Abstract： [Purpose/significance] Compare the gap between “double first-class” universities and truly first-class universities under the world standards, and provide ideas and suggestions for the “double firstclass” construction. [Method/process] Based on the evaluation system of the world university rankings, taking the university group as the research object, a comprehensive comparative analysis was made between 36 “double first-class” universities in China and five typical first-class university groups in the world from the aspects of talent cultivation, scientific research, and social benefits. [Results/conclusion] The analysis results show that the values of the absolute indicators of the 36 “double-class” universities are higher than and far higher than the average of the 6 university groups, but the values of the relative indicators are all below and well below the average of the 6 university groups. In terms of talent cultivation, it is reflected that DC36 has a large number of faculty, but the faculty structure is unreasonable, and high-level talents and faculty allocation need to be improved. In terms of scientific research, it is reflected that DC36 has high scientific research output, but the quality of the paper is not high, especially the outstanding achievements are relatively few. In terms of social benefits, DC 36’s international influence and the internationalization degree are not enough, the internationalization process and international exchanges need to be further strengthened.

Abstract： [Purpose/significance] The paper investigates and discusses the core elements, training systems and training methods of digital literacy training in Libraries of White Rose University Consortium and accordingly puts forward some suggestions for domestic university libraries.[Method/process] Firstly, by the method of online survey, this paper investigated the digital literacy training in the libraries of White Rose University Consortium members, which include the library of York university, Leeds university and Sheffield university. Then, combined with the first-hand information, we summarized the core elements, training system and training mode of digital literacy training for students.[Result/conclusion] The training system in the libraries of White Rose University Consortium are characterized by spiral, and these libraries provide hierarchical and individualized training methods for users. Besides, three libraries all have clear and definite strategic plans for digital literacy training, providing direction for users to integrate into the digital environment and guidance for the implementation and promotion of digital literacy.

Abstract： [Purpose/significance] The paper investigates and analyses the library professional qualification system and its supporting system in New Zealand and accordingly puts forward some suggestions for libraries in China.[Method/process] This paper analyses the professional registration scheme and related supporting system of the Library and Information Association of New Zealand Aotearoa. It elaborates on the general situation of professional registration scheme, registration board, registration requirements, registration routs and supporting systems.[Result/conclusion] The results show that New Zealand has formed a professional qualification certification system led by the library industry association. A unified system of knowing and doing has been established. And a long-term, multi-level and multi-dimensional professional development supporting system has been set up.

Abstract： [Purpose/significance] The Benefit evaluation is becoming more and more important under the background of expanding e-resources and increasing funding. COUNTER code of Practice has provided consistent, credible and comparable statistical standards over the past ten years. [Method/process] RELEASE 5 is now available. Compared with the previous edition, this article summarizes its new features in the following aspects, such as document formats, resource types, element types, report attributes and scope of applications, and making a preliminary analysis. [Result/conclusion] The new version updates elements, increases measurements, enhances the flexibility of customization requirements, and realizes simplification and clarity of reports. It will provide better protection for the standardized management and interest maintenance of all stakeholders in the book supply chain. Studying the new version in advance will help libraries to carry out resource procurement and evaluation better.

Abstract： [Purpose/significance] In the general knowledge environment, the digital resources supporting the teaching and scientific research in colleges and universities are growing rapidly. In order to get rid of the dilemma of performance evaluation brought by massive digital resources, Electronical Resource System (ERS) emerged to explore the dynamic management and evaluation of digital resources. [Method/process] The library of UESTC introduced ERS, based on the built-in data of local server, configured basic data of collection, data of purchase funds, data of counter consumption, and referred to the calculation ideas and methods of the platform, designed resource evaluation indexes and built performance evaluation model of foreign electronic books from three dimensions of user demand, academic benefit and cost-benefit. [Result/conclusion] The performance evaluation model based on ERS will provide practical guidance for foreign book resources acquisition, improve the acquisition quality, improve the use efficiency, optimize the procurement budget and decision-making, and better realize the guarantee and promotion of literature resources for university teaching and research.

Abstract： [Purpose/significance] This paper analyzes the current situation of remote service of university libraries through WeChat public platform, discuss remote service strategy of university libraries in response to public health emergencies, especially in the current special period of the COVID-19 epidemic, and provides reference for university libraries to carry out the remote service of WeChat public platform.[Method/process] Through the investigation and analysis of the WeChat data of 36 "Double First-Class" university libraries, this paper analyzed the current situation, main service contents and existing problems of remote service carried out by university libraries through WeChat public platform, and put forward corresponding optimization strategies.[Result/conclusion] WeChat has become the important platform for university libraries in remote service in the new media environment.The university libraries should make the emergency service plan. When there is a public health emergency, it should focus on resource guarantee, service guarantee, online education of readers, etc. to provide strong support for teaching, scientific research and personnel training.

Abstract： [Purpose/significance] To provide an important reference for the optimization of subject journal collection and to promote the university subjects construction, this paper develops a unified quantitative method for the priority the subject journal collection guarantee in university libraries. And based on this method, it carries out a refined evaluation on the guarantee of subject journal collection in university library. [Method/process] Starting from the user’s resource utilization behavior and needs in the academic research process, this paper made a thorough and systematical combing to the target set of the subjects journals construction. According to the quantitative description of subject journals’ need relevance and importance, it put forward the priority measurement model of subject journal guarantee. Then the model was applied to empirical analysis of journal collection evaluation of ESI biology and biochemistry in University of Electronic Science and Technology. [Result/conclusion] According to the model, this paper not only achieves the quantitative ranking for each journal’s guarantee priority in a subject target collection set, but also further quantifies the support degree of each full-text database for the subject journal, which provides new ideas for the evaluation of subject journal in university libraries.

Abstract： [Purpose/significance] The paper investigated and discussed the contents and patterns of services for undergraduate education in York University Library, Leeds University Library and Sheffield University Library which belong to White Rose University Consortium and accordingly put forward some suggestions for domestic university libraries.[Method/process] By means of literature survey and online investigation and consultation by email, the paper made an analysis of the services for undergraduate education,focusing on strategies, collection construction, space reconstruction, information literacy service and innovation support service.[Result/conclusion] The paper put forward some suggestions for domestic academic libraries, including strengthening the idea of serving undergraduate education, optimizing and improving the allocation and description of teaching resources to bring about the equitable access to resources, providing support services embedded in users' environment and injected with social goals, acting driven by patron's demands, mutualizing and coexisting with patrons.

Abstract： [Purpose/significance] Starting from the content of science and technology research, this paper discusses the collaborative direction and characteristics of basic research and technological innovation, and provides reference for the future collaborative development strategy of basic research and technological innovation.[Method/process] Firstly, investigating the research and development system of the field, and the intermediate classification axis of the field is constructed to connect the basic research and technological innovation. Then, the basic research direction and technological innovation direction are mined through literature content clustering, and the basic research direction and technological innovation direction are determined as three development states:hot direction, rapid development direction and slow development direction by quantitative evaluation method. Finally, based on the development status, the collaborative characteristics of basic research and technological innovation are summarized and applied to the empirical analysis of new electronic components.[Result/conclusion] The collaborative direction analysis of basic research and technological innovation in the field of new electronic components is realized by combining content mining with quantitative evaluation. The connection picture between basic research and technological innovation is clearly displayed at the level of more fine-grained research direction. The collaborative characteristics of both sides of basic research and technological innovation provide specific guidance for the development of collaborative direction in this field.

Abstract： [Purpose/significance] The research on the influencing factors of library short video transmission and interaction effect has guided significance for the content creation and scientific operation of library short video, so as to help the library win more attention in the short video platform with the rapid growth of users,and promote the effect of publicity and promotion of library services. [Method/process] Taking the Tiktok platform with the most domestic active users as an example, according to the four main links of "the Hook Model", this paper built the influencing factors' model of library's short video transmission and interaction effect, and applied SPSS's non parametric analysis method to analyze the factors based on the 879 short video samples of top 10 libraries with most fans. [Result/conclusion] The results show that the sentence pattern of title, the emotion type of background music, the production category, the subject of content and the information type have significant influence on the transmission and interaction effect of library short video. According to the research results, puts forward some strategies for library short video operation, such as title triggering based on the knowledge anxiety of users, low threshold and high-density content output, and variable reward design.

Abstract： [Purpose/significance] Through the research on the cultural phenomenon and historical influence of modern university reading club, this paper endowed the new era value connotation of history and culture, and correctly lead the spiritual needs and value orientation of contemporary young college students. [Method/process] The study combed the cultural activities of reading clubs in modern colleges and universities, analyzed their common laws and experiences from the aspects of ideological root, material basis, theme and form, and social influence by using the method of literature research. Combined with the library business practice of University of Electronic Science and Technology, the study discussed the operability of putting the value connotation into practice in the new era. [Result/conclusion] The study reveals the positive role of university reading club activities in the aspects of consciousness orientation, resource construction and youth training under specific historical background, which provides historical reference and theoretical support for optimizing the ideological and political culture construction of young college students with library as the carrier.
