• The Analysis and Promotion of IFLA IAP for UN Agenda 2030

    Abstract: [Purpose/significance] In order to make a promotion of UN 2030 Agenda, IFLA launched an International Advocacy Program (IAP) on December, 2015.The paper aims to make a better understanding of the Agenda and IAP.[Method/process] The paper analyses the policy foundation and features of the Agenda, introduces the content and implementation of the IAP program, focuses on the connection between the SDGs and librarianships.[Result/conclusion] The paper reveals that libraries may contribute to the SDGs in information support, life-long study, eliminating inequality, culture and heritage preservation and accessing to information in accordance with national legislation and international agreements. The government, library societies and libraries in China are supporting the Agenda and may join the IFLA IAP on four aspects as follows:updating with the IAP, advocacy of the Law of Public Culture Service Protection, implementation on the 13th Five-Year Development Plan of National Reading, participating in the consultation of library legislation.

  • Study on the Construction of Fine-grained Aggregation Ontology for Academic Documents in the Internet Environment

    Abstract: [Purpose/significance] Fine-grained information aggregation has become the focus in the field of knowledge organization. This paper aims at exploring the construction of fine-grained aggregation ontology for academic documents in the Internet environment.[Method/process] This study clarified the types, granularity characteristics and definitions of the concepts of the fine-grained aggregation ontology. Then, with the corpus of "citation analysis" documents in the field of library and information science in the Internet environment, the ontology was built through the concepts, attributes and relationships. At last, the ontology was evaluated and discussed.[Result/conclusion] This paper is among the first to propose the idea of the fine-grained aggregated ontology construction by using the concept of aggregation unit. This paper can inform the construction of knowledge organization systems for fine-grained organization, retrieval and navigation based on aggregation unit.

  • An Interpretation and Implications of OCLC' Series Reports of the Realities of Research Data Management

    Abstract: [Purpose/significance] Analyzing the typical cases and conclusions of OCLC' series reports of the Realities of Research Data Management will provide a reference for the practical development of research data management in China. [Method/process] By case study, network survey and literature review, the paper summarized the main contents and key conclusions of series reports, and analyses the internal relationship of four sub-reports. Furthermore, it summarized the characteristics of the report including the overall view of research data management, the rigor of the research process and the guiding significance of the research conclusions. [Result/conclusion] Four enlightenments are proposed:university research data management service should be suitable for its own development; carrying out various forms of data literacy education activities; strengthening data management service capacity by cooperation; giving full play to the role of academic library.

  • Comparison of Privacy Concern and Sentimental Characteristics of Users in Internet Privacy Controversial Events

    Abstract: [Purpose/significance] The rapid development of AI, big data etc. makes an increasingly fierce confrontation between business development and privacy protection. This paper finds the differences in privacy concern and sentimental characteristics of users in different situations through the comparative analysis of sentiment and topic of Weibo comments on different types of online privacy controversial events.[Method/process] Firstly, Weibo comments related to privacy controversial events from 2012 to 2019 were collected and preprocessed as experimental data. Secondly, the sentiment value of each comment was calculated based on the sentiment dictionary. Then, the privacy controversial events were classified into privacy collection categories, privacy exposure categories and privacy agreement categories. The sentimental analysis was conducted under different situations. Finally, a bipartite network of "discussed object-emotional expression" was constructed, and a single vertex network was constructed by the bipartite network projection, and the analysis of both were carried out by combining the indexes such as node centrality.[Result/conclusion] The result shows that users' overall privacy concern shows an upward trend; users of different types of privacy controversial events have different levels of negative sentimental intensity; the hotspots of users' concern vary widely across privacy controversial events, and emotional expression have different characteristics. These findings indicate that there are significant differences in user privacy concern and sentimental performance in different situations.
