnect between science and technology and the economy, as well as prominent problems such as repeated resource allocation and scattered scientific research forces. Under the complex and volatile development environment, it is necessary to further optimize the spatial collaborative allocation of innovation chains and industrial chains and promote the rational and scientific layout of regional economies. This study analyzes the spatial pattern and development trend of the widening regional differences in China’s innovation chains and industrial chains from the perspective of spatial layout. It is found that there is a mismatch between China’s technological support capabilities and the layout of innovative industries in the national territory. The internal links of the innovation chain are not closely connected, and some industrial chain resources have long allocation distances and short chains. The western region has difficulties in fully integrating into the eastern industrial chain. In response to these characteristics and issues, the study proposes an overall layout strategy of “grasping both ends and releasing the middle”, striving to guide the overall optimization of national economic spatial development by promoting the spatial collaborative allocation of innovation chains and industrial chains.

  • Research on geographical landscape design of ecological civilization construction in China

    Abstract: As the fundamental goal of ecological civilization construction in the new era of China, the building of a Beautiful China is an important measure to promote the study of Chinese man-land relationships to a higher level and a new stage of development. This study takes the construction of ecological civilization of Beautiful China as the orientation, and carries on the frame design to the geographical landscape. The geographical landscape takes the elements of geoscience as the research object and makes a series of reasonable outlook about man-land system according to the interaction mechanism of human-land relationship and the influence of important uncertain factors, aiming to establish and maintain the sustainability of regional development. The geographical landscape of ecological civilization construction needs to be designed by elements, stages and regions. One of the important purposes of geographical landscape design of ecological civilization construction is to achieve the spatial balance of regional development. Therefore, its design is an extension of the spatial equilibrium model of regional development. The construction paths of different regional geographic landscapes are different. Each region should design unique construction plan of geographical landscape according to the specific characteristics of its own comprehensive development state. The reference value of United Nations’ SDGs for the geographical landscape design of ecological civilization construction in China is not as good as the relevant index system of advanced countries and regions such as the European Union and the United States, while it is of much significance to select the appropriate benchmark for the scientific and rational design of China’s geographical landscape.

  • Spatial agglomeration and environmental effects of heavy polluting industries in China: Characteristics and enlightenment

    Abstract: Heavy polluting industries are the important sources of industrial pollutant. Understanding the spatial agglomeration characteristics, influencing factors, agglomeration mechanism and environmental effects of China’s heavy polluting industries can help identify potential pollution risk areas to cope with increasingly severe environmental pollution problems. Based on the industrial economic data from 1999 to 2021, the spatial distribution and agglomeration characteristics of heavy polluting industries are characterized. It is found that: (1) Shandong, Jiangsu, Zhejiang, and Guangdong are the regions with high output value of the development of heavy polluting industries in the past 20 years, while Xinjiang, Inner Mongolia, Shanxi, Shaanxi, Henan, and Sichuan are the potential areas for the agglomeration of heavy polluting industries in the future. (2) Production cost (factor endowment), environmental regulation, economic development level, market share, and industrial structure are the key factors affecting the development of heavy polluting industries, and there is an obvious “inverted U” relationship between labor cost and heavy polluting industries development. (3) There is regional heterogeneity in the development of heavy pollution industries. The eastern region has a significant effect of pollution shelter, while the central and western regions have a more obvious orientation to seek low labor costs and resource enrichment. (4) The agglomeration of heavy polluting industries significantly increases the emission of industrial pollutants, and there is an obvious inverted U relationship with environmental pollution, but environmental regulations have not played a role in reducing pollution and emission. On this basis, the countermeasures and policy suggestions are further put forward to deal with the agglomeration of heavy polluting industries and reduce the potential pollution risk, providing reference to achieve the goal of Beautiful China.

  • Study on Innovation Networks and Its Spillover Effect of China’s New Energy Automobile Industry

    Abstract: The network spillover effect of knowledge has been playing an increasingly significant role in the development of industrial innovation. The urban cooperation matrix of China’s new energy automobile industry is built based on new energy automobile patent data, and the structure and evolution process of China’s new energy automobile industry are depicted. On this basis, the spatial Dubin model (SDM) is used to calculate the network spillover effect, and its results are compared with the results of spillover effect based on the relationship of spatial contiguity and distance of cities. The results show that the innovation activities of China’s new energy automobile industry have begun to take shape, and a certain scale of innovation network has been formed. However, the innovation cooperation among cities and enterprises is not close. The innovation activities of new energy automobile industry are mainly concentrated in large cities, and from such cities, the innovation activities have strongly radiation to surrounding regions. The R&D investment of enterprises plays the key role in promoting the innovation and development of the local new energy automobile industry, but it has not produced significant spillover effect on the countrywide scale.

  • Layout and Suggestions on China’s Science and Technology Innovation Centers at Different Levels

    Abstract: Science and technology innovation center plays an important role in transforming the mode of economic development and enhancing industrial competitiveness. The formation and development of science and technology innovation center depend on the gathering of innovative talents, the support of first-rate universities and research institutions, and the cooperation and mutual promotion between innovation organizations and enterprises. In the course of future development, China should build a multi-level network system of science and technology innovation centers with international centers which can connect to global innovation networks, national centers which are capable of leading national science and technology research and development and technology transfer, regional centers which can promote regional development of science and technology and high-tech industrialization, and local centers which can promote development of technological innovation and industrial with local characteristics. Meanwhile, innovative milieu with openness and inclusion, attraction to talents and the construction of top universities and research institutions are all important to the construction of the science and technology innovation center. On the basis of taking enterprises as the main body of innovation activities, planning and building various scientific research and development, innovation and industrialization platform should be implemented by government to incubate a group of leading scientific and technological innovation enterprises with global influence.

  • Historical Evolution of China’s Major Productive Forces and Optimization Strategy During 14th Five-Year Plan

    Abstract: Major productive force distribution is a strategic deployment related to the medium and long-term regional development pattern of China in the next 15—20 years. Unfortunately, after reform and opening up, its importance as an organic component of China’s institutional advantages has been ignored for a long time. The study reexamines main theories of productive force distribution and rethinks their applicability in the market economy. Moreover, the historical changes of China’s productive force distribution have also been reviewed. China’s productive force distribution has experienced a development process from equilibrium, decentralization, and concentration to coordination. Finally, facing new situations and major issues, a strategic plan has been conducted. Major productive force should be guided by the guarantee of national strategic security and support an independent, complete and competitive modern industrial system. Major productive force should form an overall pattern dominated by “strategic development zone + special types of zone”, based on innovative regional economic complex, in national scale. Build an open major productivity layout system with multi-agent participation, continuously strengthen the eastern coastal strategic competitiveness, the western border strategic opening capacity, and the central and western strategic security capabilities, and support China’s regional economic layout and the second centennial goal of achieving complementary advantages and high-quality development.

  • Influence of Environmental Regulations on Industrial Transformation of Resource-based Cities in the Yellow River Basin under Resource Endowment

    Abstract: More than half of the cities in the Yellow River Basin are resource-based cities. The coordinated development of such cities in ecology and industry is of great significance to promote high-quality development in the Yellow River Basin. This study takes environmental regulation and industrial enterprise data as samples, uses panel threshold model, entropy method, and other methods to classify resource-based cities in the Yellow River Basin based on resource endowment differentiation, analyzes resource endowment, environmental regulation, and industrial pathways to create multi-element interaction, the role relationship, scientific summary of the impact of environmental regulations on the creation of industrial pathways under high-, middle-, and low-level resource endowments, and then put forward high-quality development recommendations for resource-based cities under different levels of resource endowment. The results show that the level of urban environmental regulation in the Yellow River Basin increased significantly from 2003 to 2016, and the gap between regions continued to shrink, generally showing a gradual increase in the upstream, middle, and lower reaches. The resource-based (non-resource) industry in the resource-based cities of the Yellow River Basin from 2003 to 2013, the level of path creation has improved significantly but the regional differences are significant. Under different resource endowment conditions, the impact of environmental regulations on the path creation of resource industries and non-resource industry is significantly different. Therefore, the formulation and selection of environmental policies must consider the local resource endowment conditions and the degree of dependence of economic development on the resource industry, scientifically design the environmental regulatory policy system, and give full play to the role of environmental regulation in promoting ecological protection and industrial transformation of resource-based cities in the Yellow River Basin.

  • Spatial and Temporal Development Pattern and Environmentally-friendly Development Path of Electricity Industry in the Yellow River Basin

    Abstract: The electricity industry has a solid foundation and a long history in the Yellow River Basin owing to the large reserves of energy minerals, wind power, solar power, and hydropower. Giving full play to the positive socioeconomic benefits of power industry and controlling the negative environmental impact are of great significance to the ecological protection and high-quality development of the Yellow River Basin, which are also crucial to the safety of energy supply. Through the analysis of the micro data of 6000 kWand-above power plants, this study depicts the spatial and temporal development pattern of electricity industry in the Yellow River Basin from 2003 to 2017 in the perspectives of power plants construction, power production, and so on. The formation of the current pattern is mainly affected by both resource endowment and electricity demand. The existing problems of the electricity industry in this area are as following: little growing space for hydroelectricity, installed capacity surplus, and low efficiency of thermal-power and the insufficient consumption of wind and solar power. In order to realize the environmentally-friendly development of electricity industry, we should promote the clean and efficient utilization of thermal power, the integrated development of resource-based industries through electric power reform and institutional innovation, solve the problem of wind power consumption through the transformation of coalfired plants’ flexibility and the complementary production of hydro and solar electricity, coordinate the contradictions during the development of wind and solar power, and promote the electricity technical advancement and the innovation of system mechanism to drive regional development.
