• Construction and Empirical Study of Generic Technology Identification Method——Taking IC industry as an Example

    Abstract: [Purpose/significance] This paper constructs a new method to identify the generic technology of the industry. It provides scientific decision-making basis for science and technology management, scientific research and enterprise R & D. [Method/process] Through concept discrimination and feature judgment, the most important characteristics of generic technology were determined to be fundamentality and universality. The centrality index and structure hole index were used to measure the fundamentality of technology. The count of technology covering industries/ inter industry technology fields/intra industry technology fields were used to measure the universality of technology. Entropy weight method was used to give weight to each index, combined with four quadrant analysis method to identify industry generic technology. [Result/conclusion] Taking the integrated circuit industry as an empirical study example, the feasibility and effectiveness of the method are preliminarily verified by literature research.

    Abstract: [Purpose/significance] Artificial Intelligence is triggering a chain reaction-like scientific breakthrough, leading a new round of scientific and technological revolution and industrial transformation, how to use AI to provide Intelligent Knowledge Services and Intelligent Information system is the current focus of attention and hot spot. [Method/process] This paper analyzed AI technology and big data from inside and outside the library and information domain to bring new platforms, new services and new opportunities and challenges to the knowledge service paradigm, and provided the idea of building the Intelligent Knowledge Service ecosystem driven by "AI technology and big data", and built the "science brain" method from the three levels of intelligent data, wisdom center and intelligence service, and provided an open intelligent knowledge service ecological environment covering science and technology management, scientific and technological innovation and social academic information environment. [Result/conclusion] As an exploration building of National Science Library Chinese Academy of Sciences, about Data Lake of Library and Information, Intelligent Knowledge Service engine, Intelligent Knowledge Discovery, Intelligent Knowledge Management, Intelligent Knowledge Analysis and Intelligent Sense Environment, and good results have been achieved. In the future, AI technology for big data government, fine-grained knowledge recognition, precision service and so on, still need to be further improved in data, technology and service models.

  • A Review of Early Recognition of Breakthrough Innovations and the Weak Signal Analysis

    Abstract: [Purpose/significance] This paper has summarized disadvantages of various recognition methods of breakthrough researches by comparing and analyzing these methods. Then this study has introduced weak signals into the identification of radical innovation, focusing on various types of weak signal (especially weak ties)with a view to achieving early prediction.[Method/process] Firstly, by analyzing the existing recognition methods, this paper summarized the main problems and pointed out the necessity of weak signal research. Then, this study introduced the concept and representation of weak signal from different disciplines summarized the characteristics of weak signal and combed several methods of weak signal identification. Finally, this paper introduced the connotation and application of weak ties, and proposed that the algorithm model that integrates multiple relationships can realize the effective fusion of various weak ties and obtain more clear directional information.[Result/conclusion] In the frontier research, most attention is paid to strong ties such as reference relations between literatures and semantic relations between topic terms. However, weak ties contain more diverse information, and strengthening the analysis of them can enable early recognition of breakthrough research frontier. In the future, it is necessary to seek effective methods to capture weak ties and further dig out the evolution of the theme such as:using high-order network models to analyze weak ties to improve the accuracy of early recognition.
