Abstract: [Purpose/significance] This study proposes a new quantitative indicator:document theme novelty, through document theme novelty detection research with natural language pairs method, to discuss the feasibility, advantages and disadvantages as well as the novelty, and to explore its relationship among document theme novelty, F1000 recommend literature and citation index.[Method/process] Based on the F1000, this paper selected hematology theme literatures which were recommended nearly a month, then returned to Pubmed to search closely related literatures within six months before the publication of each recommended one to constitute the whole documents. The paper defined the concept of natural language theme novelty and calculation formula, used Oracle database with PL/SQL programming language, and extracted natural language word through MetaMap software for the calculation of the document theme novelty.[Result/conclusion] There is a certain feasibility in the novelty detection of literature theme operation of natural language method. Document theme novelty value, F1000 recommended literature, and citation index don't show the equivalence relation. They belong to different dimensions and different categories of scientific papers assessment, and cannot be treated as the same. It suggests that document theme novelty indicator should combine with peer review, literature metrology index, and other related thesis evaluation indexes for comprehensive evaluation of the literature analysis, to select high quality literature for recommendations.

Abstract: [Purpose/significance] The establishment of a cooperative alliance is a new trend for the collaborative development of university think tanks. The selection of members as the primary link in the construction of university think tank alliances is of great significance to the cooperation and long-term development of think tanks. This paper studies the influencing factors of member selection of think tank alliance in universities in China, in order to provide reference for relevant theory and practice. [Method/process] This paper constructed the influence factor model of university think tank alliance member selection, used questionnaire survey method and SPSS software to test and empirically analyze the influence factor model of college think tank alliance member selection. [Result/conclusion] The university think tank alliance can choose its members from five aspects:social recognition, compatibility, resource advantage, capability performance and cooperation.

Abstract: [Purpose/significance] The plan S has attracted wide attention at home and abroad since 2018. It is essential and urgent to analyze the background, content and feedback of the plan S.[Method/process] This paper used the method of literature research and content analysis. Based on the analysis of the open access, it further explores the content, the challenge of the plan S and its enlightenment for China.[Result/conclusion] The plan S may have impact on the journal publishing, library alliance, scientific researchers, small association publishers and data security.

Abstract: [Purpose/significance] There are several approaches for journals to shift from a subscription mode to an open access mode. Subscription for Open (S2O) is an emerging model that has been gradually recognized and accepted by more and more traditional publishers transitioning to open access. [Method/process] This paper used the method of literature research and content analysis. Combining the background and development of the S2O model, this paper compared the differences between 75 S2O model journals of 9 publishers. [Result/conclusion] Potential problems with the S2O model include the loss of subscribers, obstacles to the library’s budget review, and poor transparency of the subscription cost. The solutions include the funding supplement mechanism and the provision of usage data for the S2O model journals. Finally, the S2O model provides publishers with a new approach of open access conversion. It is conducive to ensuring the development of non-profit publishers and bringing important inspiration or reference value to the theory and practice of open access in China.

Abstract: [Purpose/significance] To evaluate the important academic contribution of the book in perfecting and developing the discipline system of "five metrics". [Method/process] This paper analyzed the core value of the book in the improvement and new development of the discipline system of "five metrics" from four aspects of Altmetrics theory, tool, method and application. [Result/conclusion] Published as a series of research books on metrology, the book demonstrates the close relationship between Altmetrics and "five metrics", and has special academic value and application significance for promoting the future application and development of Altmetrics.

Abstract: [Purpose/significance] To explore the influence of open peer review (OPR) on the citation and social attention of journal papers. [Method/process] By using the descriptive statistical analysis and paired sample nonparametric test, we analyzed the difference in the journals' age, age since being indexed by SCI database, nationality, publication cycle, open access, transparency level of peer review, citation and Altmetrics between OPR journals and the non-OPR journals. We also explored the influence of the general characteristics on the citation and Altmetrics of the OPR journal papers. We tested the relationship between the citation and Altmetrics of OPR journals. [Result/conclusion] OPR journal papers have significant advantages in citation and Altmetrics. Country has significant influence on citation, and publication cycle has significant influence on citation and Altmetrics. The citation of OPR journal papers is significantly positively correlated with the Altmetrics.
