  • The Research of Scholar Influence Evaluation Based on Open Peer Review: Take the F1000 as an Example

    Abstract: [Purpose/significance] This paper designed and built an evaluation method of scholar influence based on open peer review.[Method/process] First the paper investigated the evaluation methods of scholar influence home and abroad. Then an evaluation method of scholar influence based on open peer review was designed and built. And Empirical research and comparative analysis were conducted.[Result/conclusion] The method of scholar evaluation based on open peer review is a new angle of evaluation, which achieves a multi-angle evaluation of scholars and increases the fullness and discernment of scholar influence. The analysis shows that there is no significant correlation between this method and the literature evaluation method, which can be used as a supplement to traditional evaluation methods. The combination of traditional quantitative analysis methods and open peer review methods will be the development trend of future academic evaluation.

  • Research and Thinking on the Development Strategy of National Scientific and Technological Literature in the Open Science Environment

    Abstract: [Purpose/significance] Scientific and technological literature is an indispensable means of scientific research and the guarantee to enhance the ability of scientific and technological innovation. Through studying the current situation of the construction of domestic and foreign science and technology documents in China, we can do a good strategic research for the national medium and long-term science and technology development plan. [Method/process] This paper studied the development progress and existing problems of the construction of scientific and technological literature in China, analyzed the experience of the construction of foreign scientific and technological literature, summarized the development trend and demand of the scientific and technological literature in the open science environment,and put forward the future layout and development plan of the construction of scientific and technological literature in China. [Result/conclusion] Put forward the future key direction of the construction of China's national scientific and technological literature:to build a new generation of national scientific and technological literature infrastructure and a long-term preservation system of scientific and technological documents, to ensure the sustainable supply and strategic security of China's scientific and technological literature; to build a national scientific and technological innovation and open knowledge service system, to break through the independent supply of key technologies and products of the new generation of scientific and technological literature Intelligent Knowledge Service Bottleneck; to establish a national science and technology literature collaborative support service system covering all kinds of innovation subjects, and form a new generation of open intelligent knowledge service industry; to guide the development policy and direction of science and technology literature, enhance China's influence in the international academic arena, and put forward five guarantee measures for the construction of China's national science and technology literature.

  • Research on the Construction of Linked Data Model for Research Entity's Name Authority Data

    Abstract: [Purpose/significance] The purpose of this paper is to study the linked data model of publishing the NSTL’s research entity name authority data as linked data. After the name authority data is published as linked data, it can be reused as an open linked data set by other system or organization, and also can be better integrated with other linked data sets to improve data quality. In addition, it also provides a model building reference for other organizations to publish authority data as linked data. [Method/process] First, this paper analyzed and compared the data models used in the linked data publishing projects at home and abroad. It showed that the data models in the linked data publishing projects were mainly divided into two categories. Then, combined with the characteristics of NSTL name authority data, two forms of linked data models were designed. It compared the two models from the expression level of the NSTL’s data and the complexity of the models. The better one was selected. Finally, it used D2RQ as tool to publish the sample data as linked data. [Result/conclusion] The analysis found that the model with Schema.org as the core standard vocabulary has better performance. So it is more suitable as a linked data model for NSTL’s name authority data.

  • 基于生命周期模型的科技文献数据管理体系研究

    Abstract: [Purpose/Significance] Scientific and technical (S&T) literature data resources are characterized with wide coverage, large quantity, many types, fast update and strong timeliness. In order to improve the effect and security of S&T literature data management, this paper studies the S&T literature management system based on the data life cycle model. [Method/Process] This paper explores the management mode of S&T documents, constructs the life cycle system of S&T documents based on the data management process, and expounds the data management tools and methods from the stages of data creation, data storage, data pre-processing, data calculation, data service, data archiving and data destruction. In the data creation stage, specific data access forms are formulated for different sources and data types, and personalized data creation tools are built to receive data completely. In the data storage stage, a unified document metadata storage system is developed by analyzing the characteristics and shortcomings of various types of data, so as to better explain and organize scientific and technological document data. In the data pre-processing stage, various tools are built to realize the formatting pre-processing, parsing, conversion, structuring and other operations of various types of data. In the data computing stage, data enrichment processing, entity relationship extraction and knowledge graph construction are mainly completed. Data provides services through a unified service interface. Data archiving completes data archiving and saving. In the data destruction phase, unnecessary data is safely destroyed. [Results/Conclusions] In this paper, the management and practice based on the life cycle of S&T literature were first carried out based on the core data set Web Of Science BP data , and then explored from the seven phases of creation, storage, pre-processing, calculation, service, archiving and destruction. Finally, based on the DAMA data quality evaluation principle, the comprehensive evaluation and evaluation of the data management effect were carried out from the six dimensions of integrity, uniqueness, real-time, validity, accuracy and consistency. The receiving integrity of data was 100%, and the non-null integrity of data was 59.75%. The uniqueness of data reached 99.23%. The real time of data was controllable. The validity of data met the constraint conditions. The accuracy of the data reached 100%. The consistency of data reached 90%. It basically solved the problem that data can be effectively managed and applied in each life cycle stage. Finally, the management model was verified to take effect and achieve desirable service effect.

    Abstract:[摘 要] 开展开放科技资源建设对促进科技资源的传播和利用,提升图书馆的信息服务能力有重大意义。[摘 要] 开展开放科技资源建设对促进科技资源的传播和利用,提升图书馆的信息服务能力有重大意义。当前5个著名的国外开放科技资源建设项目(OPENDOAR、BASE、PMC、eDOC及PLOS)在资源发现及获取、质量控制、利用机制、服务开发4个方面均可资借鉴。我国图书馆在开展开放科技资源建设时,除了要汲取国外经验,还要注重开放科技资源的评价和遴选、完善开放资源的利用机制、重视开放资源的长期保存。
