  • Strengthen and optimize professional talent team building to enhance effectiveness of large-scale research infrastructures

    Abstract: The construction and operation of large-scale research infrastructures involves not only basic scientific research issues, but also complex engineering and management issues. Therefore, strengthening and optimizing professional talent team-building is a key factor in comprehensively improving the effectiveness of large-scale research infrastructures. However, current management system of these infrastructures pays insufficient attention to professional engineering and technical talents and management talents in terms of financial support, talent evaluation, and incentive system construction, which has seriously reduced the stability and work enthusiasm of these talents, which in turn directly restricts the scientific and social benefits of the infrastructures. By investigating several typical domestic large-scale research infrastructures, this study sorts out their problems and difficulties in professional talent team-building. On this basis, combined with the advanced experience of international related infrastructures, this study puts forward three policy suggestions, aiming to enable China to better rely on large-scale research infrastructures to become a world scientific and technological power.

  • Research on Chinese data sovereignty policy based on LDA model and policy instruments

    Abstract: Data sovereignty has become an important component of national sovereignty in the dual context of the digital economy development and the overall national security concept. Major countries and regions are actively carrying out data sovereignty strategic deployment and engaging in fierce competition in data resources, data technology, and data rules. This work adopts the policy text analysis method to study China’s data sovereignty policy, and employs the LDA model and policy instruments to quantitatively analyze the process evolution and thematic characteristics of China’s data sovereignty policy. Drawing on these findings, this study comprehensively considers the global data sovereignty policy and puts forward four policy recommendations: actively lead and participate in the formulation of international rules, optimize the data export security assessment process, improve the standard contract template for personal information export, and strengthen the legal protection of data security.

  • Research on boundary reconstruction and government supervision strategy for digital platform

    Abstract: Digital platform is the most important form of organization in the digital era. How to clarify the boundary between platform autonomy and government regulation so as to exert the order maintenance function of platforms effectively is the key issue in the region of the digital economy governance. This study firstly introduces the basic model of platform autonomy and the regulatory challenges it faces, basing on the background of the emergence of digital platform autonomy. Secondly, through a comparative analysis of the regulatory theories and legal policies of the digital platform autonomy in the European Union and the United States, this study summarizes the advantages and disadvantages of different models. Finally, aiming at the fuzzy boundary of digital platform autonomy in China, as well as the dilemma between over-tolerance and over-regulation in government regulation, on the basis of the reconstruction of the governance boundary, this study puts forward policy recommendations such as changing extensive rigid supervision to prudent and flexible regulation, changing mandatory supervision to cooperative regulation, changing after supervision to whole-process regulation; at the same time, the study proposes to strengthen the compliance capacity building of digital platforms, in order to promote the standardized and healthy sustainable development of China’s platform economy.

  • Strengthen establishment of application-supported major science and technology infrastructure to enhance basic capacity of science and technology for high-quality development

    Abstract: From “Two Bombs and One Satellite” to Five-hundred-meter Aperture Spherical Radio Telescope (FAST), from ground zero to the center stage of the world, China has unswervingly followed the path of independent innovation with distinctive characteristics. After the development of nearly half a century, breakthroughs have been made in several key areas. The position, implication, and classification of major scientific and technological infrastructures are constantly changing under the new situation. Based on an in-depth investigation of major scientific and technological infrastructure such as high-efficiency and low-carbon gas turbine research facility, it is believed that the construction of application-supported major scientific and technological infrastructure in China still faces challenges and problems, such as the relative lack of user groups and the under-implementation of scientific and technological achievements. In view of the major opportunities brought by the new round of scientific and technological revolution and industrial transformation in China with the urgent need to achieve sci-tech self-reliance, self-strengthening, and high-quality development, three countermeasures and suggestions are put forward to optimize the management system of project establishment, construction, and acceptance, strengthen the operation management and evaluation of application-supported major scientific and technological infrastructure, and increase the support for the transformation and industrialization of scientific and technological achievements. This study provides a reference and basis for future infrastructure planning, management mechanism improvement, and policy development.

  • Impact of CHIPS and Science Act of 2022 on China’s related industries and policy suggestions

    Abstract: As the cornerstone of modern information technology, chips are the strategic commanding heights of competition game and industrial development of countries all over the world. In recent years, the United States has taken advantage of its technological advances to successively introduce chip laws against China, which seriously violates the laws of market economy and has a significant impact on the global semiconductor industry chain. This study first sorts out the development pattern of the global semiconductor industry, and then introduces the background, content and purpose of CHIPS and Science Act of 2022. Then, it analyzes the impact of the Act on the global chip market, China’s chip industry and other related industries, and China’s economy. Finally, it puts forward countermeasures based on China’s actual conditions.

  • Exploration and reflection on interaction mechanism between transformation of scientific communication models and technological innovation

    Abstract: In today’s rapidly advancing technological landscape, science communication is closely intertwined with technological innovation, serving as a crucial element in influencing a country’s technological competitiveness and competing for the global scientific and technological discourse. This study delves into the historical context of science communication and the theoretical research and paradigm shifts surrounding it. It explores the symbiotic relationship between science communication and technological innovation, uncovering the mechanisms of their interactions. On this basis, the study examines exemplary practices in promoting science communication in major developed countries. In light of China’s current state of science communication, tentative strategies are proposed to enhance the nation’s endeavors in the realm of science communication.

  • Research on integration of innovation chain, industrial chain, fund chain, and talent chain

    Abstract: Promoting the integrated development of innovation chain, industrial chain, capital chain, and talent chain is of great significance to the high-quality development of the economy, and its essence is to reduce the various barriers faced by the flow of innovation elements across organizational boundaries, improve the allocation efficiency, better stimulate the main role of enterprises in scientific and technological innovation, and enhance the overall efficiency of the national innovation system. This study analyzes “four chain” integration and puts forward the following suggestions. First, promote the systematic layout and systematic implementation of scientific and technological innovation policies. Second, explore the construction of “big science and technology intermediaries”, and build a deliberative decision-making mechanism and market-oriented pricing mechanism that conform to the law of innovation. Third, accelerate the formulation of implementation rules for the transformation of scientific and technological achievements, and clarify the boundaries of responsibilities and rights. Fourth, focus on the development needs of the industrial chain innovation chain, and make forward-looking deployment and construction of the talent chain. Fifth, strengthen the supporting role of fiscal and taxation policies in scientific and technological innovation. Sixth, strengthen the innovation of application scenarios and help increase the market acceptance of domestic new technologies and new products.

  • Building new paradigm of digital intelligence security for new development pattern

    Abstract: After the 20th National Congress of the Communist Party of China, China has entered a new era of development. Simultaneously, the rapid advancement and extensive application of artificial intelligent technologies have activated a new wave of economic potential and brought about new security challenges to socioeconomic development. This study firstly analyzes the characteristics of the new development pattern in global contexts, and examines the risks and challenges of digital intelligence security (DIS) under the new pattern, encompassing technological security and personal security at the micro-level, as well as economic security, social security, and cultural security at the macro-level. Based on this analysis, the study proposes the basic methodology for constructing a new paradigm for DIS, which includes enhancing the security of intelligent technology itself, ensuring DIS through intelligent technologies, and establishing relevant legislation, regulations, and policies. Finally, the study explores the dialectical and synergistic relationship between DIS and the new development pattern, providing guidance for ensuring the healthy and sustainable development of social and economic development in the new era.

  • Forecast of China’s economic growth rate in 2024 and policy suggestions

    Abstract: In 2023, China’s economy maintained a recovery trend after the epidemic. However, the economic recovery showed the characteristics of wave-like development, and it is expected that China’s economy will grow steadily and rapidly in 2024. This study introduces a comprehensive approach to forecasting annual GDP growth, integrating input-output models, econometric models, prosperity analysis, expert insights, and scenario analysis. Reviewing China’s economic performance in 2023 and the prevailing global and domestic conditions, it is projected that China’s GDP growth rate will be around 5.3% in 2024. Based on this analysis, several policy recommendations are suggested, namely, intensifying macro-control policies for both cyclical and counter-cyclical phases; elevating the industrial chain’s modernization to enhance its resilience and competitiveness; and providing steady support to the growth of small and medium-sized enterprises.

  • Digital economy enables Chinese path to modernization

    Abstract: Firstly, from the perspective of the internal consistency between the characteristics of Chinese path to modernization and the Internet spirit, this study reveals the importance of developing the digital economy for achieving Chinese path to modernization, and expounds the internal logic of digital economy enabling Chinese path to modernization. Then, it analyzes the challenges and problems faced by the construction of Chinese path to modernization from the aspects of the construction of basic scientific and technological capacity of digital economy, the coordination mechanism of data elements, the structural imbalance of digital development, governance system and security system. Finally, based on the actual situation of China’s new development pattern, policy suggestions are put forward from four aspects: deepening the mechanism to strengthen core technology research and development, improving the construction of data infrastructure systems, improving the problem of imbalanced and insufficient development, and innovating the collaborative governance mechanism between the government and the market.

  • 基于“物理—事理—人理”的多源异构大数据融合探究

    Abstract: In the era of multi-source heterogeneous big data, big data presents new features such as cross, diversity and variability. The applications of big data in a wider range of fields have new requirements for data fusion. Under this background, the connotation of data fusion is enriched and expanded. The generalized data fusion includes the fusion of data resources, the fusion of model methods, and the fusion of decision-makers’ knowledge and experience. This study analyzes the characteristics of multi-source heterogeneous data fusion at three different fusion levels: data level, information level and decision level, and discusses challenges for data fusion in storage, application and analysis technology, data management as well as value determination. What’s more, corresponding suggestions are putted forward, which benefit for enterprises, government and other entities to effectively manage data resources and provide reference for more in-depth data fusion analysis.

  • 我国银行业技术创新发展的问题分析与建议

    Abstract: With the deep integration of science and technology into industrial transformation, the technological innovation in China’s banking industry has reached a new level with growing capacity for innovation, relying on the “dual-wheel” innovation-driven development of business and technology. However, there are still problems and challenges for the technological innovation and development in China’s banking industry, such as concerns about the safety of key information infrastructure and high dependence on foreign sources for core technology. It is urgent to build a relatively complete, self-reliant, stable, and secure banking technology system. This study reviews the development process and main achievements of technological innovation in China’s banking industry, analyzes the major problems in the technological innovation and development in China’s banking industry from five aspects, including technological power, talent cultivation, data governance, organizational construction, and regulatory technology development, and further proposes comprehensive countermeasures, such as improving the innovation guidance policies, and enhancing the supplydemand matching mechanism for core technology.

  • 加强企业基础研究能力,弥补国家创新体系短板

    Abstract: Basic research is the source of technological innovation, and currently, public research entities are the main force behind basic research. However, demand-driven research in the Pasteur quadrant and Edison quadrant requires firms to play a major role. The experience of the United States has shown that large firms can directly bridge the gap between science and industrial demand, improve industrial competitiveness, and the key lies in improving their scientific capabilities. Encouraging large firms to invest in demand-driven basic research can accelerate the transfer and transformation of scientific and technological achievements, increase the industrialization of basic research, and fill the demand-side gap in China’s innovation system. Therefore, the government should encourage large firms to become new forces in basic research from multiple dimensions, enhance the international market competitiveness of Chinese firms, and truly achieve technological selfreliance and self-strengthening.
