Abstract:碳中和能源转型背景下,可控核聚变成为未来能源体系的关键组成。美国、英国、德国、日本等审视并谋划适宜的发展战略和技术路线,通过政府资金带动私营资本投入,集成本国优势力量和资源推动协同攻关,以抢占核聚变科技制高点,加快商业化进程。从技术和产业发展看,理论试验、应用探索不断取得新突破,增材制造、AI等加快技术瓶颈突破,市场规模持续扩大。结合我国实际,建议从战略规划、研发支持、工业体系、人才队伍、国际合作五个方面,进一步优化我国核聚变政策部署。

Abstract: " Gravitational wave signals were directly detected by the Laser Interferometer Gravitational-wave Observatory (LIGO) in 2015, bring hope to new physics and astrophysics and setting off a new wave of the development of laser interferometer gravitational wave detectors. In the background of the vigorous development of the interferometer gravitational wave detectors from ground to space, a comparative study of each detector are carried out from the aspects of construction history, technical characteristics and development positioning, and operation mode. And the experiences and enlightenments of the construction and operation of laser interferometer gravitational wave detectors are further summarized, namely: the construction of laser interferometer gravitational wave detector is a long-term project, which helps to promote the perfect development of scientific research fault tolerance mechanism and scientific evaluation mechanism; the construction of gravitational wave detector is a high-tech project, which helps to promote the coordinated development of multidisciplinary technologies; the construction of laser interferometer gravitational wave detectors is an international project, which helps to promote the healthy development of scientific research cooperation.

Abstract:[目的/意义]挖掘青年用户申贷理由文本的主题特征,构建用户画像标签体系,有助于系统理解青年用户线上手机银行申贷行为的偏好规律,从而为手机银行平台适龄化建设提供优化策略。[方法/过程]收集手机银行APP 后台大规模、高精度的青年用户申贷数据共468 647条,利用BERTopic模型凝练申贷理由主题,基于申贷行为特点从财务属性、人口属性、职业属性、生活属性、信用属性5个维度抽取画像标签,结合银行用户评级赋分标准构建用户画像识别标签体系,通过K-means 聚类实现用户画像,呈现群组特征并进行差异对比分析。[结果/结论]研究识别出青年用户的申贷理由共计30个主题,涵盖日常生活、财务管理、资产支出、个人兴趣、家庭生活和生产经营六个行为层面类别;根据这些主题和属性特征,将青年用户申贷群体细分为生产经营型、逾期借贷型、申请备用型、消费导向型和初次申请型五类。因此,各青年用户群体画像之间存在显著差异,建议采取针对性的激励措施,增强手机银行用户的黏性和满意度。

Abstract: [Purpose/significance] In order to promote the quality of tourism, this paper aims at building up the public sentiment early warning system from the perspective of tourists. [Method/process] We constructed the theoretical system of the tourism public sentiment pre-warning system on the basis of the customer satisfaction theory and user experience theory, the supply chain of tourism theory, the crisis warning and response theory. Then, we established the public sentiment pre-warning system. This system included tourists’ real-time information collection module, information analysis module and warning level module. At the same time, this paper selected Suzhou as a case study to insure the system’s effectiveness and practicality. [Result/conclusion] Finally, this paper proposes two suggestions. Tourism enterprises should strengthen the control of quality, and tourism management departments should clarify the security line and strengthen cooperation between different departments.

Abstract:单克隆抗体药物以其独特的作用机制及高效性,在恶性肿瘤和自身免疫疾病的治疗中发挥了不可估量的重要作用,成为全球的研发热点。基于科睿唯安旗下的Cortellis数据库,采用定量分析和专家智慧相结合的方法,从总体研发和商业化现状、主要国家/地区、技术和种类、靶点及作用机制、市场份额、产品交易多个维度展现出全球单克隆抗体药物的研发和商业化全景。分析结果显示:全球已上市的单克隆抗体药物有133个,其中已上市的人源化单克隆抗体药物占已上市的单克隆抗体药物总数的37.6%。作用靶点主要集中在HER、TNF、CD20、PD-1/L1、VEGF以及CD3,其中作为HER2酪氨酸激酶受体抑制剂的药物数量最多。美国在单克隆抗体药物研发和商业化方面遥遥领先,中国在研和上市的单抗隆抗体药物总数排名第二,但中国上市的单抗隆抗体药物数量仅8个。2017年销售额高于10亿美元的单克隆抗体药物有22个。全球单克隆抗体药物的交易数量共有1408次,药物开发与商业化许可是最主要的交易方式。未来,单克隆抗体药物的发展趋势将朝着新靶点、新适应症和新用药方案的方向发展,将会产生更多“重磅炸弹药物”。

Abstract: The preprint policy of international academic publishers has an important influence on the preprint development. This paper classifies the preprint policy of academic publishers as submission policy and self-archive policy, and summarizes five models of pre-printed policy .With the web of science as the data source, a typical analysis of the journals/publishersthat has the most papers from China is made.It is found that most of the international academic publishers have adopted positive pre-printing policies, and present certain characteristics.Finally, according to the analysis results of preprint policy, corresponding suggestions are put forward from the perspectives of scientific research authors, periodicals and Chinaxiv.

Abstract: To protect the priority right of the authors and to promote the excellent scientific research articles first preserved and serve for other researchers in our country, Scientific Article Preprint Platform of Chinese Academy Science (ChinaXiv) is proposed to build. It aims to encourage researchers to share their articles on public preprints platform in the first time,and receive peer reviews and suggestions for a wider range of academic communication. Based on the practice and strategic plan of ChinaXiv construction, this paper describes how to build a preprint platform following the international standard operation regulation, including construction background, system construction and service, domain development and cultivation, organization and management mechanism, propagandizing and popularizing mode, development status and future. This paper can provide references for other preprint repositories.

Abstract: Influenced by Open Access Movement and Open Science, preprints and the scholarly communication based on preprint servers have received great attention from the scientific community. This paper summarizes the status of the international preprint serversince 2013 and proposes seven main trends of current international preprint development. It is found out that traditional preprint servers, such as arXiv and SSRN, have seen gorgeousachievements by exploringa sustainable development model. Also, some new preprint servers, such as bioRxiv, ChemRxiv, have sprung up like mushrooms in recent years, bringing prosperity for preprint servers. Moreover, for scientific community, the scholarly communication model with manuscripts of research articles has won widely recognition from academic groups, societies, science and technology management institutions, the IMF, and even the traditional publishers. It indicates that the scholarly communication based on the preprints is changing the traditional scholarly communication model in which journals are as the main body.

Abstract: The new coronavirus pandemic not only brings a great test to the global health security system, but also brings new challenges to the global governance structure and pattern. At the same time, it also exposes the deficiencies in the strengthening of public health emergency system and biosafety system in China. Biosafety is an important part of national security and has become the new frontier of national security. Among them, high-level biological laboratories are the core platform to carry out scientific research on biosafety and reflect national security capability. Therefore, China needs to further implement the construction system planning of high-level biosafety laboratories, form a national system of high-level biosafety laboratories with reasonable layout, clear positioning, full functions, division and cooperation and network operation, and build a national biosafety cooperation center integrating clinical, production and scientific research activities, and finally improve the national security capacity.

Abstract: [Purpose/significance] Based on bibliometrics, this paper uses a CI method to conduct a research, which reviews previous research in the field of CI in China from 2006 to 2016 and tries to grasp R&D trends and the feature of CI. [Method/process] The samples data of this paper were collected from CNKI. This paper analyzed the main research institutions, core authors and their cooperation net and hot domain on CI. [Result/conclusion] It is concluded that the main research institutions control the resources of core authors and projects, leading the development of the hot domain. Key institutions should play a leading role in the development of CI, and should help to strengthen the cooperation between the academic community. Under the background of big data, interpersonal intelligence network, social network privacy detection and privacy protection, knowledge management and knowledge innovation has some research prospects.

Abstract: Currently, the global energy system is shifting from the absolute dominance of fossil energy to the transition of lowcarbon and multi-energy. The global energy production and consumption revolution is constantly deepening, and emerging industries and new formats continue to grow and develop. In the process of energy transformation, major developed countries take science and technology innovation as the forerunner and take system reform as the starting point. They are committed to solving major strategic problems, such as green energy and low carbon transition, multi-energy complementary coupling utilization, deep electrification, and smart energy network construction. Based on these, they can build a clean, low-carbon, safe and efficient modern energy system, and strive for the competitive strengths of energy science and technology revolution and industrial transformation. At the same time, energy technology innovation is in a highly active period, and emerging energy technologies are accelerating at an unprecedented rate, with a number of disruptive technologies spawning. This study systematically sorts out the major strategic plannings for energy science and technology developed by major developed countries and regions, as well as analyzes the progresses and important achievements of energy technology, which can help to accurately grasp the evolving technology directions. Finally, it proposes several constructive recommendations for the development of energy science and technology in China.

Abstract: Objective Wearable blood pressure measurement technology is of significant vale in preventing and diagnosing of hypertension. Patent analysis on this area is of significant vale for patent layout. Methods Global patents on wearable blood pressure measurement are analyzed with patent analysis tools, such as Thomson data analyzer (TDA).Methods such as statistics approach, clustering method, citation analysis, similarity matrix are used to reveal the overall development of wearable blood pressure measurement technology in the world. Result Cuffless blood pressure measurement is found to be an important technical branch of wearable blood pressure measurement through statistical analysis and similarity matrix. The core patent in this area is owned by American companies such as Sotera. The research and technology transformation in China is inadequate in this area. Some advices were proposed on research and development in this areas.

Abstract:梳理科技资源中缩略语的构成形式;提出一种基于逆序快速扫描和共现分析相结合的术语缩略语快速提取算法。首先从科技资源中提取缩略语、候选全称及上下文信息;接着采用启发式模糊匹配算法,对缩略语及候选术语全称从右向左进行逆序扫描,在不要求缩略语中字母全部正确匹配的情况下,识别出规则的术语缩略语及其全称;最后对不规则候选缩略语及全称进行共现分析。同以往算法相比,该算法无论在时间复杂度上,还是在准确率和召回率上都取得了明显进步。

Abstract: Purpose/Significance With the development of the data-driven era and the rise of data-intensive research paradigm, data has become a key element in science and technology decision-making, scientific research management, and research innovation activities. Method/Process This paper introduces the concept of demand-side management, constructs a data service demand model based on users, analyzes the data service needs of different users, explores the construction of a dual flow collaborative service framework system between user needs and data services, introduces ecosystems and related development theories to build a data service ecosystem, and analyzes the relationship between users, subject librarians, data, technology, and the environment. Result/Conclusion On the basis of data service practice and exploration, the idea of constructing data service system was proposed to provide reference for providing accurate and efficient data services in the era of big data, and promoting the sustainable development of data services.

Abstract:目的/意义]开放获取的发展得到了各方的普遍关注,了解世界范围内主要参与者的发展动态,有助于图书馆把握开放获取的发展趋势和开放获取所带来的机遇,参与开放获取,应对挑战。[方法/过程]跟踪2014年世界重要政府机构、科研资助机构、科研机构、出版商、国际组织的开放获取政策、研究报告、项目计划和动态消息,在此基础上进行归纳总结。从开放存储、开放出版以及开放资源的组织和利用形式等方面总结2014年国际开放获取实践的具体进展和发展趋势。[结果/结论]2014年开放存储整合趋势增强、转向开放数据存储,开放出版从试验走向政策支持,开放资源的组织和利用不断深化、由目录揭示转向资源集成。在开放获取发展的历史浪潮中,图书馆是不可或缺的中坚力量。

Abstract:【目的】聚焦生命科学数据知识库政策, 为政策实施提供建议。【方法】通过人工阅读、筛选的方法对有摘要: 【目的】聚焦生命科学数据知识库政策, 为政策实施提供建议。【方法】通过人工阅读、筛选的方法对有明确政策声明的 38个生命科学领域的数据知识库进行调研, 主要针对数据知识库在数据提交、数据管理和数据使用等方面的政策声明。【结果】学科数据知识库的利益相关群体(数据提交者、数据管理者、数据使用者)各自的数据权益管理规范不同。【局限】仅调研 38个生命科学领域的案例, 没有对政策要素的时序变化进行分析, 对政策执行细节探讨还有所欠缺。【结论】良好的学科数据知识库政策体系应当包括: 数据提交政策(内容界定、格式规范、来源要求、归属说明)、数据管理声明(数据公开、数据注册、免责声明、数据版本管理)以及数据使用规范(数据访问、数据推荐引用、数据授权许可)。

Abstract:【目的】实现年鉴指标数据的结构化存储, 完成年鉴数据的更新录入。【应用背景】年鉴预处理平台是将 年鉴数据统一整理、审核、上传的 C/S 工具平台, 采用VC++为主要编程语言, 为年鉴数据库建设提供数据基础。【方法】双向模式匹配处理是在WM模式算法基础上进行改进, 利用分词技术对录入指标进行信息元提取、采用 存储过程实现模式集合的筛减、信息双向匹配保证匹配的准确高效。【结果】通过对实验数据录入的匹配结果进 行分析, 发现双向模式匹配有较高指标匹配率和正确率。【结论】双向匹配算法能满足年鉴录入的需求, 提高了 年鉴数据预处理工作的效率。
