我国高校智库与地方政研智库成果对比调查分析

摘要: ［目的／意义 辨析高校智库和地方政研智库成果的异同，以期取长补短加速我国高校智库与地方政研智库协同合作，提供更高质量的智库成果，充分发挥智库的咨政启智制衡聚才强国等功能与作用，促进我国地方新型智库体系的优化与完善。 方法/ 过程 以《2018 中国智库报告》评价排名为依据，分别选取系统影响力排名前10 的高校智库和地方政研智库作为调研对象，采用网站调查与文献调研相结合的方式，调查并比较分析高校智库与地方政研智库成果的异同。 结果/ 结论 调研分析发现，我国高校智库与地方政研智库成果的类型与获取方式、成果转化、成果传播与影响均存在差异，今后需要不断推进两类智库协调发展，生产更高质量智库成果，具体措施包括：借鉴地方政研智库经验、改革高校智库机制、激励高校智库积极参与地方治理，加速智媒融合、注重智库成果的社会化传播，创立地方新型智库联盟、提高智库成果质量与影响力。

Abstract: [Purpose/significance] This paper analyzes the similarities and differences between the achievements of university think tanks and local political and research think tanks in China, in order to accelerate the cooperation, provide higher quality think tank achievements, give full play to the functions of the policy consultation, enlightenment, checks and balances, gathering talents and powerful countries of think tank and promote the optimization and improvement of China's new local think tank system. [Method/process] Based on the evaluation ranking of the 2018 China Think Tank Report, it selects the top 10 university think tanks and local political and research think tanks in system impact rankings as the research objects. With the website survey and literature research, the paper investigates and compares the similarities and differences between university think tanks and local political and research think tanks. [Result/conclusion] It finds that there are differences in the type and acquisition of results, transformation of results, dissemination of results and their impact between university think tanks and local political and research think tanks. In the future, it is necessary to continuously promote the coordinated development of the two types of think tanks and produce results of higher quality think tanks. The specific measures include: learning from the experience of local political and research think tanks, reforming the mechanism of university think tanks, and encouraging university think tanks to take an active part in local governance, accelerating the integration of intellectual media and paying attention to the socialized dissemination of think tank results, and creating a new coalition of local think tanks and improving the quality and influence of think tanks.
