Abstract: As a critical digital infrastructure, computing power has become the core productivity and a new engine driving economic growth in the digital economy. Nevertheless, the power-hungry nature of computing/data centers, representing the computing infrastructure, consumes a significant amount of electrical energy. Currently, China’s economy is transitioning from high-speed growth to high-quality development. It is imperative to study how to coordinate the development of computing power while ensuring its safety and achieving green and low-carbon goals. Based on an overview of the current status of computing power development, this study predicts the future demand for computing power in China, analyzes the relationship between future computing power growth and electricity consumption, and discusses the associated challenges. From the perspectives of top-level design, regional layout, platform construction, and market mechanisms, this study proposes strategies and measures to accelerate the green and low-carbon transformation of computing power, providing support for sustainable computing power transformation and empowering the highquality development of the digital economy.

Abstract: With the extensive application and innovation of digital technology in the energy sector, digital technology has become increasingly crucial for the power industry to achieve the goal of reducing pollution and carbon emissions. How digital technology enables electric power enterprises to achieve this goal has attracted much attention. Firstly, the study analyzes the progress of digital technology applications in pollution reduction and carbon reduction in electric power enterprises. Then, it identifies the existing problems in the current application of digital technology in the power industry for reducing pollution and carbon emissions. Finally, it explores the potential ways and approaches of emerging digital technologies such as the Internet of Things, big data, artificial intelligence, blockchain, and digital twins in enabling electric power enterprises to reduce pollution and carbon emissions, along with corresponding implementation strategies.

Abstract: [Purpose/significance] This paper systematically summarizes the research status of information literacy education. In order to provide reference for the future research and practice of information literacy education in China's university libraries, the main problems are thought and expected.[Method/process] By the methods of literature research, this paper sums up and summarizes the existing information literacy education content and education mode at home and abroad, and analyzes the characteristics and experience of these studies.[Result/conclusion] This paper provide the following recommendations:we should combine with the new environment, new theory and "Framework for Information Literacy for Higher Education" to develop the content of information literacy education, such as data literacy and metaliteracy, seek appropriate and diverse educational mode, such as MOOC and flipped classroom,from the learning perspective of learner, grasp the development opportunity in the AI era and focus on the new trend of information literacy education.

Abstract: [Purpose/significance] This paper summarizes the influencing factors and prediction methods of academic paper citation, analyzes the existing problems and proposes the future development directions.[Method/process] This paper used the literature research method to review the research progress of academic papers at home and abroad, and summarized the relevant content and characteristics of influencing factors and prediction methods.[Result/conclusion] There are many indicators of influencing factors, but there is no unified selection criteria. The theoretical basis of prediction methods is weak. The research on dynamics of citation prediction is insufficient. The generality of prediction models is limited. In the future, we should strengthen the theoretical research of citation prediction methods, the combination of traditional bibliometrics and alternative metrics, the deep application of natural language processing, and establish a unified baseline standard, a more accurate prediction model.

Abstract: [Purpose/significance] The writing tutoring service in foreign university library rich in practice has a long history. Learning and drawing on its concrete experience will provide guidance for the service of the university library in China.[Method/process] Through online survey and literature review, the paper selects 10 representative foreign university libraries to conduct a survey of writing tutoring status and to summarize.[Result/conclusion] University libraries in China can carry out practical exploration by setting up writing centers, building a student consulting team and carrying out diversified writing activities.

Abstract: In the era of digital economy, digital technology is the best tool to achieve China’s goal of carbon neutrality. The energy industry is the largest source of carbon emissions in China, and how to use digital technology to peak the carbon dioxide emissions and achieve carbon neutrality goal in energy industry has attracted widespread attention. The article first explains the important strategic role of digital technology in carbon neutrality, and then analyzes the related theoretical research and application progress of digital technology and carbon emission reduction in the literature, revealing the problems of current digital technology applied to carbon neutrality in energy industry. Finally, the article puts forward the general guidelines of digital technology to promote China’s carbon neutrality process, as well as the main path of implementation of digital technologies, such as big data, digital twins, artificial intelligence, and blockchain, to assist the realization of carbon neutrality goal in China’s energy industry.
