Research on the organization and flow pattern of foreign think tank research talents
摘要: [目的/意义]智库的研究人才为智库提供了核心竞争力，研究人才的组织和流动模式对人才研究能力的发挥有重要影响。[方法 /过程] 本文从影响智库人才组织与流动形式的基本要素入手，得出3种不同的人才组织与流动模式。通过3种模式的代表性智库的案例分析，总结先进做法、国外智库建设经验，并得到相应启示。[结果/结论]智库应根据自身发展阶段等现实情况，选择或融合不同的人才组织与流动模式，从而保持智库的研究活力与能力。
Abstract: [Purpose/significance] The research talents of think tanks provide the core competitiveness of think tanks, and the organization and flow mode of research talents have an important influence on the development of talents' research ability. [Method/Process] This paper starts with the basic elements that affect the organization and flow of talents in think tanks, and draws three different modes of talent organization and flow. Through the case analysis of representative think tanks in 3 models, the advanced practices and the construction experience of foreign think tanks are summarized, and corresponding inspirations are obtained. [Result/conclusion] Think tanks should choose or integrate different talent organization and flow patterns according to their own development stage and other real situations, so as to maintain the research vitality and ability of think tanks.
