• A Content Analysis of the Internet Content Policies and Regulations in China

    Abstract: [Purpose/significance] This paper aims to describe and analyze the basic information and text content of the Internet content policies and regulations at the national level, find the existing problems, compare them with those in the foreign countries and put forward the solutions, so as to provide legal protection for China's internet content governance.[Method/process] 202 documents were collected from the websites of relative governments and the database of polices and regulations. Based on the content analysis method, we put the 202 documents into Nvivo11. On one hand, the basic information of the documents was analyzed from the aspects of the year of policy and regulation issuance, the issuing government agency and the form of policy and regulation issuance. One the other hand, the content of the documents was analyzed from the perspectives of Internet content subjects and internet content objects. In the meanwhile, a co-word analysis was conducted. Based on the social network analysis method, the cooperative network diagram of the issuing government agencies was drawn through VOSviewer.[Result/conclusion] The study finds that there are still some problems for China's Internet content policies and regulations. Firstly, the legislative subjects are diverse. Secondly, the legislation level is low. Thirdly, the quality of the policies and regulations is yet to be improved. To solve these problems, efforts should be taken to reform the management system, speed up the promulgation of the policies and regulations of the key areas, improve the policies and regulations related to the ISPS, and clarify the standard of the illegal content.
