• Research Process Multiple Evaluation System and Incentive Mechanism: A Key Laboratory of Chinese Academy of Sciences as an Example

    Abstract: Objective Reform of scientific research evaluation has made phased progress, but issues still exist, such as the lack of innovative evaluation methods and an incomplete evaluation system. Methods To address these issues, this study, based on existing scientific research evaluation and incentive systems, designs a diversified evaluation system for the research process using the ICDP method, and establishes a corresponding platform for diversified evaluation of the research process. Results Taking a key laboratory of the Chinese Academy of Sciences as a case, this paper elaborates on the index system architecture of the chemical engineering discipline and demonstrates the calculation process of overall evaluation and participant evaluation. Limitations The evaluation system described in this study takes into account the characteristics of the subject being assessed and adopts a combination of subjective and objective evaluations. It may be applicable to disciplines similar to this one. Other disciplines can refer to the principles of evaluation system design and design an evaluation system that suits the characteristics of their discipline. Conclusions A diversified evaluation and incentive system for the research process, characterized by information storage and recording at key nodes, can effectively solve prominent issues in the reform of scientific research, and is conducive to the sustainable development of the scientific research process ecosystem.
     

  • Pollution Control and Carbon Reduction in Whole Industrial Process: Method, Strategy and Scientific Basis

    Abstract: As China’s environmental protection emission standards are becoming stricter and industrial parks are taking shape, problems such as the lack of stable cooperative treatment technology for toxic pollutants and carbon emission reduction, and the high control cost seriously restrict the sustainable development of economic society and the realization of the strategic goal of carbon emission reduction. Guided by the major environmental protection demand of industries, this study put forward the method, strategy and scientific basis of “Synergistic reduce pollution and carbon in the whole process of industry”. Through the coordination of control methods, cross-media, multi-field and multi-factor modeling optimization, the creative discovery of basic science at molecular level was directly linked with engineering research, which provided new scientific support for the synergy reduction of pollution and carbon emission, and contributed theoretical methods to China’s industrial green development.

  • Status of Decentralized Civil Heating Technology in China

    Abstract: The pollution from bulk coal combustion was thought to be one of the main causes of haze weather in northern China, so governments everywhere tried to promote the search for an alternative to civil bulk coal. Specially, so-called “clean energy” was vigorously promoted and coal-to-electricity or natural gas conversion project was implemented in the Beijing-Tianjin-Hebei metropolitan area, while burning high-quality anthracite and semicoke was encouraged in the surrounding areas, though giving rise to unsatisfactory influence finally. Several typical decentralized civil heating technologies in China were comparatively analyzed in this article. It is suggested that the coal-to-electricity or natural gas conversion project must be on the premise of rich resources, suitable geographic conditions, and high-level economic development as well as conforming to living habits of the local people, among which the economic affordability is one of the key factors to success. In order to solve the pollution problem of bulk coal combustion in remote low-income rural areas thoroughly, a long-term plan should be made to realize clean heating by burning bituminous briquette in environment-friendly domestic furnaces such as decoupling combustion stoves.
