  • Analysis on development trend of global hypersonic technology

    Abstract: Hypersonic technology is a key technology in the aerospace field in the future and is of very important strategic and forward-looking significance. Using bibliometric methods, it is found that research on hypersonic technology is mainly concentrated in the military field, among which power propulsion technology, navigation guidance and control technology, thermal protection technology and new materials are important research directions in this field. After sorting out the research and development situation of various countries, it is found that the relevant core technologies related to the development of hypersonic weapons are still the focus of future research. At the same time, accelerating the deployment of hypersonic defense systems and strengthening cooperation with partner countries in technology research and development, joint air defense and missile defense to enhance regional defense and deterrence are also priorities for future deployment of countries.

  • A Review of Community Discovery in Hybrid Network for Science Structure Analysis

    Abstract: [Purpose/significance] The study of community structure of complex networks has gradually become a powerful tool for scientists to carry out scientific structure research with literature data. In addition, the different results of community discovery play an important role in the interpretation of scientific structure. Therefore, this paper sorts out the methods of community discovery in hybrid networks, in order to provide reference and expand the ideas for the relevant researchers in the field. [Method/process] Through literature research, this paper mainly clarifies the concept and types of hybrid networks, and summarizes the research on community discovery of various types of hybrid networks from the perspective of network construction or algorithm innovation. Furthermore, the classical algorithm for supporting hybrid networks community discovery is also introduced. [Result/conclusion] Through the systematic review of the community discovery of different types of hybrid networks, it provides a new perspective and method for subsequent network analysis research, meanwhile reveals the challenges and practical significance of its research in scientific structure. Finally this paper also looks forward to relevant research directions that may be further expanded in the future.

  • Transition and Development of Digital Resources Construction in Research Libraries——Taking the Libraries of Chinese Academy of Sciences as an Example

    Abstract: [Purpose/significance] This paper aims at summarizing the transition and development of digital resources construction, especially the second one triggered by open resources, and probing the future development direction of digital resources construction in the research libraries. [Method/process] This paper takes the Libraries of Chinese Academy of Sciences as an example to scrutinize the practice and effectiveness of the digital resources construction, and to anticipate the future development based on the construction of comprehensive science and technology resources and open resources, as well as the connection and presentation of knowledge elements. [Result/conclusion] Research libraries are faced with many problems in the transition of digital resources construction. The following suggestions are proposed in this paper:①developing the detailed digital resources construction schemas; ②allocating funds, manpower and technology rationally; ③clarifying use right of open resources and promoting open access movement; ④strengthening inter-library cooperation and sharing of open resources construction; ⑤strengthening cross-border cooperation in knowledge resources organization.

  • Strategic Planning of International Research Library and Its Enlightenment to China

    Abstract: [Purpose/significance]This paper analyzes the latest strategic planning of the international important research library, sums up its characteristics, provides reference for the formulation of the 14th five-year plan and the medium and long term plan of the research library of our country, and promotes the transformation and upgrading of the research library of our country in the information and digital environment.[Method/process] This paper analyzed the contents of the strategic planning text of the National Library of Medicine, the Library of Congress and the Library of University College London. According to the core development and characteristic development, it probed into the strategic objectives, development orientation and development path of the international important research library, and put forward the strategic planning framework of the library in the future-the three-in-one model of "human, material and affairs".[Result/conclusion] The international important research library actively responds to new changes of the information environment and the user needs, and the forward-looking layout promotes their transformation and upgrading.Our country should combine the reality, draw lessons from its advanced experience, should persist in taking the user as the center, pay attention to the librarian training and the technical development, focus on the construction of the resource system, support the open scientific activity, attach importance to the knowledge service construction, strengthen the function of the think tank, so as to promote the transformation of the research library and ensure the sustainable and high quality development of the research library.

  • A Review of Community Detection in Hybrid Networks with Multiple Nodes and Multiple Relationships

    Abstract: [Purpose/significance] By sorting out the community detection methods of multi-node and multi-relationship hybrid network, we can analyze the problems and difficulties existing in the community detection methods, and predict the development trend in the future.[Method/process] In this paper, the methods of multi-node type and multi-relation type hybrid network community detection were systematically reviewed, and were described from five aspects:based on probabilistic generation model, meta-path, seed node, expansion modularity and isomorphism of hybrid networks. This paper summarized the commonly used evaluation indicators for community detection in hybrid networks:Standardized Mutual Information(NMI), Adjusted Rand Index(ARI) and Modularity Q, and pointed out three application scenarios of social media, academic network and fraud detection.[Result/conclusion] This paper summarizes the applicability, advantages and disadvantages of the community detection methods of multi-node and multi-relationship hybrid network, reveals the challenges faced by the current development, provides a new perspective for the subsequent hybrid network analysis and research, and looks forward to the related research directions that may be further expanded in the future.

  • Impact of COVID-19 Pandemic on Science and Technology Development Worldwide and Its Enlightenment

    Abstract: The COVID-19 pandemic has catastrophically affected the economy, society, security, and health around the world, and it has also put forward the new requirements for the development of science and technology. Since then, many countries and regions, such as the United States, the United Kingdom, Germany, France, Japan, Russia, and European Union, have tried to solve the “dangers” and seek the “opportunities” by applying and developing science and technology. Therefore, these countries and regions are ambitious on scientific and technological strategic arrangements in digital economy, cutting-edge technology, biosafety, climate and environment, in order to accelerate economic recovery. With the introduction of the new trends of science and technology strategies in these countries and regions, this study summarizes the common strategic layouts on paying attention to cutting-edge technologies, advancing the digital economy, focusing on biosafety and health, and emphasizing the protection of the climate and environment, which shows five features, as digital, intelligent, human-oriented, ecological and national. Thus, we put forward suggestions for China’s forward-looking strategic layout of science and technology development: getting rid of the impact of the pandemic with the self-reliance and independent development of science and technology; formulating a data strategy to promote economic and social digital transformation; focusing on life and health to vigorously promote the construction of Healthy China; changing the development mode and persisting green development on ecology.

  • Building Scientific and Technological Innovation System of Adaptive to Economic and Social Development Trend

    Abstract: The S&T development has shown an accelerated and superimposed development trend in the 21st century. As the coming of new round of technological changes and the industrial revolution, the world has entered a new era of development with the dominated features of innovation. The global innovation patterns of S&T fields and countries change sharply under the strong driving force of the new demand of global economy. Based on the brief summary of global economic and social development trends, this study discusses the economic and social development trends of China including China’s total economic scale, population and aging, digital China and smart society, green ecological and safe agriculture, natural resources and energy, ecological environment, S&T and industry revolution and external competition challenges. The demand for S&T innovations are analyzed and discussed and nine main S&T innovation systems have been put forwarded that adapt to the general trend of economic and social development and support the construction of science and technology power, which including the science and technology innovation systems of basic scientific research, key core technologies, advanced information networks for the Digital China and the smart society, clean and renewable advanced energy, green and intelligent manufacturing, modern green ecological and sustainable and efficient agriculture, medical and health care of the Healthy China, ecology and environment of human-land harmonious coexistence of the Beautiful China, deep space and deep sea exploration, etc.

  • Research on Main Scientific and Technological Indicators of Science and Technology Power

    Abstract: China has set the strategic goals and tasks of accelerating the construction of an innovative country (in the year of 2035) and the world science and technology powerhouse (in the year of 2050). Based on a number of international authoritative indicator systems and reports on national competitiveness and innovation capability evaluation, this study concludes the important and typical scientific indicators. Through horizontal benchmarking analysis on various indicators with the performance of world science and technology powers such as the United States, this study reveals the performance and gaps of China on these various indicators, proposes the quantitative and qualitative targets for China to enter the forefront of innovative countries in 2035 and to construct the world-class science and technology powerhouse in 2050, and finally gives relevant development proposals.
