• Build New Development Pattern of “Double Cycle” of Scientific and Technological Innovation

    Abstract: The CPC Central Committee proposed to speed up the formation of a new development pattern of the domestic and international double cycles, with the domestic cycle being the main body of this pattern. Facing a complex international and domestic situation, scientific and technological innovation being the core driving force, it is of urgent need to explore and build a new development pattern of “double cycle” to suit our national needs. Hence, under the guidance of Hsue-shen Tsien’s thought on technological sciences and based on the original innovation function, secondary innovation function and potential innovation function of technological sciences, this study puts forward the strategic idea of constructing a new development pattern of “double cycle”of scientific and technological innovation with technological sciences as the core. We hope that through the three strategic paths of domestic big cycle, domestic and international double cycles, and international big cycle, the “double cycle” of scientific and technological innovation will promote the economic “double cycle” and provide macro-strategic reference for China’s scientific and technological self-reliance and integration into the international scientific and technological innovation pattern.

  • Fusing Boundary Between Biosecurity Governance and Science & Technology Governance—Institutional Logic and Reflection of China’s Biosecurity Governance System Construction

    Abstract: In China’s national security affairs, there is a close connection between biosecurity related issues and the development of contemporary science and technology. The design of biosecurity governance system also needs to consider science and technology as a complex variable. This study takes the governance of science and technology around biosecurity issues as a new subject to be focused on in the construction of a national biosecurity governance system. By reviewing the current research on biosecurity issues, the institutional conditions that could promote the integration level of biosecurity governance system and the governance system of science and technology are discussed. Meanwhile, the policy initiatives that could further incorporate scientific research into the biosecurity governance system and the entire national governance system are also explored.

  • Emphasis on Role of Technology Sciences in Supply Side Reform of Science and Technology Innovation

    Abstract: The concept of technology sciences was proposed by Mr. Tsien Hsue-shen. It occupies a middle position in the chain of basic science and engineering technology innovation and plays a bridging role. For a long time, the concept of technology sciences has been rarely mentioned in China’s science and technology policy making process, which to a certain extent has led China’s science and technology policy to either favor the basic research or the engineering and technology, which is not conducive to the output of major scientific and technological innovations. It can also lead to the occurrence of the “neck jam” phenomenon. In response to the above problems, the key role of technology sciences in the supply side of science and technology innovation is expounded through literature review and case study. In addition, we construct a whole chain model of science and technology innovation with basic science as its source and technology sciences as its core. This study puts forward countermeasures and suggestions from three perspectives: knowledge, talents, and policy. Through the supply side reform of science and technology innovation, the whole chain of science and technology innovation is accelerated to provide a strong source of driving force for innovation.
