Abstract: [Purpose/significance] The theory of knowledge element model is used to study the optimization path of the knowledge service effect of government Website, and the visual representation technology is helpful to reduce the operating load and the cognitive load of the information processing of the government users under the big data environment.[Method/process] According to the related knowledge element model, the six-tuple knowledge element representation method and the knowledge element ontology four tuple structures are deduced, which conforms to the characteristics of the information resources of the government Website. The TextRank and HDP algorithms are used to extract the key words and the subject words of the government Website information resources, and the domain experts determine the knowledge according to the extraction results. A visual representation model of government Website information resources knowledge element is constructed, which includes knowledge element ontology database generation and visual knowledge service.[Result/conclusion] The shared bicycle as an example issued by the government Website tests the effectiveness and feasibility of the visual representation model of knowledge element, and it provides a new research idea for the transition from government Website document's coarse-grained service to the knowledge element as a unit of fine-grained service, also with the help of visual knowledge services, the structured navigation of government information and the effect of user interpretation of domain text semantics are enhanced.

Abstract: [Purpose/significance] The concept of knowledge fusion is innovatively introduced into policy-making, through the in-depth excavation and utilization of massive government website information resources with multiple policy-making support values, to improve the level of policy-making.[Method/process] In view of the different policy-making support value of government website information resources, this paper analyzes the knowledge fusion service demand and function positioning in the policy-making process. Based on this, a knowledge fusion service model for policy-making of government website information resources is constructed, and takes the knowledge fusion of related government website information resources in the field of "reforms to streamline administration, delegate more powers, improve regulation and provide better services" as an example to describe the application scenario of the model.[Result/conclusion] The model can provide new perspectives, ideas and ways for the construction of the current party and government leadership scientific decision support service platform.

Abstract: [Purpose/significance] Identifying the trajectory of development is of great importance to scientific and technological innovations. However, existing methods such as expert interviews and citation analysis cannot meet the current situation of the explosive growth of literature. In response to this problem, this paper proposes a new identification method of filed development trajectory. [Method/process] This method identifies the research topics and related scholars by using Kmeans ++ and spectral clustering algorithms with the keyword-scholar matrix, calculates the correlation between different topics, and finally visualizes the trajectory of developmen. [Result/conclusion] Through the empirical analysis of the field of artificial intelligence, the results show that the method can effectively reflect the evolution of the topic of field research, help researchers quickly locate popular research topics and focuses, and enrich the research methods related to the trajectory of field development.

Abstract: [Purpose/significance] The National Science Fund for Distinguished Young Scholars Project (JieQing Fund) has implemented more than 25 years, all the JieQing winners presented the growing trend of older in age, researcher's age funding for heterogeneity about JieQing implement performance has great meaning in managing the JieQing Fund in future.[Method/process] The object of the empirical in the paper was JieQing Fund from 1994 to 2018 in Earth Science. The research built three evaluation indexes which included scientific research paper output efficiency, innovation ability and academical influence. And put forward the "Input of human capital in science and technology-output of scientific research" model to explain the research results. The research used DID model to overcome the sample selective bias which may have bad influence in inner problems, at last, the study researched the heterogeneity in age when implement the JieQing Fund.[Result/conclusion] The results show that there is older trend of aging and 45 years old phenomenon among the scientists. The JieQing Fund has been in place for 20 years. The proportion of hypothesis supports that the older the subsidy age is, the better the subsidy effect is lower. Among the three evaluation indexes, the years with the largest funding effect and the age between 39 and 42 years accounted for the largest proportion in the 20 years of the implementation of the JieQing Fund. Therefore, no matter from all the JieQing Fund purpose, three evaluation indexes, JieQing Fund should avoid older tendency, expand funding for young excellent talents.

Abstract: [Purpose/significance] Due to the advanced nature of emerging technologies, they are often marginalized at the initial stage of formation. Most of present researches forecast emerging technologies by analyzing the mainstream technology development path, which would neglect some research that disrupts existing technology routes. By analyzing outlier patents that are less similar to the mainstream technologies in the field, it can identify and forecast the future emerging technologies more effectively.[Method/process] This paper presented an outlier patent identification and emerging technology prediction method based on deep learning. Firstly, the Bert pre-trained model was used to construct the similarity network based on texts of patents and outlier patents identification. The relationship model between outlier patent indicators and technical influence was then built based on DNN model, thus realizing the fast and accurate emerging technology prediction using large-scale outlier patents. Finally, an empirical analysis was conducted in the field of numerical control system with all patents applied in the last ten years obtained from DI database.[Result/conclusion] The result of empirical analysis in the field of numerical control system not only verifies the validity of the model, but also has important guiding significance to the formulation of national technology development policy and the technology layout of enterprises in related fields.
