• Research on Quantitative Evaluation of the Chinese Public Data Authorization and Operation Policy Based on Text Analysis

    Abstract:   Purpose/Significance The establishment of public data authorization operation policies are crucial prerequisites for regulating data utilization and fostering data factorization reform. Quantitative evaluations of these policies can significantly enhance their quality. Method/Process This study analyzes the content of 274 relevant policies with the help of NVivo software, and constructs an evaluation index system using the PMC index model to quantitatively evaluate 24 specialized policies. Result/Conclusion The research shows that among the 24 specialized policies, 9 are good, 10 are passing, 5 are failing, and the policies as a whole are at the passing level. The policies’ contents have weak rewards and punishments, neglect of talent reserves, insufficient financial support, lack of publicity and guidance, and ambiguous work objectives in terms of management mechanisms, institutional safeguards, operational construction, and operational assessment. In addition, the policies show geographical and chronological differences, and the early policies pay more attention to the construction of operation services. Based on the results of the analysis, improvement suggestions are made in three aspects: policy promulgation, policy content and platform construction.

  • Influencing factors and driving mechanisms of communication effect of WeChat official accounts of scientific popularization journals: Taking Excellent Scientific Popularization Journals in China (2020) as examples

    Abstract: Purposes  To explore the influencing factors and driving mechanisms of communication effect of WeChat official accounts of scientific popularization journals, which is expected to provide suggestions for improving operational strategies and enhancing communicative power.
    Methods  Taking the latest edition of China's excellent scientific popularization journals (2020) as an example, we analyzed the factors influencing communication effect of WeChat official accounts using ordered logit regression model from four aspects: environment, techniques, content, and interaction. Furthermore, the fuzzy-set qualitative comparative analysis method was employed to explore the driving mechanisms that lead to favorable communication effect.
    Findings  The communication effect of WeChat official accounts of scientific popularization journals is influenced by multiple factors. Among them, content and interaction are the core aspects, while environment and techniques play marginal roles. Three driving mechanisms, namely environmental priority, strategy-oriented, and comprehensive driving, contribute to the achievement of favorable communication effect.
    Conclusions  To enhance the communication effect of WeChat official accounts of scientific popularization journals, it is suggested to give full play to environmental advantages and optimize platform construction; establish marketing concept and improve push strategy; adhere to knowledge leading and innovative content output; build user links and enhance interaction.
     

  • Research on the Operation Mechanism and Optimization Strategy of Reviewers’ Academic Discourse Right from the Perspective of the Academic Community

    Abstract: Purposes To explore the problems and obstacles in the process of exercising the reviewers' academic discourse right, and to explore the enhancement strategies of the reviewers' academic discourse right, so as to provide reference for optimizing the peer review mechanism. Methods Systematically sort out the review process, clarify the rights and obligations of each subject, establish a model for the operation mechanism of reviewers' academic discourse right, and propose optimization strategies for the current situation of reviewers' academic discourse rights. Findings The model proposed in this paper can effectively simulate the peer review process under the ideal state, which provides a clear perspective for the in-depth examination of the game process of different players competing for academic discourse, and also provides an opportunity to find strategies to enhance the academic discourse of reviewers. Conclusions The establishment of a standardized peer review process and a perfect incentive mechanism can provide better protection for reviewers to exercise their right to academic discourse, promote the formation of a good academic ecology, and promote academic prosperity.

  • NPCN: A New Method of Patent Citations Normalization Based on Ego Patent Citation Networks

    Abstract: [Purpose/Significance] The number of citations received by patents is an important indicator to measure the influence of patents. Since the citation potential of patents varies greatly by disciplines and publication years, the number of citations received by patents needs to be normalized before crossdisciplinary comparison and cross-year comparison. [Method/Process] Based on ego patent citation network, we constructed a new method, NPCN, to normalize patent citations. Besides, we took patents granted from 2005 to 2010 of 3D printing indexed in Dimensions to verify the effective of NPCN. Specially, we divided these patents into different disciplines with Fields of Research (FoR) and compared the distribution of patent citations and NPCN of patents in different disciplines and publication years. Besides, we also selected the mean method、reference patents method、Z-score method and NPCN methods and compared them with each other in correlation with patent citations. [Results/Conclusions] Patents of 3D printing are categorized into 22 FoR. And it is different between patents in the number of citations. After normalized, the difference between patents in different disciplines and publication years is smaller and a normalized citation distribution is shown. In correlation with patent citations, NPCN is less correlated with patent citations than other normalized methods.
