Abstract：[目的/意义]基于现有政策内容对科研数据政策未来仍需改进之处进行讨论，以期为出版界制定统一、完备的开放数据政策提供参考借鉴。[方法/过程]在密集型数据环境下，本研究选取国外著名、主流、较为具有代表性的8所出版机构为研究对象，以出版商平台、期刊网站、re3data.org数据仓储目录系统为数据来源，将出版机构的数据政策内容，按照呈缴政策、存储政策和利用政策三个方面进行总结、分析。[结果/结论]未来应积极完善数据呈缴政策、建立同行评议模式、规范仓储、明确数据再利用方式。

Abstract：［目的／意义］学术期刊是科研数据共享中的重要角色之一，通过对国外学术期刊数据政策实施细节摘要：［目的／意义］学术期刊是科研数据共享中的重要角色之一，通过对国外学术期刊数据政策实施细节的探索，为我国学术期刊数据政策的实施提供有效借鉴。［方法／过程］根据实用主义方法论，以文献综述的方式进行分析，以合理竞替的方法筛选和提炼政策要素，对学术期刊的数据政策进行分析。［结果／结论］研究结果显示，学术期刊应制定数据提交政策（包括类型、格式和方式）、数据审查政策（包括数据可评审、可查验的位置、对学术论文的支持作用）、数据权益政策（包含署名规则、使用许可、作者的科学道德声明等）。建议在未来的实践过程中，逐步探索适合于中国学术期刊数据政策的政策实施细节。

Abstract： [Purpose/significance] In order to understand the situation of research data policies formulated by Australian universities, so as to offer reference to the establishment and implementation of research data policies in Chinese universities. [Method/process] This paper took the collected 27 research data policies as sample, analyzed these policies’ general information (including policy maker, effective date and the revision cycle), the policies’ main content (including policy preamble, policy scope, definitions, roles and responsibilities, data management plan, data ownership, data storage and retention, data sharing and reuse, data transfer, the responsible officer, etc.), and the related policies, and on base of the analysis, it summarized the characteristic of Australian universities’ research data policies. [Result/conclusion] The Australian universities’ research data policies have the following characteristics: policies are normative, content is clear, rights and responsibilities are clear, emphasis on support and service for researchers, and emphasis on correlation and collaboration with other policies.

Abstract： [Purposes/significance] Integrative development of data publication and sci-tech journals is a win-win solution. However, nowadays the publication of data related to journal articles is few and the awareness and initiative of authors about data publication have not been activated yet in China. Therefore, this paper investigated practical experience for data policies of international publishers, on this basis, the operation mechanism and data policies which suitable for sci-tech journals in China were put forward, as to provide strong support for data publication and world-class journal construction in China. [Methods/ process] The data policy and operation mechanism of five international publishers (i.e., Elsevier, Springer Nature, Wiley, SAGE publishing, Taylor & Francis and so on) and the current situation of the publication of data related to journal articles in China were obtained through literature research, case research, and network information collection. [Result/conclusion] The implementation mode on data policies of five international publishers is basically same: general policy introduction + free choice of individual journals. Results showed that 68%, 99.9%, 92.2%, 47.0% and 69.3% of journals under Elsevier, Springer nature, Wiley, SAGE publishing, and Taylor & Francis clearly put forward the data policies, respectively. However, most of them adopted the “encouragement” policy. Their practical experience for data policies is worth learning for Chinese journals. Based on characteristics of Chinese journals, we should formulate the journal data policy standards and implementation mode, gradually promoting the breadth and depth of the integrative development of data publication and sci-tech journals.

Abstract： [Purpose/significance] The formulation and implementation of big data policies is an important means for the country to promote the development of the big data industry. Therefore, research on big data policies has received widespread attention from the society.[Method/process] From the perspective of text similarity, the article compares the Big Data Development Action Plan issued by the State Council and the texts of big data policies released in 22 regions.[Result/conclusion] Data shows:the policies formulated by Guangdong Province and Fujian Province are the most complete and comprehensive;open data sharing and security guarantees the highest overall attention in the formulation of big data policies in various regions, showing similarity;regional characteristics are more prominent, showing differences. With the successive release of artificial intelligence policies in various regions, future research on big data policies under the vision of artificial intelligence will become a new direction.

Abstract： As the soul of research activities, scientific data is not only the inputs for stimulating scientific research innovation, but also the indispensable outcomes during research. Tracing the policies and practices on scientific data management and sharing, main development trends have been identified as “positive and gentle research data policy” as well as “full and delicate scientific data management”. Upon comparison of domestic and international policies and practices, we figure out that the national scientific data policy development is still at its early stage while multidisciplinary practices on research stewardship are still on demand. The open data trend could positively nourish better scientific data management and establishment of research data sharing culture. More involvement of different stakeholders is still in urgent need. Further, gentle and positive sharing trend will still last; public data rights shall continue tradeoff against private data rights fiercely. IT innovation and re-definition of scientific data management could benefit data sharing as well.

Abstract：
At present, scientific data management is being highly concerned and closely studied by scientific research institutions all over the world. Comparing and analyzing the similarities and differences between international and domestic scientific data policy research is conducive to the development of this field. This paper selects the papers related to scientific data policy as the research object, uses the methods of literature metrology and content analysis to analyze the development characteristics and evolution trend of international and domestic research in this field, and reveals the research hot spots. The results show that both international and domestic scientific data policy research are in the stage of exploration and development, and the amount of research literature fluctuates and increases. The research direction is dominated by information science and library science, and some research belongs to interdisciplinary achievements. International research pays more attention to scientific research data sharing, while domestic research focuses on scientific data policy, data management and the research relationship between scientific research data.

Abstract： Purpose This paper proposes a grading template of data policy for deposit & sharing paper related data which is suitable for China’s sci-tech journals, and provides a reference for the basic elements, structural framework and main content for the formulation of journal’s data policy.
Methods Through literature research, empirical research and other methods, this paper research and analyze the normative system of scientific data management in China, research and sort out the journal data policies of international renowned publishers, summarize the recommendations on the journal data policy framework proposed by international organizations.
Findings This paper tries to conclude the basic elements of journal data policy. Furthermore, this paper proposes a grading template of data policy for deposit & sharing paper related data of sci-tech journal papers.
Conclusions This paper proposes a grading template of data policy for deposit & sharing paper related data of sci-tech journal papers. This template provides the basic framework and main text content of the data policy. The journals can freely combine and customize the content of data policy according to actual needs. It can provide templates and refer to various sci-tech journals in China. Currently, 44 journals have adopted this policy template, which helps them establish data policies and promote the sharing and long-term storage of paper related data.

Abstract： Purpose/Significance Analyzing the orientation and characteristics of international research data policy can provide an important basis for improving research data policy guarantee system and optimizing research data management and sharing work in China. Method/Process This article summarized the two orientations of international research data policy which named as "Integrated DLC-SH" and "Machine Actionable" by using the methods of case analysis and literature research, and analyzed and verified the similarities and differences between the two orientations by using the method of model sample. Result/Conclusion It is found that the orientation of "Integrated DLC-SH" adheres to the overall view of research data management and sharing, follows the basic framework of "organization management - business process", and aims to build a global collaborative data governance general plan. The orientation of "Machine Actionable" provides some guiding principles of sequential progression, and attaches importance to the auxiliary role of the data infrastructure, which is in order to realize the global layout of "Internet of Data". The two orientations are different in theoretical basis, core components and service objects, but there are basically the same in basic environment, implementation approaches and final goals, and the integration of the two orientations has become the mainstream trend at this stage. The useful enlightenment to China is drawn up, including: strengthening the guiding function of policy and integrating into the international working system, reshaping the working mechanism and process and improving the data governance pattern, and "combining humanities with technology" to build a "man-machine cooperation" ecology.

Abstract： Purposes Taking PLOS (Public Library of Science) publishing institutions and serial journals as examples, this paper studies the code sharing policies of academic journals and provides reference for domestic journals to optimize Open Science policy. Methods Through literature analysis and Web survey methods, this paper studies the evolution, main content, and development trends of code sharing policies of PLOS. Findings The PLOS code sharing policies have been separated from the data policies, and its mandatory code availability statement and supporting policies have effectively improved the code sharing rate of papers published in journals, which is conducive to the reproduction of research and the improvement of research efficiency. Conclusions In the period of in-depth development of Open Science, compared with the data policies, the code sharing policies of academic journals is still in its infancy. The development trend includes coordinated development with the data policies and application of FAIR software principles, which has reference value for the introduction of code policies in academic journals in China along with data policies.

Abstract： [Purpose/significance] Based on comprehensive investigation and study worldly, this paper provides the research and service framework construction of research data management. Abstract：德国科学组织联盟（Allianz der deutschen Wissenshaftsorganizationen）在 2013年 1月启动第二期数字信息计划（priority initiative-digital information），旨在促进数字科研信息的开放共享与利用。普鲁士文化遗产暨柏林州立图书馆、萨克森州暨哥廷根大学图书馆、法兰克福大学图书馆等加入了数字信息工作小组。该计划包括：①国家许可制度，②国家典藏战略，③科研数据，④开放获取，⑤法律框架，⑥虚拟科研环境等六项执行方案。德国科学组织联盟及第二期数字信息计划将在 2013-2017年间为德国科研人员提供更为强大的知识服务能力。
