Abstract： The application of digital technologies is the core driving force for innovating traditional development and realizing a leap in productivity. The innovative development governance of the Yellow River Basin is a complex social system, involving economic, social, and ecological aspects. Its key driving force is the profound influence of digital technologies. Focused on how digital technologies empower the innovative development governance of the Yellow River Basin, the development process, problems, and challenges are analyzed at different stages, from the digital Yellow River to the digital twin Yellow River. It is found that the governance of the Yellow River Basin still requires enhancement in four aspects: building a digital innovation ecosystem, establishing a digital governance system, developing data infrastructure, and preventing data security risks. In order to address these challenges so as to promote the realization of the innovative development goals of the Yellow River Basin, four policy recommendations are proposed, namely, encouraging a scientific and technological innovation ecology, improving the agile digital governance system, strengthening the practical value and application of innovations, and enhancing the digital security barrier capacity.

Abstract： Different scholars interpret the connotations and characteristics of the “Nationwide System” in quite different ways and fail to reach a consensus about whether some measures that Japan implements to tackle key problems are attributed to a “Nationwide System”. On this basis, the work started with the connotations and characteristics of the “Nationwide System” in the field of science and technology, conducted a case study of measures taken by Japan to tackle key technical problems in the semiconductor technology, and analyzed whether these measures embody relevant characteristics of the “Nationwide System” from an empirical perspective, so as to demonstrate whether there is a “Nationwide System” in the field of science and technology in Japan. Last, its characteristics or relevant experience were summarized, to deepen the study and recognition of the Japanese model for tackling key technical problems in the hope of providing references for promoting and improving the “Nationwide System” in the field of science and technology in China.

Abstract： The report of the 19th National Congress of the Communist Party of China clearly pointed out that ‘the principal contradiction in Chinese society has evolved into one between unbalanced and inadequate development and the people's ever-growing needs for abetter life’.In order to solve this contradiction, it is urgent to grasp the strategic opportunity of innovation-driven digital transformation to promote the high-quality development of social services. The article has studied and judged the trends of innovation-driven digital transformation of social services such as government services, education services, medical and health services, elderly care services, employment services and public security services, combed the policy practices of developed countries and organizations to promote the innovation-driven digital transformation of social services, and summarized the achievements of innovation-driven digital transformation of social services in China, then clarified the development views and put forward the policy suggestions of China’s innovation-driven digital transformation of social services, namely, (1) Build a technological innovation system for the digital transformation and development of social services; (2) Promote innovation-driven digital transformation of government service process reengineering; (3) Promote the innovation-driven digital transformation and development of public services; (4) Establish a policy and legal environment for the innovation-driven digital transformation of social services.

Abstract： At present, the new technology revolution and industrial transformation are accelerately reshaping the international industrial division of labor. It is urgent to adhere to the basic principles of “open cooperation, green and low carbon, value co-creation, and co#2;development”, promote open innovation and cooperation in key areas of the manufacturing industry, and improve the open innovation and development capability in the manufacturing industry. This study first summarizes the open innovation trends of global manufacturing industries. Second, it analyzes major countries' policies in promoting open innovation in the manufacturing industry. Third, the current situation and problems of China's manufacturing open innovation is demonstrated. Finally, this study puts forward the policy suggestions of China's manufacturing open innovation as strengthening the co-R&D system and capacity building and improving the manufacturing technology supply capacity, strengthening the co-design system and capacity building and enhancing the manufacturing market responsiveness, strengthening the co-production system and capacity building and enhancing the international competitiveness of the manufacturing industry, strengthening the co-service system and capacity building and leading the development direction of service-oriented manufacturing, and strengthening the co#2;development of ecosystem and environment construction and promoting the open and innovative development of the manufacturing industry.

Abstract： As an important channel for China to support international cooperation in basic research, the National Natural Science Foundation of China (NSFC) should play a leading role in the international scientific and technological cooperation in the new era. This paper reviews the layout characteristics, achievements, and the new measures of the international cooperation projects of NSFC in the past decade, and summarizes the experiences of typical countries. It is found that the international cooperation in NSFC has formed a project layout with cooperative research, personnel exchange, and talent cultivation projects, providing important support for China’s engagement in global scientific and technological governance and integration into the global innovation network. In the complex and changeable international situation, NSFC has been actively and steadily expanding the international cooperation network of science and technology, systematically deepening the international cooperation, continuously optimizing the funding mode of foreign scholars, and is establishing a support framework for foreign scholars at different levels. In the new era, NSFC is facing new needs, to adapt to the trend of globalization and to engage in the construction of global innovation network, to open up new ways of international scientific and technological cooperation and to adapt to the new paradigm of scientific research, and to meet new global challenges and actively engage in the construction of a community with a shared future for mankind, being endowed with the mission of planning and promoting the development of basic research in China from a global perspective so as to actively integrate into the global innovation network. At present, the international cooperation strategy in NSFC has not played enough role in China, and the layout level of international cooperation funding needs to be improved. Measures to serve the “Belt and Road Initiative” need to be improved, and the support for international scientific and technological talents needs to be improved. The review mechanism and support platform do not meet the needs of strategic international cooperation project management. In the new era, NSFC should take scientific value creation as the starting point and foothold, guide and support Chinese scientists to actively engage in the research on major issues related to human sustainable development, and expand and deepen multilateral cooperation. This study puts forward the policy suggestions that the development and management of international cooperation in NSFC should be systematically optimized and promoted, the top#2;level design and capacity-building should be strengthened, the distribution of major tasks and platform funding should be upgraded, international cooperation channels should be expanded, and the international cooperation strategy should be refined.
