Research on the Maturity Evaluation of the Standardization Practice of Scientific Data Citation
摘要: 目的/意义 构建科学数据引用标准化的成熟度评价模型，加快科学数据引用标准的规范化进程。研究有利于科学数据成果的有效传播与共享，促进科学数据引用标准化实践的持续健康发展。 方法/过程 通过文献梳理并结合现有成熟度理论模型，提出评价科学数据引用标准化实践的成熟度要素指标；运用德尔菲法收集专家对指标的重要性判断；利用层次分析法计算各指标权重并得出成熟度量化计算公式。基于初始级、过程管理级、规范管理级、量化管理级和动态优化级五个等级构建科学数据引用标准化的成熟度评价模型，并以武汉市公共数据开放平台为例对该模型进行应用探析。 结果/结论 通过量化分析得出该数据开放平台的数据引用标准化实践处于规范定义级，据此对调查结果进行分析并提出建议，为数据管理者、决策者以及使用者提供借鉴和参考。
Abstract: [Purpose / Meaning] Construct a maturity evaluation model for the standardization of scientific data citation and accelerate the standardization process of scientific data citation standards. The research is conducive to the effective dissemination and sharing of scientific data results, and promotes the sustainable and healthy development of scientific data citation standardization practice. [Method / Process] Through literature review and combining existing maturity theoretical models, we propose maturity indexes for evaluating the standardization practice of scientific data citation; use the Delphi method to collect experts' importance judgments on the indexes; use the hierarchical analysis method to calculate the weight of each index and derive the maturity quantification formula. The maturity evaluation model of scientific data citation standardization is constructed based on five levels: initial level, process management level, standardized management level, quantitative management level and dynamic optimization level, and the model is applied and analyzed with the Wuhan public data open platform as an example. [Results / Conclusions] Through quantitative analysis, the data citation standardization practice of this open data platform is at the normative definition level, based on which the findings are analyzed and recommendations are made to provide reference and reference for data managers, policy makers and users.
