  • Research on the Library Empowerment in the Construction of New Public Cultural Spaces

    Abstract: The empowerment of libraries in shaping new public cultural spaces constitutes a core element of building a new public cultural infrastructure system and spatial service scenarios. This article employs deductive and inductive methods, along with case analyses, to explore a research framework for the role of libraries in the development of new public cultural spaces. The framework is analyzed across three dimensions: theoretical empowerment, practical empowerment, and standard empowerment. Additionally, the article proposes implementation pathways for the future development of new public cultural spaces in China. Theoretical empowerment involves guiding the construction model of main and branch libraries with third space theory, directing the socialized operation model with spatial production theory, and guiding the urban-rural cultural integration model with spatial justice theory. Practical modalities are shifting towards the extension of public cultural cloud space scenarios driven by digital transformation, the intelligent expansion of public library space transformation and operations, and the transition of urban cultural spatial services facilitated by the construction of the “City of Libraries”. Standard empowerment encompasses relevant standards and norms in library architecture, library services, and library assessments. Looking forward, libraries need to enhance development pathways by improving related standards, strengthening technological developments, aligning with practical industry needs, and constructing a comprehensive supply system. This will ultimately contribute to the establishment of a modern, independent public cultural service system with Chinese characteristics.

  • Research on Spatial Turn of Urban Public Cultural Services Purchased by Government

    Abstract: As an important guarantee mechanism to practice the governance concept of “people’s city”, exploring the effective path of government purchasing of urban public cultural services is the key to ensure the high-quality development of public cultural services. This study proposes a shift in public cultural space governance based on scenario theory and uses a case analysis method to analyze the overall progress and characteristics of the 33 urban public cultural spaces that won the “2022 Most Beautiful Public Cultural Space Competition in the Yangtze River Delta and Domestic Provinces and Cities”. It constructs a governance framework for government purchasing of urban public cultural services. The governance of government purchasing of urban public cultural spaces requires clarifying the guiding role of government departments, activating the potential participation of social forces, harnessing the leading role of the people, and exploring the value of synergistic co-creation among the three entities. To further address the practical challenges in government purchasing of urban public cultural services, such as the imbalance in the development of entities, the lack of fairness, and the misalignment of supply and demand, future efforts should focus on optimizing through dimensions like balanced development of entities, equitable government purchasing, and precise matching of supply and demand.

  • Research on Governance Innovation of Rural Public Cultural Spaces in the Context of Government Purchasing

    Abstract: The resolution of governance dilemmas and innovative models for government-purchased rural public cultural spaces are crucial for promoting the high-quality development of rural public cultural services under the strategy of rural cultural revitalization. This study, based on the analysis of typical cases showcasing the progress of governance practices in 39 rural public cultural spaces from the “Most Beautiful Public Cultural Spaces Contest in the Yangtze River Delta and Domestic Cities in 2021”, puts forward the characteristics and future strategies of government purchasing for the governance practices of rural public cultural spaces. The research reveals that the features of government-purchased rural public cultural spaces are manifested in the intertwining of governance scene design and service representation in time and space. The mechanism for realizing spatial governance becomes the core discourse of policy practice, and the collaborative value creation of spatial governance subjects needs further improvement. The “responsible” governance innovation in rural public cultural space governance requires exploring the path of multi-subject collaborative governance, tapping into the driving mechanisms of cultural institutions participating in rural cultural space governance, and refining the standard guidelines and regulatory systems for rural public cultural spaces.

  • Interpretation of Scientific Data Management Rule from the Two-dimensional Perspective of Data Life Cycle and Responsibility Stakeholders

    Abstract: [Purpose/significance] In order to better understand and implement the Scientific Data Management Rule, and promote the practice of scientific data management and sharing in China, the paper makes an interpretation of the Scientific Data Management Rule.[Method/process] From the two-dimensional perspective of Data Life Cycle and Responsibility Stakeholders, this paper makes an interpretation of the Scientific Data Management Rule.[Result/conclusion] The Scientific Data Management Rule has formed a scientific data management system based on data life cycle and responsibility stakeholders. The two aspects are integrated and complementary to each other, and together constitute the management system of "unified leadership, division of responsibility among departments and regions" in the management of scientific data in China.

  • IFLA and American Library Space Planning Guidelines and Enlightenment

    Abstract: [Purpose/significance] The purpose of this paper is to investigate and analyze the general situation and contents of foreign library spatial planning guidelines, and to provide reference for the development of Library spatial planning and guidelines in China.[Method/process] This paper used the method of network survey to obtain the guidelines of IFLA and the United States on library space planning, and used content analysis to analyze 7 special guidelines of library space planning from 3 dimensions:planning ideas and methods, planning contents and elements, planning procedures and steps.[Result/conclusion] IFLA and American library space planning guidelines are rich in content, wide in coverage, and highly flexible and applicable after continuous revision and improvement. The inspiration for the compilation of spatial planning guidelines in China:to formulate library spatial planning guidelines based on the existing standards and norms; to clarify the main body and stakeholders of the compilation of spatial planning guidelines; to follow the general process of library spatial planning guidelines; to clarify the core contents and principles of library spatial planning guidelines.

  • An Empirical Study on Spatial Cognition of University Library: From the Perspective of Stakeholders

    Abstract: [Purpose/significance] Aiming to understand the librarian and reader's cognition of library space, and to provide reference for the practice of space reengineering in university libraries.[Method/process] This paper used the methods of interview and questionnaire survey, studied the cognition of library space of university librarians and readers in Guangdong Province. From the perspective of stakeholders, this paper empirically analyzed the cognition and differences between the two in library space evaluation, space demand and space transformation by using the methods of literature investigation, interdisciplinary research, statistical analysis and descriptive analysis.[Result/conclusion] Librarians and readers generally agree on the value and function of library space. However, readers believe that library space should have 3 attributes of social, research and self-study, and librarians advocate setting up Group (group) study space and carrying out diversified space services. The spatial cognition of the two is different, supplemented by each other, which together constitute and perfect the direction and path of library space reengineering.

  • Award-Winning Case Study of Library Design in North America——From the Perspective of Building Space to Promote Reading

    Abstract: [Purpose/significance] The library is an important reading promotion agency. Investigation and research on typical cases of architectural space planning and design for libraries in North America to promote reading can provide references and references for the development of new library buildings in China. [Method/process] The article put forward the method of deduction and induction and took the library "space to promote reading" as the research perspective and content, By using the method of case analysis, this paper analyzes the contents and characteristics of reading promoting architectural space planning and design of 11 North American libraries that won the 2020 "ALA/IIDA Library Interior Design" and "AIA/ALA Library Architectural Design Award". [Result/conclusion] The space design of North American libraries to promote reading pays full attention to users’ reading needs and behavior differences, excellent historical elements and natural environment, to ensure that the architectural space supports and encourages users to read. The enlightenment to the architectural space design of libraries in my country is as follows: reconstruct library reading to promote space value recognition; play the supporting role of space in information literacy education; integrate development of reading space with geography and humanistic environment; build library space talent team and data resources library.

  • Research on Library Space Promoting Reading from the Perspective of Environmental Behavior Theory——A Sample Survey of Readers Under Fifty

    Abstract: [Purpose/significance] The reading behavior of readers can be promoted by optimizing and reconfiguring the elements that are conducive to reading in the library space. Analyzing the relationship between library physical space factors and readers’ reading behavior can provide evidence and reference for related research and practice. [Method/process] Based on the relevant theories of environmental behavior, the paper put forward the propositions and research models of library space to promote reading, and through descriptive statistical analysis, factor analysis and regression analysis, empirically studied the impact of different dimensions of library space factors on readers’ reading behavior. [Result/conclusion] The results show that library space equipment, space physiological environment, space design, space psychological environment, space activities, space vision, space services, and space network factors have a positive effect on readers’ reading behavior. Libraries should enhance the library’s ability to promote reading in terms of formulating codes of conduct, controlling adverse factors, enhancing space planning, and strengthening space marketing.

  • Research on the Framework of Library Space Guidelines

    Abstract: [Purpose/Significance] The Library Space Guide is a reference document first developed by IFLA, the United States and Australia to provide guidance for the construction of new libraries and space renovations. The purpose of this article is to explore and formulate the framework of core elements of library space guidelines in line with our country’s reality. [Method/Process] The general situation of library space guidelines at home and abroad was sorted out by the methods of literature research and network research, and the framework contents and development changes of 20 representative space guidelines were compared and analyzed by the methods of case analysis and content analysis. [Result/Conclusion] The research proposes that the core framework for the formulation of library space guidelines in China should include the planning and design of physical space and its elements, virtual space design, excellent cases of library space design, and resource appendices. The formulation of my country’s library space guidelines should draw on the existing space guideline formulation models, concepts and methods of IFLA and developed countries. Drafted and released by relevant stakeholders of research teams, libraries, space contractors and government, led by the library industry associations. And within a certain time frame, the guidelines will be updated and supplemented to meet the ever-changing needs of the external environment and realize the human nature, applicability and continuity of the guidelines.
