• New frontier in race for deep space exploration: Lunar water resources

    Abstract: Deep space exploration has become the commanding heights of science and technology competition. Since the beginning of the 21st century, China has successfully completed the lunar exploration missions of “orbiting, landing, and returning” in just twenty years, and upgraded to a new roadmap of “survey, construction, and utilization”. Meanwhile, lunar exploration worldwide has shown a trend towards normalization and commercialization. The research on lunar water resources has sparked widespread interest and intense competition among countries and space agencies, marking a new focus in human’s deep space exploration. The exploration of lunar water can help reveal crucial processes in the formation and evolution of the Earth-Moon system and even the entire solar system. It stands as a forefront in planetary science research and a key focus in discipline construction. The development of lunar water resources can provide fuel for future deep space exploration missions and ensure the long-term survival of humans on the Moon. It is an inevitable choice for countries and organizations worldwide to expand and deepen international cooperation, jointly utilizing extraterrestrial resources for the benefit of humanity. Combining the status and future trends of lunar water resource exploration, this study analyzes the opportunities and challenges in China's deep space exploration program and the development of planetary science disciplines. It proposes strategies and suggestions based on the national context to seize the commanding heights of science and technology competition.

  • Synthetical solution of disaster risk reduction and green development: A novel mode promoting high-quality development in mountain areas of China

    Abstract: China is a mountainous country, with hills, mountains, and plateaus cover about two-thirds of its total land area. The vast area, huge population, rich natural resources, and great potential of development in mountain areas make them the most important “rear garden” supporting the sustainable development of the whole country. Nevertheless, China’s mountain areas are also prone to various kinds of natural disasters, and thus formed a scenario of high overlap between the high-risk zone of natural disasters and the lagging zone of social and economic development. And such scenario has caused significant waste of various related inputs, and becoming a key obstacle to the goal of modernization for mountain areas in sync with other regions by 2035. Based on a systematic analysis of main challenges faced by disaster risk reduction and green development in mountain areas, the study innovates the “Disaster –Environment–Human” green synergy theory based on the human and environment harmonization theory. After that, a novel synergy mode of disaster risk reduction and green development is proposed, and its synergy mechanisms, main synergy paths, and various synergy technologies are analyzed. The synergy theory and mode were applied in a demonstration zone named Reshui River basin located in Xide County, Liangshan Yi Autonomous Prefecture, Sichuan Province, the first demonstration zone of the synergy mode of disaster risk reduction and green development in China. Finally, the feasibility and the specific paths of promoting the synergism mode are analyzed in mountain areas nationwide. This study can not only guide the consolidation of poverty alleviation achievements, promote the practice of rural revitalization strategy, but also help to improve the capability of comprehensive governance and promote the modernization progress in mountain areas of China.

    Abstract:2016年5月30日,习近平总书记发出了“为建设世界科技强国而奋斗”的号召,提出了“三步走”的战略。文章深入分析了青年科技人才是建设世界科技强国的一支重要力量,要团结带领广大青年科技人才为建设世界科技强国建功立业。同时,文章指出建设世界科技强国也为青年科技人才发展提供了难得的历史机遇,青年科技人才应该勇做创新先锋。此外,文章从三方面论述了青年科技人才如何为建设世界科技强国贡献自己的力量,要主动担当起国家创新发展的历史使命。

  • 平流层爆发性增温事件中大气准16日行星波的研究

    Abstract: A minor sudden stratospheric warming(SSW) event occurred in the early and middle January of 2014. The amplitude of increasing temperature was about 25K , the zonal eastward wind became weaker and shifted its direction until the early February. The planetary waves (PWs) are believed to have significant role in SSW events. So using the wind data detected by 5 meteor radars at low and middle latitude of northern hemisphere near 120 , we studied the PWs during this minor SSW event. Results show that the enhanced quasi 16-day PWs can be found at mesosphere and lower thermosphere (MLT) region. The enhancement of quasi 16-day waves were prior to the warming, and the quasi 16-day PWs had mostly the strongest amplitude when the polar temperature reach its peak. This demonstrates the coupling between low and middle latitude MLT region and SSW. Furthermore, we used the reanalysis data from the European Centre for Medium-range Weather Forecasts (ECMWF) to investigate the wave coupling between stratosphere and mesosphere. The band pass filter of the stratospheric temperature shows that quasi 16-day PWs propagated period lower latitude to the pole, meanwhile the zero-wind line moved from low latitude to high latitude, indicating a dynamical connection between the 16-day PWs and SSW.
