Abstract： Purposes  The fusion model of Blockchain&IPFS technology and open peer review of sci-tech journals is bulit in the paper,it could solve some problems existing in the open peer review model, and explore a high-quality academic review system.  Methods  By analyzing the necessity and problems of open peer review mode, and combining with the internal logic of Blockchain&IPFS technology to solve these problems, the fusion mode of Blockchain&IPFS technology and open peer review was constructed. Findings Through the integration mode of Blockchain&IPFS technology and open peer review, the problems of identity authentication and participation scope of all parties involved in the review were effectively solved, and two incentive mechanisms, academic reputation evaluation and material reward were put forward, It can form effective constraints while enhancing the enthusiasm of all parties involved. Conclusions  Blockchain technology can effectively solve some problems existing in the current open peer review, while ensuring the fairness and openness of peer review, it can also effectively ensure the security and privacy of information of all parties involved. However, realizing the real implementation of the integration model is still an ongoing battle, which needs further in-depth study in policy, infrastructure and technology.
