• Strengthen and optimize professional talent team building to enhance effectiveness of large-scale research infrastructures

    Abstract: The construction and operation of large-scale research infrastructures involves not only basic scientific research issues, but also complex engineering and management issues. Therefore, strengthening and optimizing professional talent team-building is a key factor in comprehensively improving the effectiveness of large-scale research infrastructures. However, current management system of these infrastructures pays insufficient attention to professional engineering and technical talents and management talents in terms of financial support, talent evaluation, and incentive system construction, which has seriously reduced the stability and work enthusiasm of these talents, which in turn directly restricts the scientific and social benefits of the infrastructures. By investigating several typical domestic large-scale research infrastructures, this study sorts out their problems and difficulties in professional talent team-building. On this basis, combined with the advanced experience of international related infrastructures, this study puts forward three policy suggestions, aiming to enable China to better rely on large-scale research infrastructures to become a world scientific and technological power.

  • Research on Chinese data sovereignty policy based on LDA model and policy instruments

    Abstract: Data sovereignty has become an important component of national sovereignty in the dual context of the digital economy development and the overall national security concept. Major countries and regions are actively carrying out data sovereignty strategic deployment and engaging in fierce competition in data resources, data technology, and data rules. This work adopts the policy text analysis method to study China’s data sovereignty policy, and employs the LDA model and policy instruments to quantitatively analyze the process evolution and thematic characteristics of China’s data sovereignty policy. Drawing on these findings, this study comprehensively considers the global data sovereignty policy and puts forward four policy recommendations: actively lead and participate in the formulation of international rules, optimize the data export security assessment process, improve the standard contract template for personal information export, and strengthen the legal protection of data security.

  • Strengthen establishment of application-supported major science and technology infrastructure to enhance basic capacity of science and technology for high-quality development

    Abstract: From “Two Bombs and One Satellite” to Five-hundred-meter Aperture Spherical Radio Telescope (FAST), from ground zero to the center stage of the world, China has unswervingly followed the path of independent innovation with distinctive characteristics. After the development of nearly half a century, breakthroughs have been made in several key areas. The position, implication, and classification of major scientific and technological infrastructures are constantly changing under the new situation. Based on an in-depth investigation of major scientific and technological infrastructure such as high-efficiency and low-carbon gas turbine research facility, it is believed that the construction of application-supported major scientific and technological infrastructure in China still faces challenges and problems, such as the relative lack of user groups and the under-implementation of scientific and technological achievements. In view of the major opportunities brought by the new round of scientific and technological revolution and industrial transformation in China with the urgent need to achieve sci-tech self-reliance, self-strengthening, and high-quality development, three countermeasures and suggestions are put forward to optimize the management system of project establishment, construction, and acceptance, strengthen the operation management and evaluation of application-supported major scientific and technological infrastructure, and increase the support for the transformation and industrialization of scientific and technological achievements. This study provides a reference and basis for future infrastructure planning, management mechanism improvement, and policy development.
