Abstract： [Purpose/significance] The social communication capability of think tanks is closely related to the country's soft power, and is an important part of building a world discourse system. As the most important part of China's think tank system, government think tanks should not only provide decision support for the party committee and the government, but also disseminate the essence of knowledge generated in the process of investigation, analysis, and problem solving to the society, so that people can share practical explorations. New ideas, new viewpoints, and new knowledge in China, improve the public's understanding of the party and government's decision-making, and enhance social cohesion. [Method/process] This paper analyzes the current situation and problems of social dissemination of government think tank achievements. [Result/Conclusion] Based on the practical experience of domestic and foreign think tanks, the paper puts forward some countermeasures and suggestions for the dissemination of the achievements of government think tanks, and believes that government think tanks should reflect the social responsibility of the party and the people's ideological highland.

Abstract： Purpose/Significance Medical device products are the products of clinical scientific research results transformation and knowledge innovation management. As one of the main competition tracks in the science and technology industry, the strength of medical science and technology is an important aspect to measure the country’s overall scientific research ability and environment. Knowledge innovation drives industrial development, product structure reflects the level of knowledge management, and knowledge management involving frontier science and technology is closely related to national strategic planning. From the perspective of product theme mining and evolution sharing, it is of great strategic significance for enterprises and countries to look into the current situation of domain technical knowledge management. Method/Process A comprehensive approach to technical topic identification and analysis is adopted in this study. Through the application of LDA algorithm in the field of machine learning, potential technical topics are identified and clustered from the medical device product data, and then the distribution characteristics and change rules of technical topics in different periods are analyzed. The future technology trend is predicted quantitatively by using hidden Markov model. Using this combination method, the topic distribution, evolution law and future trend of innovative medical devices from 2014 to 2023 are deeply studied. Result/Conclusion 38 technical topics were identified and sorted out using domestic approved innovative medical device product data. The results show the deep development of genetic testing and implanted electrical stimulator technology. Disease diagnosis, surgical navigation and biological mesh are the focus of future technological innovation and product competition. However, from the perspective of quantitative characteristics, China’s research and development strength is relatively weak, and the innovation ability is in a weak position, which needs to attract the attention of enterprise technology research and development institutions and the government.

Abstract： For a long time, Bayh-Dole Act has been regarded as a successful policy paradigm to solve the commercialization of public R&D. However, due to the differences in legal system background between China and the United States, there are some widespread misunderstandings about Bayh-Dole Act. Facing the complicated and changeable situation of Sino-US economic and trade friction and the realistic challenge that China’s reform of the system of technology transfer has entered the deep water area, it is urgent to clarify comprehensively and systematically the rules and mechanisms of Bayh-Dole Act from three aspects: legal nature, reform and the institutional boundary, so as to properly deal with Sino-US economic and trade conflicts.

Abstract： [Purpose/significance] Based on the analysis of the importance of the real economy, the paper points out that the professional libraries should conform to the times to serve the real economy and support regional industrial technique innovation.[Method/process] The paper takes Guangdong Science and Technology Library as the example, analyses the creative services it offered to support regional real economy development and discusses the experiences and problems in the process.[Result/conclusion] By concluding the experiences of building the real economy serving system, creating an online to offline technology transfer platform and adjusting the serves to meet the marketing requirements and building suitable team, the paper provides references for professional libraries to carry out the real economy services.

Abstract： At present, the revitalization of Northeast China needs to shift from factor-driven to innovation-driven, yet a large number of scientific and technological achievements have not been transformed locally. Taking the Chinese Academy of Sciences as an example, this paper analyzes the factors affecting the transformation of scientific and technological achievements in Northeast China on the basis of summarizing the transformation system and effectiveness. It is found that although factors such as lack of innovation resources, weak intermediaries, and weak knowledge absorptive capacity of enterprises have affected the transformation of scientific and technological achievements in the short term, the long wave of global economic development has also created new space. Based on the above analysis, this paper puts forward relevant suggestions.

Abstract：[目的/意义]伴随着智库在政策过程中的作用越来越强，智库研究和智库建设正成为国内外关注的热点问题，现有智库的运行效率以及作用发挥也是摆在学术界和政府部门的重要议题。[方法/过程]以国家科技部进行的国家软科学研究机构统计调查结果作为反映我国智库发展状况的数据基础，选择2个投入指标和13个产出指标，测度各省市区智库运行效率。进一步选择各省市区对外开放指数等10个指数，作为影响智库发展的环境因素，寻找影响省市区智库发展环境的关联要素。[结果/结论 ] 8个省市区在现有投入规模基础上产出未达到最优水平，13个产出指标达到最优水平的省市区数要远多于5个产出指标达到最优水平的省市区数；各省市区对外开放指数和各省市区政府网站绩效指数是关联各省市区智库发展指数的2个最重要的因素。

Abstract： National major demand and social and economic development are the direction and drive force of scientific and technological innovation. In turn, scientific and technological innovation promotes economic development and social progress, and such innovation is new motive force to promote alleviation of poverty. According to the current situation of crude protein feedstuffs and the development situation of animal husbandry in China, the Institute of Botany, Chinese Academy of Sciences has bred a new hybrid paper mulberry with fast growth, high yield, and high quality, and puts forward the industrial development model of “replacing grain with trees, planting and raising circulation”, which effectively meets the feed demand of poor areas and promote the development of animal husbandry in poor areas. This paper analyzes the progress of paper mulberry poverty alleviation in Heze city of Shandong Province, and discusses the opportunities, problems, and countermeasures faced by the industry poverty alleviation of paper mulberry.

Abstract： Objective/Significance Centering on users' needs and starting from the form of information services of the special library, this paper provides suggestions on services of the special library for the transformation of scientific and technological achievements in research institutes, tries to construct the information service model for the special library, and helps the transformation of scientific and technological achievements in research institutes. Method/process Through literature research, interview, questionnaire, website investigation, and case investigation, the research is carried out about the research institute and the special library. Based on the characteristics of the transformation of scientific and technological achievements, this paper explores the needs of researchers and the shortcomings of the current services and puts forward some suggestions for improving the information services of the special library. Result/Conclusion The systematic and hierarchical information service model can provide the direction and specific form of service practice. Special libraries continue to innovate service forms for the transformation of scientific and technological achievements, which has positive significance for promoting the transformation of scientific and technological achievements of research institutes and enhancing the core competitiveness of special libraries.

Abstract： To promote the transformation of scientific and technological achievements is one of the key points of China’s national science and technology innovation policy. Nevertheless, due to the particularity, complexity, and professionalism of technological achievements, being difficult to transform scientific and technological achievements is a worldwide common problem. There are many issues worth discussing and exploring in China’s transformation of scientific and technological achievements, especially when it comes to whether research institutes can transform their achievements by establishing enterprises, the answers remain controversial. The authors intend to take the field of information technology as an example, by analyzing the advantages, disadvantages, and applicable scenarios of several main forms of the transformation of scientific and technological achievements, such as intellectual property rights licensing or transferring, industry-university-institute cooperation, and spin offs, to give some opinions on this issue.

Abstract： [Purpose/significance] Providing patent information service under the Guangdong-Hong Kong-Macao Greater Bay Area national development strategy has a significant meaning to the regional technology improvement and industry development.[Method/process] The paper introduced the patent information service pattern and experience by summarizing the developing trend of the Great Bay Area thought investigation, patent analysis and literature study as well as taking Guangdong Science and Technology Library as the example for case study.[Result/conclusion] Summarizing the experience from all aspects including building intellectual property think tank, constructing patent information platform, providing patent information service and external cooperation to provide future reference for libraries which are willing to offer patent information service in the Great Bay Area.
