• Practice and Thinking of Agency Level Budget Performance Evaluation Pilot in Chinese Academy of Sciences

    Abstract: In accordance with the request of Ministry of Finance, Chinese Academy of Sciences (CAS) conducts a pilot study of comprehensive budget performance evaluation among six affiliated institutes of CAS. The research gives a systematic reviewing analysis from the perspectives of the background of the pilot study, construction of the evaluation logic model, design of the evaluation indicator system, organization and implementation of the whole pilot study, and the resulted effects thereof based on the specific practices. In the meantime, upon exploring of issues, including but not limited to, coordination of all kinds of evaluation work, the uniqueness of science and technology field,and some problems rising in specific practices, the research brings out certain ideas and reflection on budget performance evaluation.

    Abstract: At the beginning of the 14th Five-Year Plan, China has further promoted high-quality and in-depth development of social economy, and made clear the action plan for transformation of intellectual property related work from the pursuit of quantity to high#2;quality development. Among them, how to stimulate the vitality of innovation subject through intellectual property protection is a systematic work, which needs in-depth study. Standard is an important part of global governance system and the national governance system, and an important way and means of national governance, which belongs to the scope of public power.From the perspective of intellectual property work aimed at protecting the innovation achievements from individuals or teams, the application and implementation of standards should become the key to the implement of intellectual property protection and innovation protection only by providing consistent support and guarantee for the whole chain of creation, application, protection, management and service of intellectual property rights, and ensuring the formation of work rules with clear power boundary, reasonable division of labor, consistent responsibility and power, and efficient operation, can we further help stimulate the vitality of innovation subjects, and build into an innovative country with the high-quality development of China’s social economy.

  • Thoughts on Comprehensive Scoring Method in Fiscal Performance Evaluation

    Abstract: Having practiced for more than 20 years, China has basically established the framework of fiscal performance evaluation system and method. As one of the majorly applied fiscal performance evaluation methods in China, Comprehensive Scoring Method (CSM) has played a critical role in the rapid promotion of performance evaluation practice due to its standardization, transparency, and operability. However, CSM is also challenged by certain problems, such as multi-dimensional hybrid evaluation, progress-focused evaluation, and poor reflection of the actual performance, and even it faced with severer challenges for its application in science and technology field. Based on the aforementioned problems, this study aims to systemically analyze the issues and disputes of CSM, and to bring up new options and ideas in the CSM reform based on the new demands of state full promotion of budget performance evaluation in the new era and related international practices.

  • Structuring and Organizing for 14th Five-Year Plan, Balancedly Promoting the Construction of Innovation Infrastructure

    Abstract: In recent years, with the basic and strategic role of new infrastructure in the economic and social development is increasingly prominent, its connotation from the initial 5G, the Internet of Things, and others gradually expanded to three types of infrastructure including information, integration, and innovation. Innovation infrastructure is the supporting platform for the development of information technology and technological progress, and it is also the driving force for the continuous evolution of new infrastructure forms and the continuous expansion of functions, and the inclusion of innovation infrastructure in the scope of new infrastructure construction reflects the full trust and eager expectation of China for scientific and technological innovation. It is of great significance to clarify the connotation and relationship of the three types of new infrastructure, to recognize the challenges faced by the current development of innovation infrastructure, and to lay out innovation infrastructure efficiently during the 14th Five-Year Plan to improve the quality and efficiency of supply of new infrastructure.

  • Research on the analysis method of large-scale scientific facilities cluster layout planning based on the correlation of scientific research output

    Abstract:

    [Objective] Large-scale scientific facilities play an important role in promoting the output of major scientific and technological achievements, and the collaborative innovation effect of its cluster development continues to lead the innovation and development of regional industries. In order to make the large-scale scientific facilities better play the synergistic effect, it is necessary to better plan the layout. [Methods] This study proposes a general analytical framework based on scientific research results. It can be used to assist in the analysis of the degree of interdisciplinary correlation between large-scale scientific facilities, as a supplement to demand-driven planning. Taking the Songshan Lake Science City in Guangdong as an example, collecting papers on existing large-scale facilities and large facilities of the same type in the world. Analyze the internal correlation of the data at the subject level to assist in judging the degree of matching and correlation between the planned layout of the facility and the existing facility. [Results] Existing devices have a high degree of correlation, and there is a possible complementary relationship, while the relationship between the large device Y and the existing device is relatively low. If the layout of this facility is to be proposed, further expert argumentation is required. [Limitations] This research mainly quantifies the connection between large-scale scientific facilities from the output results of the device, and can only provide an objective data perspective and auxiliary reference for decision makers. In the planning of large large-scale scientific facilities clusters, the more important is the overall national planning and the regional needs of large-scale scientific facilities. This method needs to integrate the internal principles, operation procedures and expert knowledge of large-scale scientific facility before it can play a real role in planning and layout. [Conclusions] The results show that this method can provide a forward-looking quantitative reference for the planning and layout of large-scale facilities to a certain extent, so as to provide a foreseeable and overall optimization plan for the coordination and future development of large-scale facilities.
