  • Implementation evaluation and outlook of Major Function Oriented Zone

    Abstract: Major Function Oriented Zone (MFOZ), an attempt and exploration aimed at ecological civilization during China’s industrial civilization period which is divided into two stages, the stage of MFOZ planning and the stage of the national strategy and basic institution before and after the 18th Communist Party of China (CPC) National Congress, and the main characteristics of both stages are analyzed. Since the 18th CPC National Congress, the strategic thinking of the MFOZ has been deeply rooted in the hearts of the people, the strategic pattern of the MFOZ has been basically formed, the development of the categorized MFOZ has achieved remarkable progress, and the MFOZ mechanism has been initially established. It is proposed that the MFOZ will continue to play a greater strategic and fundamental role in the Chinese-style modernization. As a major strategy, plan and institutional arrangement for implementing the leadership of the Communist Party of China, giving full play to the advantages of the socialist system, and realizing modern spatial governance from top to bottom, the MFOZ should further strengthen the development and protection orientation towards land space, which is people-centered, with high-quality development as the primary task, and new development pattern as the strategic basis, MFOZ should expand new functions that meet the people’s aspirations for a better life and the national security needs, and rely on a sound spatial governance system to establish more precise MFOZ development guidelines and supporting policies.

  • Strengthen Fundamental Role of Data Element Governance in National Governance Modernization

    Abstract: Data element governance is a key factor to promote the modernization of national governance in the digital era. By strengthening the deep integration of data factors and national governance, a new model of data-driven national governance can be formed, and the national governance can be made more scientific, refined, intelligent, and efficient. The US and European countries have continuously strengthened the top-level system design, technological innovation application, collaborative governance mechanism, and global governance cooperation of data element governance, which has effectively improved the level of data element governance and provided experience for China. Nevertheless, due to the virtuality of data elements, more subjects involved, greater risk of leakage, and higher requirements of technical support level, the current data element governance is still faced with challenges such as imperfect collaborative governance mechanism, incomplete ethical governance mechanism, weak talent and technology foundation, etc. It is thus challenging to give full play to the role of data factors to meet the needs of the modernization of national governance. In the new era, it is urgent to establish and improve a data element governance system suitable for current major needs and application scenarios of national governance, by establishing a governance concept that takes into account the development of efficiency, fairness, and security in all directions, building a governance model featuring the collaboration and co-governance of multiple subjects of the government, the market, and society, strengthening a governance idea driven by the synergy of science, technology, and institutions, and improving the basic guarantee of talents, infrastructure, and public services, to promote the governance level of data factors and provide strong support for the modernization of national governance system and capacity.

  • Ten-year Development of China’s Science and Technology Talent Policies and Optimizing Approach for Sci-tech Self-reliance and Self-improvement

    Abstract: Since the 18th National Congress of the Communist Party of China, the science and technology (S&T) talent policies in China have been continuously optimized and developed Consequently, a multi-layered policy system with vertical and horizontal linkages has been formed. The education and training policies have been improved, the utilization and development policies of talents have been enhanced, and the evaluation and incentive policies have become more rational, which effectively guaranteed the high-quality development of China’s S&T talents. However, there are still several problems with the current S&T talent policy system, such as incomplete system, low precision, low integration of technological and educational policy, and insufficient incentives for young S&T talents and basic research talents (thereafter “young-basic talents”), which cannot meet the urgent need under the strategy of sci-tech self-reliance and self-improvement. Therefore, it is vital to consolidate the core position and leading role of the S&T talents development in the construction of the national innovation system under the new situation. Facing the sci-tech self reliance and self-improvement strategy, the future S&T talent policies need to strengthen self#2;cultivating, serve national strategy, and focus on industry needs to promote the deep integration of the education chain, talent chain, innovation chain, and industry chain and promote the implementation of policies for young S&T talents, basic research talents and strategic scientists, and outstanding engineers. It is also necessary to promote talent education, training and development policies to meet the needs of sci-tech development by deepening the integration of science and education and establishing a postgraduate education system that follows the laws of scientific research activities. Furthermore, it needs to systematically think about the policy system optimization for the S&T talents evaluation and incentives, to promote the effective implementation of the life security policy of S&T talents. In addition, efforts should be made to promote the establishment of a talent mechanism in line with international standards and to accelerate the construction of the world’s important talent centers and innovations highlands.

  • Evolution Analysis of China’s Spatial Development Structure and Pattern Optimization of Major Function Zones

    Abstract: The major function zoning plays a strategic role in economic development and ecological environment protection in China. Analyzing the evolutionary process and trends in spatial structure is essential for the pattern optimization of land development and major function zones. The aim of this study is to explore the scientific and policy implications of the evolution of the spatial structure of major function zones. This paper first takes several basic parameters, namely the population ratio/economic ratio of the urbanization areas, agricultural development areas, and ecological security areas; then, measures the evolution characteristics of core-periphery structure and pole-axis structure five years before and after the implementation of national major function zoning planning in 2010 to reveal the spatial structure of the core, edge, and the variation along the axis. Considering the new requirements on the construction of ecological civilization and regional coordinated development strategy in the new period, this paper further analyzes the problems of the evolution of territorial spatial structure from the aspects of regional disparities, resource and environment effects, and external relations. The results show that population and economy are further concentrated in urbanized areas, urban agglomeration areas, and the main development axis. The results also reveal that the population agglomeration process is faster than the economic agglomeration process. The overall economy and population of the country demonstrate a trend of mutual equilibrium, which is in line with the national natural carrying capacity and the territorial function suitability that considering the geographic location and system integrity. The regional disparities among different function areas, regional plates, the core area, and the edge area, along the axis area and away from the axis area show a narrowing trend. However, the problems of unbalanced regional development, resources, and the environment are still outstanding. The existing national “two horizontal and three vertical” axes cannot meet the strategic needs of coordinated regional development and the Silk Road Economic Belt’s opening up in the new era. The following policy recommendations are proposed: promoting the further concentration of population in urban agglomerations and core areas of major axes to achieve a balance between population and economy; further reducing the population pressure in the peripheral areas of the northern region to promote a balance between population size and natural carrying capacity; adding the Pearl River-Xijiang development axis and to improve the “three horizontal and three vertical” strategic axes of territorial development; and extending the major axes along the Yangtze River passage, the land bridge passage and the Baokun passage to adapt to the openness strategy in the new era.

  • Policies on Categorized Governance of China’s Urban Agglomerations in 14th Five-Year Plan

    Abstract: From the 14th Five-Year Plan to 2035, urban agglomerations will remain the main form of China’s urbanization. At present, the development of China’s urban agglomerations has been diversified, the development pattern of their regions is increasingly differentiated, the strategic objectives of serving the protection of land and space development are diversified, and modern governance methods require precision. Therefore, it is necessary to classify and guide the development of urban agglomerations. Aiming at the problems that the comprehensive policy to classify urban agglomerations in China are not accurate and characteristic enough, this study proposes the “four specials + comprehensive” policy. Special policy guidelines are provided for the development of urban agglomerations based on the feature of scale, development mode, space organization, and resource and environmental carrying capacity, and comprehensive policy guidelines are provided for general questions. It is recommended that future urban agglomerations be a hierarchy in China’s national spatial planning system, and each urban agglomeration should formulate a plan to determine its own policy package. In this study, three dimensions are proposed based on the national spatial development and protection strategic pattern, the national major regional strategic pattern, and the development law of the urban agglomeration. Three key points are put forward to promote the integration process of urban agglomerations and the expansion and improvement of urban agglomerations, and give play to the regional driving force of urban agglomerations. The policy framework of the four policy tools of “managing managers”, “managing resources and environment”, “managing production factors”, and “managing business and living environment” is also proposed. From the special level, the types of urban agglomerations and precise policies are organized based on the scale, development model, spatial organization, and resource and environmental carrying capacity. At the comprehensive level, the main types and policy recommendations are proposed to guide the high-quality development of urban agglomerations in China.

  • 建设第三极国家公园群是西藏落实主体功能区大战略、走绿色发展之路的科学抉择

    Abstract:建设第三极国家公园群是我国西藏自治区落实主体功能区大战略、走绿色发展之路的科学抉择。通过对西藏发展新动能转换、中央对西藏的发展定位以及人类消费需求增长趋势的分析,阐释了第三极国家公园群建设符合西藏可持续发展规律的基本认识。提出了把保护传承和改善优化自然与人文生态系统放在国家公园群建设的优先地位、作为国家主导的西藏富民兴藏和造福全人类的重要抓手,以及必须坚持科学研究、科学规划、科学管理的科学发展模式。借鉴国内外国家公园的建设经验和研究选题,形成了西藏国家公园群建设的研究框架,确定了以第三极国家公园群建设规划方案为核心,规划前向开展第三极国家公园群自然资源和人文遗产价值、旅游环境容量和山水林田湖系统提升潜力的基础研究,规划后向开展第三极国家公园群资源监测技术与运营管理信息平台开发,为把第三极国家公园群建成全球最具影响力和吸引力的国家公园群提供系统的科技支撑。
