  • A Study on the Evolution of Guangxi Eco-tourism Policy Text from the Policy Perspective

    摘要: Analyzing the evolution of Guangxi eco-tourism policy text from the perspective of policy tools is helpful for Guangxi Zhuang Autonomous Region to issue the follow-up policy text, adjust and promote the construction of eco-tourism system, and is of great significance to the sustainable and sound development of eco-tourism. This paper integrates 62 representative policy service texts on ecotourism from January 2007 to January 2022, and uses text analysis method to quantitatively analyze the policy texts from the types of policy tools and the development stages of ecotourism policies in Guangxi. And found some problems at present: environmental policy tools are used the most frequently, and the policy tools are out of balance; Infrastructure appears more frequently in supply-oriented policy tools, while demand-oriented policy tools appear less frequently; At the same time, this paper found that the distribution of policy tools in the eco-tourism system is not even enough. Aiming at a series of problems found in the above investigation, this paper put forward some relevant suggestions and improvement ideas, hoping that the suggestions put forward in this paper can provide some references and future development ideas for the future development of eco-tourism policies in Guangxi.

  • RLEPSO:Reinforcement learning based Ensemble particle swarm optimizer

    摘要: Evolution is the driving force behind the evolution of biological intelligence. Learning is the driving force behind human civilization. The combination of evolution and learning can form an entire natural world. Now, reinforcement learning has shown significant effects in many places. However, Currently, researchers in the field of optimization algorithms mainly focus on evolution strategies. And there is very little research on learning. Inspired by these ideas, this paper proposes a new particle swarm optimization algorithm Reinforcement learning based Ensemble particle swarm optimizer (RLEPSO) that combines reinforcement learning. The algorithm uses reinforcement learning for pre-training in the design phase to automatically find a more effective combination of parameters for the algorithm to run better and Complete optimization tasks faster. Besides, this algorithm integrates two robust particle swarm variants. And it sets the weight parameters for different algorithms to better adapt to the solution requirements of a variety of different optimization problems, which significantly improves the robustness of the algorithm. RLEPSO makes a certain number of sub-swarms to increase the probability of finding the global optimum and increasing the diversity of particle swarms. This proposed RLEPSO is evaluated on an optimization test functions benchmark set (CEC2013) with 28 functions and compared with other eight particle swarm optimization variants, including three state-of-the-art optimization algorithms. The results show that RLEPSO has better performance and outperforms all compared algorithms.

  • The FAIR Funding Model: Providing a Framework for Research Funders to Drive the Transition toward FAIR Data Management and Stewardship Practices

    摘要: A growing number of research funding organizations (RFOs) are taking responsibility to increase the scientific and social impact of research output. Also reusable research data are recognized as relevant output for gaining impact. RFOs are therefore promoting FAIR research data management and stewardship (RDM) in their research funding cycle. However, the implementation of FAIR RDM still faces important obstacles and challenges. To solve these, stakeholders work together to develop innovative tools and practices. Here we elaborate on the role of RFOs in developing a FAIR funding model to support the FAIR RDM in the funding cycle, integrated with research community specific guidance, criteria and metadata, and enabling automatic assessments of progress and output from RDM. The model facilitates to create research data with a high level of FAIRness that are meaningful for a research community. To fully benefit from the model, RFOs, research institutions and service providers need to implement machine actionability in their FAIR RDM tools and procedures. As many stakeholders still need to get familiar with human actionable FAIR data practices, the introduction of the model will be stepwise, with an active role of the RFOs in driving FAIR RDM processes as effectively as possible.

  • The Open Data Challenge: An Analysis of 124,000 Data Availability Statements and an Ironic Lesson about Data Management Plans

    摘要: Data availability statements can provide useful information about how researchers actually share research data. We used unsupervised machine learning to analyze 124,000 data availability statements submitted by research authors to 176 Wiley journals between 2013 and 2019. We categorized the data availability statements, and looked at trends over time. We found expected increases in the number of data availability statements submitted over time, and marked increases that correlate with policy changes made by journals. Our open data challenge becomes to use what we have learned to present researchers with relevant and easy options that help them to share and make an impact with new research data.

  • The CROPROTECT project and wider opportunities to improve farm productivity through web-based knowledge exchange

    摘要: A key global 21st century challenge is to maximize agricultural production while minimizing use of resources such as land, water, and energy to meet rising demand for produce. To meet this challenge, while also adapting to climate change, agriculture will have to become more knowledge intensive and deploy smarter farming techniques. The intention of this study was to: (1)Highlight the opportunity for web-based knowledge exchange to increase farm productivity and thus contribute to achieving food and energy security, (2) Give some examples of online farming information services such as the “CROPROTECT” tool I am developing in the UK, the CABI “Plantwise” Knowledge Bank and the IRRI “Rice Doctor,” and (3) Consider lessons learnt so far.There are huge opportunities to facilitate knowledge exchange through online systems for farmers and people who advise farmers. CROPROTECT is interacting with users to determine priorities in terms of the pests, weeds, and diseases covered and is providing key information to assist with their management. Knowledge is a critical input for farming systems. Crop protection in particular is becoming more difficult due to evolution of pest resistance and changes in legislation.Up to date information can be made rapidly available and shared online through websites and smartphone Apps. Agricultural extension no longer relies solely on physical meetings and printed documents. The capacity to share information via the Internet is tremendous with its potential to reach a wide audience in the farming community, to provide rapid updates and to interact more with the users. However, in an era of information deluge,accessing relevant information and ensuring reliability are essential considerations. There is also a need to bring science and farming communities together to turn information into relevant farming knowledge.

  • An integrated assessment of the potential of agricultural and forestry residues for energy production in China

    摘要: Biomass has been widely recognized as an important energy source with high potential to reduce greenhouse gas emissions while minimizing environmental pollution. In this study, we employ the Global Change Assessment Model to estimate the potential of agricultural and forestry residue biomass for energy production in China. Potential availability of residue biomass as an energy source was analyzed for the 21st century under different climate policy scenarios. Currently, the amount of total annual residue biomass, averaged over 20032007, is around 15519PJ in China, consisting of 10818PJ from agriculture residues (70%) and 4701PJ forestry residues (30%). We estimate that 12693PJ of the total biomass is available for energy production, with 66% derived from agricultural residue and 34% from forestry residue. Most of the available residue is from south central China (3347PJ), east China (2862PJ) and south-west China (2229PJ), which combined exceeds 66% of the total national biomass. Under the reference scenario without carbon tax, the potential availability of residue biomass for energy production is projected to be 3380PJ by 2050 and 4108PJ by 2095, respectively. When carbon tax is imposed, biomass availability increases substantially. For the CCS 450ppm scenario, availability of biomass increases to 9002PJ (2050) and 11524PJ (2095), respectively. For the 450ppm scenario without CCS, 9183 (2050) and 11150PJ (2095) residue biomass, respectively, is projected to be available. Moreover, the implementation of CCS will have a little impact on the supply of residue biomass after 2035. Our results suggest that residue biomass has the potential to be an important component in China's sustainable energy production portfolio. As a low carbon emission energy source, climate change policies that involve carbon tariff and CCS technology promote the use of residue biomass for energy production in a low carbon-constrained world.
