Abstract： [Purpose/significance] This paper systematically combs the common weighting methods of indexes to provide a reference for the relevant staff in determining the reasonable weighting methods for specific evaluation problems. [Method/process] The paper analyzed the fundamental principles, the concrete application cases, the advantages and disadvantages, the application scopes of the common weighting methods. [Result/conclusion] The application scopes of different weighting methods differ from each other. In the evaluation of practical problems, the weighting methods should be selected according to the characteristics of the evaluation object to improve the accuracy and effectiveness of the comprehensive evaluation.

Abstract： [Purpose/Significance] “Neck Stuck” technology is the key point that restricts the high-quality development of China’s strategic emerging industries at the present stage. To ensure the independent security control of the industrial chain, it is necessary to identify the “Neck Stuck” technology efficiently and accurately. [Method/Process] This study utilizes patent literature as the main data source. Firstly, key core technologies are selected based on technical co-occurrence network measurements. Secondly, the relationship between latecomer advantages and independent innovation capabilities is comprehensively considered from the perspective of technical gaps and technical-economic security. A “Neck Stuck” technology identification index system is designed across four dimensions: technical value advantage, technical competition advantage, technical monopoly status, and independent controllability. Then, a systematic “Neck Stuck” technology identification model is constructed using the CRITIC-TOPSIS method. Finally, empirical research is conducted in the field of numerical control machine tools. [Result/Conclusion] The results of the identification process using the proposed method in this study reveal the existence of 34 potential “Neck Stuck” technologies in the field of numerical control machine tools in China. These technologies are primarily concentrated in the control or adjustment system, key functional components, turning or boring numerical control machine tools, and digital data processing. A comparison of these findings with the U.S. Commerce Control List confirms the high degree of consistency, thus validating the feasibility and reliability of the proposed method.

Abstract： [Purpose/Significance] Strengthening global data governance has become the current international strategic consensus, and data sovereignty has become an important embodiment of national sovereignty in cyberspace. Many countries in the world have actively introduced data governance policies and actively participated in the global data governance competition. Therefore, studying and analyzing data governance policies and practices in developed countries is of great significance to our data governance system and capacity building. [Method/Process] Throughcomparing and analyzing the data governance policies and practices issued by the United States, the European Union and Japan, we sorted out the core content, value orientation and practice pathof data governance policies in the United States, the European Union and Japan, analyzed the global data governance development situation, sorted out the current main problems facing the data governance in our country, and proposed countermeasures and suggestions to strengthen our data governance system and capacity building. [Result/Conclusion] In order to effectively improve the data governance capacity, we should perfect the data governance system and legal systemconstruction, focus on international competition, grasp the power of discourse and rule-making of global data governance competition, actively construct the open and shared data governance cooperation pattern, and constantly improve the operating mechanism of data governance, promote the public data opening and governance technology optimization of our country

Abstract： [Purpose/significance] The paper systematically analyzes the identification methods of emerging technologies at home and abroad, then summarizes research status and analyzes existing problems to provide reference for future research on identification methods of emerging technologies.[Method/process] On the basis of literature research and bibliometric analysis, this paper summarized the current mainstream identification methods of emerging technologies and analyzed its characteristics and its impact on the research of identification methods of emerging technologies combined with typical cases, then proposed suggestions for future research on identification methods of emerging technologies.[Result/conclusion] The current identification methods of emerging technologies conclude quantitative methods and qualitative methods. The common identification methods of emerging technologies are mainly based on measurement models, bibliometrics and text mining methods, and they are increasingly inclined to be multi-method fusion. However, there are still some deficiencies in the research. Future research on identification methods of emerging technologies should strengthen the exploration of the essential characteristics of emerging technologies, and strengthen the interpretation of specific identification methods to emerging technologies, and promote the timeliness of identification of emerging technologies from data sources and identification methods as well as Strengthen the exploration of effective fusion methods and application methods of multi-source data in the identification of emerging technologies.

Abstract：为了研究纤维素预处理技术成熟度情况，本文基于多源文献数据利用Fisher-Pry模型对蒸汽爆破法、酸处理法、碱处理法和生物法等主要预处理技术成熟度进行了研究。结果表明，蒸汽爆破法、酸预处理法及碱预处理法从2005年之后快速发展，目前基本处于成熟阶段，但由于这些方法本身存在水解产生抑制性产物、腐蚀性、成本高等缺陷，很难取得进一步的突破。而生物法目前还正处于快速成长阶段，具有很大的前景，经过Fisher-Pry曲线拟合，预计生物法到2043年左右达到成熟。

Abstract：[目的/意义]对目前常见的多要素评价中指标权重的确定方法进行系统梳理，为相关研究人员在进行具体问题评价时的指标权重确定方法的合理选择提供参考。[方法/过程]通过对几种常见的主观赋权法、客观赋权法以及主客观综合集成赋权法中具体确定指标权重方法的基本原理与思想、具体应用案例进行深入调研，分析总结其优缺点以及适用范围。[结果/结论]迄今还没有一种完全通用和普适的指标权重确定方法，不同指标权重确定方法的原理与指导思想不同，因而其适用范围也有所差异，在进行实际问题评价时，要依据评估对象的特点合理选择赋权方法，以提高综合评价的准确性和有效性。
