Abstract: Abstract: Objective This paper reviews the relevant progress of semantic novelty research at home and abroad, and summarizes the relevant technologies to provide reference for the subsequent research. Coverage Using retrieval methods such as Novelty of the literature , semantic novelty , literature novelty , semantic novelty and literature evaluation , after reading and sorting, this paper traced the source of representative relevant theoretical researches, and finally selected 70 literatures for review. Methods This paper summarizes the relevant researches on semantic novelty at home and abroad, and analyzes the development status and future trend of semantic novelty evaluation in scientific and technological literature by focusing on the definition of novelty, evaluation indexes of novelty and different evaluation methods. Results Semantic novelty evaluation has gradually attracted widespread attention from the academic community. There have been related studies on semantic content mining and evaluation, but no unified measurement index has yet been formed. Limitations The existing literature novelty is mostly evaluated from external features, while the number of literatures directly focusing on semantic novelty is small, which has limitations in supporting the review. Conclusions The evaluation of semantic novelty of scientific and technological literature is based on the novelty of content. Quantitative research has become the mainstream research method, but the calculation method of evaluation index needs to be clarified, and the development direction of novelty evaluation should be combined with qualitative and quantitative methods to achieve a scientific and reasonable comprehensive evaluation.

Abstract: [Purpose/significance] In order to improve the semantic enrichment effect of scientific and technical literature, this paper summarizes the domestic and foreign scientific and technical literature discourse elements automatic annotation model, technologies and methods, and provides reference for text mining, knowledge extraction and semantic analysis system. [Method/process] This paper used Web Scholar and related database search engine to conduct in-depth reading and related research on references and research reports involving scientific and technical papers annotation, discourse elements, knowledge extraction, sentence recognition, automatic article classification, etc. and summarized the research the main technologies of each module in the framework. [Result/conclusion] The annotation of scientific literature discourse elements has very important practical application value. The construction of annotation model needs to take full account of construction thought, annotation field and annotation granularity as well as annotation techniques.

Abstract: [Purpose/significance] In order to improve the effect of content-based citation analysis, this paper summarizes the related research on citation object at home and abroad, and provides reference for citation content analysts.[Method/process] By investigating the related research on citation object at home and abroad, this paper reviewed the definitions of the citation object, classification systems, application fields and automatic identification, summarized the current research on the citation object and put forward the future development direction.[Result/conclusion] The citation object evaluates the contribution and utilization value of academic research from the semantic level, which adds an important dimension to the citation analysis method. The research on citation object needs to be deepened in three directions:theoretically, to strengthen the research and analysis of multi-dimensional citation object features; technically, to explore the automatic identification methods based on large-scale corpus; application, to try to provide scientific research evaluation services based on citation objects.

Abstract: Open science establishes a new paradigm of reproducible, transparent, shared and collaborative scientific research. As to global scientific journals, open science is essentially bringing about a revolutionary change for scholarly communication. This study briefly reviews the basic concept of open science and its developing trend, analyzes the main challenges that open science brings to global scientific journals, summarizes some of the new initiatives taken by the global scientific journals in response to the challenges of open science, and puts forward some suggestions for Chinese scientific journals for their development in open science environment.

Abstract: [Purpose/significance] In view of the fact that the domestic scientific and technological circles do not have enough understanding of the overall situation of open and sharing of scientific results in the context of public health emergencies, the relevant systems and norms are not enough concerned, and the application of international rules is not sufficient, the author combs the main development context of open and sharing of scientific results in public health emergencies. By doing so, the author hopes to reflect its main development process and relevant system and norms, and to provide reference for China's scientific research institutions, government departments and academic circles.[Method/process] By reviewing the development history of open and sharing of scientific results in the context of public health emergencies for more than 20 years, according to the different main concerns in the development process, it is divided into 3 stages, and the main events, important documents, problem concepts, policy norms, practice characteristics of each stage were summarized.[Result/conclusion] After 3 stages of development, the norms and mechanisms of open and sharing of scientific results in the context of public health emergencies have been gradually formed and improved. Since 2020, the ways and methods of open and sharing of scientific results in the context of public health emergencies have been further developed. This has received great attention from the global scientific and technological community, and aroused the exclamation of that the COVID-19 outbreak has changed the traditional scholarly communication and scientific research paradigm. But it also highlights that there are still some issues need to be solved.

Abstract: [Purpose/significance] Artificial Intelligence is triggering a chain reaction-like scientific breakthrough, leading a new round of scientific and technological revolution and industrial transformation, how to use AI to provide Intelligent Knowledge Services and Intelligent Information system is the current focus of attention and hot spot. [Method/process] This paper analyzed AI technology and big data from inside and outside the library and information domain to bring new platforms, new services and new opportunities and challenges to the knowledge service paradigm, and provided the idea of building the Intelligent Knowledge Service ecosystem driven by "AI technology and big data", and built the "science brain" method from the three levels of intelligent data, wisdom center and intelligence service, and provided an open intelligent knowledge service ecological environment covering science and technology management, scientific and technological innovation and social academic information environment. [Result/conclusion] As an exploration building of National Science Library Chinese Academy of Sciences, about Data Lake of Library and Information, Intelligent Knowledge Service engine, Intelligent Knowledge Discovery, Intelligent Knowledge Management, Intelligent Knowledge Analysis and Intelligent Sense Environment, and good results have been achieved. In the future, AI technology for big data government, fine-grained knowledge recognition, precision service and so on, still need to be further improved in data, technology and service models.

Abstract: [Purpose/significance] This paper reviews and summarizes Professor Meng Liansheng’s contributions in the research of bibliometrics theory and method, data system construction, practical research, international academic exchanges and personnel training, and shows Professor Meng Liansheng’s spirit of seeking, pioneering and rigorous scholarship under arduous conditions. [Method/process] Using the method of literature research and combining with the interviews of characters, this paper studied the research from the research process, research results, significance and influence of Professor Meng Liansheng. [Result/conclusion] His innovative research has promoted the development of bibliometrics research and application in China and expanded China’s international influence in this field. By leading the creation of CSCD and DISC databases, the application of bibliometrics methods in scientific and technological literature retrieval, scientific journal evaluation and scientific activity evaluation has been promoted, which are important signs and achievements of the development of Chinese bibliometrics.

Abstract: ChatGPT is a dialogue system developed by OpenAI company. It appears as a Chatbot, but in essence, it uses Artificial Intelligence Generated Content (AIGC) technology to produce answers. Its key foundation is Generative Pre-trained Transformer and the core technology is InstructGPT. When compared to similar products in the early stages, its main characteristic is that there is a significant decrease in making up facts and generating toxic content. We present a systematic investigation of the technical structure, relevant research and practice, and applications scenarios of ChatGPT. Based on the investigation, we analyze the inspiration from the rapid development of AI technology as well as the influence of ChatGPT on Scientific Research and Library & Information Service. According to these influence, we present eight suggestions for the Library & Information Service field. Overall, the field should find its distinctive value orientation in the AI era, not only by maintaining the conventional scientific research paradigm, but also by exploring new technologies to boost scientific research.

Abstract: [Objective] To study the respective rights and interests of key participants in the preprint scholarly communication system and put forward suggestions for the construction of the preprint scholarly communication system in China. [Methods] Based on the rights and interests policies of six preprint platforms, arXiv, bioRxiv, ChemRxiv, Research Square, SSRN and F1000research, related scientific journals and funding programs, the paper analyzes and sorts out the main rights and interests of preprint authors, preprint platforms, preprint readers, scientific journals and preprint funders, and proposes suggestions for building a preprint scholarly communication system in China. [Results] The paper summarizes seven rights and interests owned by preprint authors, four rights and interests owned by preprint platforms, four rights and interests owned by preprint readers, three rights and interests owned by scientific journals, and two rights and interests owned by preprint funders. [Conclusions] The following four points should be noted in the construction of China's preprint scholarly communication system: attaching great importance to the formulation and display of rights and interests policies in the construction of China's preprint platform, promoting cooperation between scientific journals and preprint platforms on the basis of a reasonable division of their rights and interests, strengthening the formulation and display of preprint rights and interests policies by funders, and improving the knowledge of our researchers about the rights and interests norms of preprint scholarly communication.

Abstract: Purposes To analyze the functional innovation and future development direction of the current international preprint platform, and to provide advice for the development of Chinese preprint platform.
Methods Summarizing and sorting out the functional innovations of the international preprint platform in the areas of innovative community cooperation, assessment and evaluation, editing services and review methods, then analyzing the innovative service practice functions introduced by each platform in comparison with the conventional functions
Findings The five functional innovations of the current international preprint platform are: building innovative cooperation community model, integrating multi-party academic communication and discussion window, serving authors to improve their papers, promoting open review of papers, and providing scientific evaluation.
Conclusions This paper summarizes and analyzes the current trend of functional innovation of international preprint platforms and provides suggestions for the functional development and construction of preprint platforms in China. Further enhance the role of preprints in Chinese academic communication.

Abstract:【目的】为解决已有方法中单词特征表示不具有语义信息这一问题, 对词嵌入表示特征在关系抽取中的作 用进行探讨。【方法】考虑词嵌入表示级别、词汇级别和语法级别三种类型特征, 利用朴素贝叶斯模型、决策树 模型和随机森林模型进行对比实验, 并选出代表全部特征的有效特征子集。【结果】使用全部特征时, 决策树算 法的准确率达到0.48, 关系抽取效果最佳, Member-Collection( E2 , E1 )类型关系的 F1 值达到0.70, 特征排序结果表 明依存关系有助于关系抽取。【局限】对小样本量和情况复杂的关系类型识别效果有待提高, 以及词向量训练及 方法的相关参数需要进一步优化。【结论】实验证明选取的三种类型特征的有效性, 词嵌入表示级别特征在实体 关系抽取问题中可以发挥重要作用。

Abstract:质量控制是预印本服务中的重要环节。当前国际通行的预印本质量控制方法包括“上传者和作者的研究身份审核”“论文格式完整性审核”和“论文内容学术性和真实性审核”三方面;人工审核为主、机器审核为辅。中科院ChinaXiv预发布平台按国际通行模式建立了质量控制机制,包括论文常规审核制、领域专家评审制、论文开放评议制、问题论文撤稿制和非诚信作者名单制等。未来可在质量控制机制公开透明、充分发挥开放评议作用、加强国际交流方面做出改进。

Abstract: The preprint policy of international academic publishers has an important influence on the preprint development. This paper classifies the preprint policy of academic publishers as submission policy and self-archive policy, and summarizes five models of pre-printed policy .With the web of science as the data source, a typical analysis of the journals/publishersthat has the most papers from China is made.It is found that most of the international academic publishers have adopted positive pre-printing policies, and present certain characteristics.Finally, according to the analysis results of preprint policy, corresponding suggestions are put forward from the perspectives of scientific research authors, periodicals and Chinaxiv.

Abstract: To protect the priority right of the authors and to promote the excellent scientific research articles first preserved and serve for other researchers in our country, Scientific Article Preprint Platform of Chinese Academy Science (ChinaXiv) is proposed to build. It aims to encourage researchers to share their articles on public preprints platform in the first time,and receive peer reviews and suggestions for a wider range of academic communication. Based on the practice and strategic plan of ChinaXiv construction, this paper describes how to build a preprint platform following the international standard operation regulation, including construction background, system construction and service, domain development and cultivation, organization and management mechanism, propagandizing and popularizing mode, development status and future. This paper can provide references for other preprint repositories.

Abstract:【目的】通过采用语义识别、知识关系计算等方法提升科技文献检索系统的服务功能和效果, 使之能够呈现更加丰富的知识化语义信息, 将更多的知识点和知识关系展现给用户。【方法】应用数据挖掘和关系计算工具,深度识别和抽取科技文献中的语义知识, 分析、计算、构建语义关系, 并将得到的语义知识和语义关系建立多维语义索引树, 设计新的数据组织呈现模型。【结果】研发语义丰富化检索示范系统, 在科技文献检索应用过程中充分揭示语义信息, 丰富检索体验。【局限】选取的试验数据集合不够充足, 缺少其他领域应用对比。【结论】本文模型设计给用户带来更多的知识层面的关联、揭示和导航, 提升了检索系统体验。同时分析了设计模型的不足之处, 探索改进方法。

Abstract: Influenced by Open Access Movement and Open Science, preprints and the scholarly communication based on preprint servers have received great attention from the scientific community. This paper summarizes the status of the international preprint serversince 2013 and proposes seven main trends of current international preprint development. It is found out that traditional preprint servers, such as arXiv and SSRN, have seen gorgeousachievements by exploringa sustainable development model. Also, some new preprint servers, such as bioRxiv, ChemRxiv, have sprung up like mushrooms in recent years, bringing prosperity for preprint servers. Moreover, for scientific community, the scholarly communication model with manuscripts of research articles has won widely recognition from academic groups, societies, science and technology management institutions, the IMF, and even the traditional publishers. It indicates that the scholarly communication based on the preprints is changing the traditional scholarly communication model in which journals are as the main body.

Abstract:【目的】开发网络信息存档WARC 文件的解析与索引系统, 充分挖掘科技网站存档资源价值。【应用背景】在网络资源采集存档领域, WARC 文件格式获得了广泛的应用。随着网络信息的多样化, 已有的WARC 文件索引工具越来越难以满足用户多样性的查询需求。【方法】采用模块化方案解析WARC 文件。分析比较常用的索引工具, 选择Solr 平台开发全文索引系统。【结果】实现对WARC 文件基于内容的检索访问服务, 并在WARC的索引中增加了学科分类、资源类型和存档时间等分面检索内容, 从多维度对WARC 文件内容进行揭示。【结论】向用户提供了丰富的科技网站存档数据信息, 提高了用户检索访问效率。
